營建、醫療及農業廢棄物清理管理專案工作計畫

中文摘要   為促使營建、農業、醫療廢棄物達到資源循環目的,分別探討管理現況及問題,並提出資源循環架構及精進管理措施,執行成果說明如后: 一、營建廢棄物   從循環經濟的觀點,利用Ellen MacArthur Foundation的蝴蝶圖及耶魯大學的STAF(STocks And Flows) 計畫物質流分析工具,蒐集我國營建工程興建階段使用原物料種類及數量、拆除階段產生廢棄物及剩餘土石方種類、數量及後端再使用情形,以解析我國營建資源循環之物質流情形,並評析歐盟、荷蘭、日本、中國之資源循環管理制度,採用Ellen MacArthur Foundation循環經濟工具ReSOLVE 策略架構,並以搖籃到搖籃及物質流之概念,來建立營建資源循環架構及研擬適合我國營建資源循環管理精進對策。   本年度亦彙整建築、職業安全、環保相關法規,及專家學者意見,完成「建築物拆除後含石綿廢棄物清理作業指引(草案)」、「室內裝修工程拆除之石綿廢棄物清理作業指引(草案)」,以協助拆除業者瞭解對拆除後含石綿建材之廢棄物清除處理方式,並提供相關機關輔導清除處理流程時之依據。針對建立裝潢修繕廢棄物管理原則,完成「一般廢棄物之裝潢修繕廢棄物處理計畫」及「一般廢棄物之裝潢修繕廢棄物之清除、排出規定」範本,提供環保署督促地方政府制定裝潢修繕廢棄物管理規定之參考。 二、農業廢棄物   本年度針對農業用塑膠膜等非分解性材質之農業廢棄物,透過現場訪視及電話訪談,完成產出及流向現況調查,並針對去化問題研提因應對策,提供相關單位參考。由技術面、成本面及環境面等面向,完成可分解農業塑膠膜運用之可行性分析,研提推動措施。   完成調查及分析國內漁網具使用種類及廢棄數量,彙整相關管理法規,並提出相關回收、處理及再利用管理建議,協助廢漁網回收示範點設置廢漁網貯存區及廢漁網回收清運等措施,彙整示範點執行成果,並辦理1場次宣導會及1場次觀摩會,透過經驗交流,擴大廢漁網完善去化管道。 三、醫療廢棄物   統計結果顯示,生物醫療廢棄物之申報量有逐年遞增之現象,產出縣市以六都為大宗,處理方式則以焚化為主。本年度彙整生物醫療廢棄物滅菌處理相關法規及專家學者意見,完成「生物醫療廢棄物滅菌處理規範手冊」(草案)研擬作業,內容包括前言、共通性之滅菌處理相關規定、滅菌操作規定、以及效能測試方法,提供作為未來事業及處理機構參考。   本年度針對國內醫院及洗腎診所,完成廢輸液軟袋產出量及清理流向調查,並分別就市場面、技術面及行政面等面向,完成PVC材質軟袋替代方式評估,據以提出國內管理建議。   另已蒐集國外有關基因毒性廢棄物認定方式相關規定,並與國內現行制度比較,同時參考國際癌症研究署發布之致癌因子分類清單,提出表列項目之新增修訂建議,作為未來修法之參考。

Constructional, medical and agricultural waste cleanup management project work plan.

英文摘要 To achieve the objective of recycling construction, agricultural and medical wastes, current management situation and problems are analyzed, and the recycling structure and improved management measures are proposed. The results are as follows: 1. Construction and demolition waste Quantifiable data of construction resource recycling in Taiwan from 2012 to 2016 was compiled, including metallic mineral (iron) and non-metallic minerals (soil and cement), quantity of concrete used for buildings, estimated quantity of concrete used in public construction, building construction statistics, building demolition permit, quantity of construction waste produced and quantity of construction soil left over from construction. A construction resource recycling structure is established using construction resource recycling statistics from 2016 and analyzing the recycling process of cement concrete. The construction resource recycling structure is also established, and measures to improve construction resource recycling management in Taiwan is studied, from a compilation of information on resource recycling management system in the EU, Netherlands, Japan and China, using the Ellen MacArthur Foundation’s circular economy ReSOLVE framework, and based on the cradle-to-cradle and material flow concepts. Taking into consideration laws and regulations on building, occupational safety and environmental protection, and the opinions of experts and academicians, the “Guidelines for Cleanup of Waste Containing Asbestos from Building Demolition” and “Guidelines for Cleanup of Waste Containing Asbestos from Interior Demolition” were drafted to help demolition companies understand how to handle construction waste containing asbestos after demolition, and provide a reference for related agencies to give guidance on the cleanup process. With regard to establishing the general principles for managing renovation waste, the templates for “Disposal Plan for General Renovation Waste” and “Regulations for Cleanup and Discharge of General Renovation Waste” were completed to provide a reference for the EPA to direct local governments to establish regulations for management of renovation waste. 2. Agricultural waste Survey of current production output and flow of non-biodegradable agricultural waste, such as plastic film for agricultural use, was completed through on-site visits and telephone interviews, and solutions for eliminating such waste were proposed for reference by related agencies. Analysis of the feasibility of using biodegradable agricultural plastic film from technical, cost and environmental perspectives was completed and measures to promote such use were proposed. Investigation and analysis of the types of fishing gears used in Taiwan and waste quantity produced were completed. Related management laws and regulations were compiled, and management recommendations for recycling, disposal and reuse were proposed. Assistance was provided to set up storage areas for discarded fishing nets, and establish measures for recycling and disposal of discarded fishing nets. Results of implementation at demonstration sites were compiled, and a campaign meeting and observation tour was held respectively to improve channels for elimination of discarded fishing nets through exchange of experiences. 3. Medical waste Statistics showed a yearly increase in the quantity of biomedical waste declared. Most of the medical waste were produced in the six major counties/cities and were mostly processed by incineration. Compiling laws and regulations related to the sanitary disposal of biomedical waste, and opinions of experts and academicians, the “Guidelines on the Sanitary Disposal of Biomedical Waste” was drafted, including an introduction, stipulations on common sterilization and disposal, stipulations on sterilization method, and effectiveness testing method, to be used for reference by businesses and disposal agencies in the future A survey of the production quantity and disposal of soft infusion fluid bags used in Taiwan hospitals and kidney dialysis clinics was conducted this year. Evaluation of alternative to the use of PVC soft infusion fluid bags was completed based on market, technical and administrative perspectives, and recommendations on relevant management in Taiwan was proposed. Furthermore, information on regulations concerning identification of genotoxic waste overseas was gathered, and comparison made to current system in Taiwan. With reference to the list of carcinogens released by the International Agency for Research on Cancer, recommendation for addition and revision to the list has been proposed as reference for future law amendment.
