107年度臺南市高污染移動污染源加強稽查管制計畫

中文摘要 臺灣秋冬季節受大氣環境及地形影響,PM2.5污染嚴重,因此環保署推動清淨空氣行動計畫,並在修正空氣污染防制法後,授權劃設空氣品質維護區管制各種移動污染源,並要求各縣市環保局評估劃設空氣氣品質維護區相關衝擊與效益。 而車輛是移動污染源內一個很大的族群,且因機動性高、移動速度快,很難確切掌握實際狀況。過去雖持續做相關通知、攔檢等稽查,但對某些特定區域缺乏整體性資訊收集與評估瞭解,所以在評估推動空氣品質維護區上,缺乏數據的支持。 臺南市過去結合柴油車自主管理制度,要求進出空品淨區柴油車輛須取得排煙自主管理標章,包含安平商港、安平漁港、尖山埤江南渡假村、柳營科技工業區、南部科學工業園區臺南園區、樹谷園區、永康科技工業區及新營、官田、永康、安平及臺南科技5個經濟部工業局工業區,未來空氣品質維護區推動將納入優先評估,所以需要更進一步收集瞭解移動污染源狀況。 所以透過執行本計畫,利用車牌辨識系統的架設與建立後端資訊收集,配合車籍的取得,可以提供較為完整的區域行駛車輛數據,供相關評估使用。 一、計畫執行期程 本計畫執行期程由107年8月23日至107年12月31日止,執行成果統計截至107年12月31日。 二、主要執行成果 (一) 完成20套移動式無線傳輸車牌辨識系統架設,並備妥電源供應電瓶與備用電瓶,設備均持續運作中。每組電瓶可供車辨設備運作至少5天以上。可隨需求更換架設位置。20套辨識系統分別架設在南科7套、樹谷3套、安平工業區5套、永康工業區3套、安平港聯外道路1套、濱南路1套。 (二) 完成車牌辨識接收系統、備份系統、資料處理系統建置,總計8套電腦設備均已經架設完成並運作中。包括接收系統5套主要作為辨識照片接收,資料備份及處理各1套主要為備份辨識之柴油車資料庫及儲存車籍與檢測資料庫。 (三) 車牌資料庫篩選與車號修正軟體已建置,可依據人工核對確認並進行車號修正,並透過車籍與檢測資料庫,可標註已檢測或未檢測柴油車,系統持續資料整理與比對中。至12月底共累積比對辨識到柴油車85,034輛次,並持續整理累積中。 (四) 篩選未取得標章柴油車輛寄發通知宣導通知單之定型化通知內容及後續追蹤改善流經機關核准後,已於計畫期程內完成3,000份宣導通知資料列印與寄發程序。 (五) 20面告示/標示牌內容設計與設置位置規劃,透過提出設置規劃方案,並依據機關相關意見調整與修改設置位置與牌面內容,經與市府相關局處及各區域管理單位現勘確認後,業於計畫期程內完成製作與裝設作業。 (六) 已在報告中擬定未來空氣品質維護區車辨及現場稽查管制及相關行政作業流程。 三、分析成果 各區域已辨識整理之柴油車數量(含大客貨與小貨車,同區域取車號唯一),永康工業區有1,826輛、安平工業區有4,365輛、安平港有273輛、南科臺南園區有4,141輛及樹谷有1,456輛。 (一) 南科臺南園區: (1) 設籍縣市:本市47.4%最多,其次為高雄市17.9%。 (2) 期別比率:五期車最多,另一二三期車共佔31.1%。 (3) 納管率:大型車中一二三期車有71%、四五期車為62%;小型車中一二三期有35%、四五期車為15%。 (二) 樹谷園區: (1) 設籍縣市:本市37.2%最多,其次為高雄市12.9%。 (2) 期別比率:五期車最多,另一二三期車共佔36.9%。 (3) 納管率:大型車中一二三期車有70%、四五期車為61%;小型車中一二三期有35%、四五期車為25%。 (三) 永康工業區: (1) 設籍縣市:本市58.8%最多,其次為高雄市18.4%。 (2) 期別比率:五期車最多,另一二三期車共佔38.2%。 (3) 納管率:大型車中一二三期車有70%、四五期車為48%;小型車中一二三期有35%、四五期車為14%。 (四) 安平工業區: (1) 設籍縣市:本市60.3%最多,其次為高雄市18.7%。 (2) 期別比率:五期車最多,另一二三期車共佔37.1%。 (3) 納管率:大型車中一二三期車有63%、四五期車為39%;小型車中一二三期有35%、四五期車為11%。 (五) 安平商港: (1) 設籍縣市:高雄市46.%最多,其次為本市38.8%。 (2) 期別比率:五期車最多,另一二三期車共佔38.4%。 (3) 納管率:大型車中一二三期車有77%、四五期車為65%;小型車中一二三期有24%、四五期車為5%。 四、工作效益及管制建議 本計畫執行已達成二項效益: (1) 收集到南科等5個區域之出入車流特性,後續在其它區域繼續執行,可作為未來正式推動維護區管制前的評估參考資料。 (2) 已透過設備安裝運行,瞭解移動式車牌辨識設備執行上之問題與困難並取得解決之方式,以為未來繼續運行精進奠定良好基礎。 建議如下: (1) 空氣品質維護區目標區資料之收集 持續進行辨識資料收集,來提供未來各項評估所需數據之需求。 (2) 車牌辨識系統改進與運用方式 未來選擇車辨系統設置地點應併同考慮網路訊號強弱與電力需求。 (3) 空氣品質維護區示範區推動建議 考量可控管車輛數多(共計4141輛)、管制設備成本少(10套即可涵蓋全區)、廠商配合意願高等因素,建議南科跟樹谷園區優先推動為空品維護區示範區。

