資源回收再利用政策評析暨共通性事業廢棄物再利用管理推動計畫
| 中文摘要 | 本計畫為瞭解共通性事業廢棄物及應進行流向追蹤事業廢棄物之管理現況及評估應納入管理之項目外，亦配合政府推動循環經濟之政策方向，通盤檢討資源回收再利用法，協助研提修正草案。 依據上述目標，本計畫已完成日、德及歐盟等國之循環經濟及資源循環相關法令研析工作，並檢討我國資源回收再利用法推動之困境，依上述結果協助研提修正草案內容及相關管理建議。其次，為瞭解共通性事業廢棄物之運作情形，本計畫完成22家次之實地訪查作業，並評估6項涉及二部會以上再利用事業廢棄物納入共通性再利用管理辦法之必要性，協助研提4項廢棄物之管理辦法草案。於應進行流向追蹤事業廢棄物，本計畫採用層級分析法及加權總合法進行評估，前三者為廢酸洗液、廢酸性蝕刻液及個通案作為混凝土添加料，並提出相應之管理建議供環保署參考。 | ||

Project on the evaluation and analysis of resource recycling and reuse policy as well as the promotion of industrial waste reuse management.
| 英文摘要 | Besides attempting to understand the current management of common industrial waste and traceability required industrial waste, and evaluate items to be included in the management, the Plan also involves cooperation with the government’s policy of promoting circular economy by fully reviewing the Resource Recycling Act and proposing a draft revision. In accordance with the above objectives, the analysis of laws related to circular economy and resource recycling in Japan, Germany and the EU has been completed, difficulties of implementing the Resource Recycling Act in Taiwan have been evaluated, and the above results have been submitted as draft revision content and related management recommendations. Furthermore, 22 on-site visits were conducted to find out about the operation of common industrial waste, and four management regulations were proposed after analyzing six items concerning the necessity of establishing the method of managing reusability for reusable industrial waste involving more than two central administrative agencies. With regard to traceability required industrial waste, analytic hierarchy process and weighted aggregate method have been used for evaluating waste acid wash, waste acid etching liquid, and individual and common additives used in concrete, and management recommendations are provided for the EPA’s reference. | ||
