107年度臺南市空氣品質監測站資訊顯示系統操作維護及分析作業計畫

中文摘要 本計畫主要藉臺南市空氣品質監測站資訊顯示系統操作維護工作,確保運轉正常及數據品質,同時彙整維修紀錄表及改善建議報告,提供環保局掌握維修狀況;並訂定測站維護之標準作業程序及維護檢查表以確保維護品質配合達成環保署監測站考核標準。 本計畫期程為107年2月1日至107年12月31日,統計至12月底止,目前各項工作結果分別摘要說明如下: (一)空氣品質人工監測站維護及校正作業 1.監測儀器保養維修 本計畫預定完成264站次儀器保養維修,截至107年12月底止已完成264站次儀器保養維修作業,達成率100 %。 2.監測儀器校正作業 截至107年12月底止,已完成264站次單點流量校正作業,達成率100 %;已完成48站次多點流量校正作業,達成率100 %。各項校正結果均符合規範。 3.人工監測站監測結果說明 本計畫預定完成264站次總懸浮微粒採樣分析,截至107年12月底止已完成264站次採樣及分析作業,達成率100 %。107年2-12月各人工監測站總懸浮微粒(TSP)監測結果均符合空氣品質標準(TSP 24小時值250 μg/m3),各測站間以新市國小站測值相對較高,而新化區公所站測值相對較低。 本計畫預定完成66站次落塵採樣分析,截至107年12月底止已完成66站次採樣及分析作業,達成率100 %。107年2-12月落塵監測結果以新營國小站相對較高,安平污水廠站相對較低。 4.人工監測站廢除評估 綜合相關性、濃度水準資訊、環境及資源分配考量,輔以空間分布情形,建議廢除民德國中站、協進國小站、永康區衛生所站、西港區衛生所站及新營國小站。 5.人工監測站設備更新評估 (二)自動測站操作維護及校正 1.監測儀器保養維修 截至107年12月底止,兩測站共計完成92次單週維護、44次雙週維護、22次月維護作業、8次季維護作業、4次半年維護作業及2次年維護作業。 2.監測儀器校正作業 各分析儀每日執行自動檢查,截至107年12月底,全幅偏移檢查誤差均未超過全幅±7 %,零點偏移檢查誤差均未超過全幅±2 %。 3.資料可用率 截至107年12月,城西里測站及楠西測站平均資料可用率皆符合合約規定之90 %。 4.自動監測站監測結果說明 彙整107年2-12月氣象資料,城西里站之風速以12月份月平均風速3.54 m/s為最高,楠西站之風速以2月份月平均風速1.81 m/s為最高;風向部份,城西里站風向隨著季節變化,由北風系與南風系間轉變,而楠西站仍以北風系為主。在空氣污染物部分,楠西站因位處山區,較不受固定污染源或移動污染源所影響,多數測值均較城西里站為低。 綜整各測站103至107年同期測值平均,PM10部分,城西里站於本年度測值59 µg/m3為歷年相對較高,楠西站57 µg/m3亦為歷年相對較高,各測站間以環保署新營站相對較高,而環保署臺南站相對較低;PM2.5部分,楠西站於本年度測值31 µg/m3為歷年第3高,整體而言,歷年測值(介於20-36 µg/m3)差異不大,各測站間以環保署臺南站及環保署新營站相對較高,而楠西站相對較低;SO2部分,城西里站於本年度測值2.3 ppb僅次於106年為歷年第2低,楠西站1.4 ppb則為歷年最低,各測站間以環保署臺南站及環保署善化站相對較高,而楠西站相對較低;NOX部分,城西里站8.15 ppb及楠西站5.90 ppb於本年度測值均為歷年相對較低,各測站間以環保署臺南站及環保署安南站相對較高,而楠西站相對較低;CO部分,城西里站於本年度測值0.33 ppm為歷年第2低,僅次於106年,楠西站0.39 ppm則為歷年最低,各測站間以環保署臺南站及楠西站相對較高,而善化站相對較低;O3部分,城西里站於本年度測值34.7 ppb為歷年第2低,僅次於106年,楠西站25.3 ppb則為歷年最低,各測站間以城西里站相對較高,而楠西站相對較低;NMHC部分,城西里站於本年度測值0.19 ppm僅次於106年,為歷年第2低,楠西站0.08 ppm則與歷年差異不大(歷年測值介於0.07-0.10 ppm)差異不大,各測站間以城西里站相對較高,而楠西站相對較低。 5.自動測站設備更新評估 107年度已編列經費汰換城西里站站房、稀釋氣體校正器、氣象鐵塔及新購PM2.5分析儀;108年度亦預計汰換城西里站部分設備。為求監測數據的品質,建議能持續編列經費優先更換楠西站PM2.5分析儀及城西里站碳氫化合物分析儀。 (三)執行小西門LED電子顯示看板經常性操作保養 截至107年12月止,顯示看板播放之空氣品質訊息如以每日更新計算,共計播放334筆;計畫協助製作之播放內容共計55項146筆。

Tainan Air Quality Monitoring Station Information Display System Operation, Maintenance and Analysis Work Plan in 2018