Strengthening the audit control plan for high-pollution mobile pollution sources in Tainan City in 107

英文摘要 Owing to PM2.5 caused by the weather and landform in autumn and winter of Taiwan, the Environmental Protection Administration, Executive Yuan not only promoted the Clear Air Plan, authorized and designed the air quality maintenance area to control all kinds of mobile pollutant after the Air Pollution Control Act was revised, but also requested the Department of Environmental Protection in all cities and counties to assess and design the impacts and benefits on the air quality maintenance area. Vehicle is the large group in the mobile pollutants, and is difficult to control the actual condition due to mobility and speed. Although the notifications and block checks were continuously carried out in the past, they were lack of collecting and assessing the entire information on specific area. Therefore, it was lack of data support when assessing and promoting the air quality maintenance area. Tainan City combined the self management of diesel vehicle to require the exhaust label must be obtained when accessing the air quality maintenance area, including An Ping Port, An Ping Harbor, Jianshanpi Jiangnan Resort, Liou Ying Technology and Environment Industrial Park, Tainan Science-based Industrial Park, Tree Valley Park, Yong Kang Technology Industrial Park, as well as Xin Ying, Guan Tian, Yong Kang, An Ping and Tainan Technology Industrial Parks under Industrial Development Bureau, Ministry of Economic Affairs. Because these districts are the target for promoting the air quality maintenance area, the conditions of mobile pollutant are needed to further collect and understand. Through executing the Plan, installing the License Plate Recognition, collecting the back-end information and obtaining the vehicle registration, the more complete vehicle data can be provided for the assessment. 1. Plan Schedule The Plan will be scheduled from August 23, 2018 to December 31. The achievements will be collected to December 31, 2018. 2. Main Achievements (1) 20 sets of Wireless License Plate Recognition have been completed, as well as the power supply and backup batteries have been prepared. The equipment is continuously under operation. Each set of battery can be supplied to the vehicle recognition equipment for 5 days or more at least. 20 sets of License Plate Recognition are installed, 7 for Southern Tainan Science Park, 3 for Tree Valley Park, 5 for An Ping Industrial Park, 3 for Yong Kang Industrial Park, 1 for An Ping Harbor Access Road and 1 for Binnan Road. (2) The License Plate Recognition and Receiving, Backup and Data Processing have been established. Eight sets of computer have been installed under operation. (3) The database for sorting license plate and the modification software for vehicle number have been established. The database for comparing the marked diesel vehicles is provided on line as well. The data are currently collected and compared. In the end of November, 85,034 diesel vehicle times can be compared and recognized, as well as are continuously accumulating. (4) The standard notification for sorting and mailing a note to diesel vehicle without obtaining the Green Mark has been approved and confirmed. It is printing now, and expected to print and mail 3,000 copies in December. (5) The installation and planning cases for the design and location of notice/sign have been proposed, as well as the adjustments and modifications have been made according to the opinions. They will be confirmed to jointly survey with the management unit and complete the preparations and installations before the plan ends. (6) The procedures for license plate recognition and site audit on the future air quality maintenance area have been planned in the report. 3. Analysis results: Among the number of diesel vehicles that have been identified in each region,3249 vehicles for Southern Tainan Science Park, 509 vehicles for Tree Valley Park, 3414 vehicles for An Ping Industrial Park, 1826 vehicles for Yong Kang Industrial Park, 273 vehicles for An Ping Harbor Access Road. (一) Southern Tainan Science Park:The city has the highest number of 47.4%, followed by Kaohsiung City with 17.9%. The number of cars in the period is the highest in the five-phase period, and the number of cars in the big passengers and small trucks is 31.1%. (二) Tree Valley Park:The city has the largest number of 37.2%, followed by Kaohsiung City with 12.9%. The number of vehicles in the period is the highest in the five-phase period, and the first-third and third-phase vehicles in the large passengers and small trucks account for 36.9%. (三) Yong Kang Industrial Park:The city has the highest number of 58.8%, followed by Kaohsiung City with 18.4%. The number of vehicles in the period is the highest in the five-phase period, and the number of trucks in the big passengers and small trucks is 38.2%. (四) An Ping Industrial Park:The city has the highest number of 60.3%, followed by Kaohsiung City with 18.7%. The number of vehicles in the period is the highest in the five-phase period, and the number of vehicles in the big passengers and small trucks is 37.1%. (五) An Ping Harbor Access Road:The number of Kaohsiung City was 46.%, followed by 38.8%. The number of vehicles in the period is the highest in the fifth phase, and the first, second and third phases in the large passengers and small trucks account for 38.4%. 4. Work efficiency and control recommendations: The implementation of this project has achieved two benefits: (1) The traffic flow characteristics of the five regions, such as Southern Tainan Science Park, are collected and subsequently implemented in other regions, which can be used as a reference for the evaluation of the maintenance zone before the maintenance of the air quality maintenance area. (2) It has been installed and operated through equipment to understand the problems and difficulties in the implementation of mobile license plate recognition equipment and to solve the problem, so as to lay a good foundation for further operation in the future. Suggestions: (1) Collection of target area data in air quality maintenance area. Continuous identification data collection to provide the data needed for future assessments (2) Improvement and application of license plate recognition system. In the future, the choice of vehicle identification system should be considered together with electricity, telecom operators and power demand. (3) Air quality maintenance area demonstration area promotion recommendations Southern Tainan Science Park and Tree Valley Park propose to promote the demonstration area for the empty product maintenance area