英文摘要 This project covered the operation and maintenance works of Air Quality Monitoring Station (AQMS) in Tainan City in which assuring the normal conditions of facilities of AQMS and quality of sampling data, reporting the comprehensive maintenance records, summarizing the improvement measures as well as reporting latest conditions to Environmental Bureau. Taken into account assuring of maintenance work in compliance with standard of quality and assurance of AQMS this project included the formulation a set of standard operation procedures and maintenance form. The major achievements of project, started from 1st February 2018 to 31st December 2018, were summarized as followings: 1. Air Quality Monitoring Station maintenance and Calibration Works a). Maintenance Works of Analyzers and Samplers Maintenance of Analyzers and Samplers was scheduled to be completed 264 times throughout the contract term. From the planning period to 31 December 2018, it completed 264 times of operation and achieved 100% completion rate. b). Calibration Works of Analyzers and Samplers As of 31 December 2018, One-point Flow Calibration and Multi-point Flow Calibration had been completed 264 times and 48 times respectively and achieved 100% completion rate. All calibration results were in compliance with the standard specifications. c). The Monitoring results Total suspended particulates (TSP) sampling analysis was scheduled to be completed 264 times throughout the contract term. From the planning period to 31 December 2018, it completed 264 times of analysis and achieved 100% completion rate. The monitoring results at all stations met the air quality standard (TSP 24 hour 250 μg/m3) since February to December 2018. The highest monitoring value was found at Xinshi station and the lowest monitoring value was found at Xinhua station. Dust-fall collection and analysis was scheduled to be completed 66 times throughout the contract term. Until 31 December 2018, it completed 66 times of dust- fall collection and analysis and achieved 100% completion rate. Since February to December 2018, the highest monitoring value was found at Xinying station .And the lowest monitoring value was found at Anping station. d). Air Quality Monitoring Station abolition assessment Based on the station correlation, pollutant concentration level, environmental and resource allocation, as well as spatial distribution of stations, it was recommended to close the Minde junior high school station, the Xiejin elementary school station, the Yongkang district health station, the Sigang district health station and the Tainan Municipal Sinying elementary school station. e). Assessment of equipment renewal in Air Quality Monitoring Station Other than the aforementioned five suggested abandoned stations, facilities and equipment in Baihe district Health Station were recommended to be renewed or upgraded, followed by Tainan Municipal Madou elementary school station. 2.Operation, Maintenance and Calibration Works of Air Quality Monitoring Station a.)Maintenance Works of Analyzers and Samplers until the end of December 2018 ●Weekly maintenance works were completed 92 times ●Biweekly maintenance works were completed 44 times ●Monthly maintenance works were completed 22 times ●Quarterly maintenance works were completed 8 times ●Bi-yearly maintenance works were completed 4 times ●Yearly maintenance works were completed 2 times b). Calibration Works of Analyzers and Samplers Each analyzer conducted the automatic daily check. As of the end of December, the span drift check had not exceeded ±7 %, and the zero drift check had not exceeded ±2 %. c). Data Validity As of the end of December, Chengxili Station and Nanxi Station achieved 90% valid data capture rate of the contract provisions. d). The monitoring results ●WS/WD: Summarized the collected meteorological data from February to December in 2018, the highest wind speed (3.54 m/s) at Chengxili station was found in December, while the highest at (1.81 m/s) Nanxi station wind speed was found in February. Regard to wind direction, Chengxili station changed with seasons from the north wind to the south wind, while the Nanxi station was dominated by the north wind. In the air pollutant, as the Nanxi station is located in mountain region and less affected by fixed or mobile pollutant sources, leading that mostly measured values were lower than the Chengxili station. Assessment of yearly average of measured parameters from 2017 to 2018 ●PM10: According to the yearly average of PM10 of the stations from 2014 to 2018, both Chengxili station and Nanxi station had a relatively high value of 59 μg/m3 and 57 μg/m3 respectively over the years. The Xinying station of the EPA had a relatively higher measured value and the Tainan station of the EPA had relatively lower measured value. ●PM2.5: For Nanxi station, the yearly average 31 μg/m3 is the third highest over the years. In general, the measured values of these years (20 to 36 μg/m3) had no much fluctuation. The Xinying station and Tainan station of the EPA have relatively higher measured values and the Nanxi station had relatively lower measured values. ●SO2: The yearly average 2.3 ppb is the second lowest over the years for the Chengxili station. The yearly average 1.4 ppb is the lowest over the years for Nanxi station. Amongst stations, the Tainan station and Shanhua station of the EPA have relatively higher measured values and the Nanxi station had relatively lower measured value. ●NOx: both Chengxili station and Nanxi station had a relatively low value of 8.15 ppb and 5.90 ppb respectively over the years. Amongst stations, Tainan station and Annans station of the EPA have relatively higher measured values and the Nanxi station had relatively lower measured value. ●CO: The yearly average 0.33 ppm is the second lowest over the years for the Chengxili station. The yearly average 0.39 ppm is the lowest over the years for Nanxi station. Amongst stations, Tainan station of the EPA and Nanxi station have relatively higher measured values and the Shanhua station had relatively lower measured value. ●O3: The yearly average 34.7 ppb is the second lowest over the years for the Chengxili station. The yearly average 25.3 ppb is the lowest over the years for Nanxi station. Amongst stations, Chengxili station had recorded relatively higher measured values while the lowest at Nanxi station. ●NMHC: The yearly average 0.19 ppm is the second lowest over the years for the Chengxili station. Nanxi station recorded 0.08 ppm and had no observable difference over the years (0.07 - 0.10 ppm). Amongst stations, Chengxili station had relatively higher measured values while relatively lower at Nanxi station. e). Assessment of equipment renewal in Air Quality Monitoring Station In 2018, Chengxili station had completed the renewal including the building of the station, gas dilution calibrator, meteorological pole had been replaced and purchased a new PM2.5 particulate analyzer. In 2019, Chengxili station is planned to continuous replace some equipment. To enhance the quality of the data, it recommended prior to allocate funds for replacement of PM2.5 particulate analyzer for Nanxi station and Total Hydrocarbon analyzer for Chengxili station. 3.Routine maintenance of LED electronic display broad As the end of December 2018 a total of 334 pieces of daily air quality information were broadcasted, and 55 items (146 pieces) were broadcast for other assistance.
