土壤及地下水污染整治工作國際合作計畫

中文摘要 本案「土壤及地下水污染整治工作國際合作計畫」,延續歷年計畫的推動理念,籌劃各工作細部計畫,辦理各項國際交流業務,各工項皆已完成,相關成果簡述如下: (一) 本次亞太會議系列活動包含7國9位外賓參與之「亞太土壤及地下水污染整治工作小組(ReSAG)事務會議」、共285人次參與主題為「地下污染物蒸氣入侵調查與防治」為期兩日之「臺美環保合作計畫之土壤及地下水污染場址整治技術講習會」及外賓1日之場址及文化參訪。該系列活動於2018 年12月2日至7日期間辦理完成。另外,有關事務會議中討論可增加視訊會議之辦理。本團隊亦於2019年6月27日召開第一次ReSAG視訊會議,共有4國參與,討論會員國間的合作及視訊會議的方式等議題。 (二) 本次「ReSAG官員專業訓練課程」於2019年3月17日至24日期間辦理完成,共計9國19人參與。另外,為擴大產官學交流,除納入業界輔導員外,本次訓練課程,亦將科技部東南亞土水課程共同辦理,共計11國45人參與。課程中除各項土水課程外,於最後一日安排各國報告及討論,使學員對學習成果及各國現況有十分緊密的交流。 (三) 「臺韓MOU第9次指導委員會會議」於2018年10月30日於首爾舉行,我國共計產官學12人參加。在產學交流方面,我方執行單位於2018年11月中提出英文摘要,並於2018年12月19日至22日產學6人受邀赴韓針對「土壤與地下水之重金屬汞與砷污染之技術應用」及「油品污染場址之現地與離地整治技術應用」兩項議題交流。於2019年4月16日至20日邀請南韓環境部授權單位6人來臺進行前述議題交流。由本次交流來看,我國應在現地整治與地下水管理的專業上,具有相對的優勢,未來應可篩選優勢技術後,進一步思考產業輸出。 (四) 臺越合作協定交流於2019年9月16日至20日由越南環境自然資源部環境總局副局長率團10人,來臺參與第1次臺越土壤及地下水保護技術暨科學合作協定指導委員會議。並於2019年10月28日至11月2日期間由臺灣環保署土污基管會執行秘書率團13人,前往越南參加第2次臺越土壤及地下水保護技術暨科學合作協定指導委員會議。交流議題初期以調查與管理方向開展,預定為「農地污染調查與整治經驗」與「地下水(砷) 品質管理」。第2次指委會中,雙方皆表達同意續簽「臺越土壤及地下水保護技術暨科學合作協定」之意願。 (五) 赴菲律賓技術交流展示活動於2019年3月6日至13日期間,假馬尼拉市瑪浦亞大學辦理技術展示交流研習會,共有121人與會。而後前往菲律賓馬林杜克島辦理場址環境勘查、採樣、快篩與污染評估等工作。而赴越南技術交流展示系列活動於2019年10月31日,假胡志明市皇宮酒店會議中心辦理技術展示交流研習會,共計117人與會。接續於2019年11月1日與11月4日,前往受地下水砷污染威脅較為嚴重的省份進行場址現勘、採樣、快篩與污染評估等工作。活動後皆提供環境調查評估報告予上述二國,以做為改善之參考。 (六) 本計畫參加於澳洲阿德雷德市舉辦之「CleanUp 2019」以及在日本大阪市舉辦之「第25屆土壤及地下水污染之整治及預防管理對策」,作為本計畫參與之國際研討會議。分別說明環保署於臺灣地區地下水砷污染調查綜合成果、及以自續式熱處理技術應用於重質總石油碳氫化合物整治模場案例。

The International Cooperation Project on Soil and Groundwater Pollution Remediation

英文摘要 The project “International Cooperation Project on Soil and Groundwater Pollution Remediation” has been carried out to fulfill the concept of the original idea for the international exchange on the issue of soil and groundwater by executing the plans in details. The major outcomes of this project are briefly summarized below: 1. A series of events, including a half-day event of “Steering Committee meeting of Working Group on Remediation for Soil and Groundwater Pollution of Asian and Pacific Region (ReSAG)”, with 9 international experts form 7 countries, a two-day workshop of “Workshop of Taiwan-US Environmental Protection Cooperation Project” in the topic of “Investigation and Mitigation of Vapor Intrusion”, with 285 participants, and a one-day site and culture tour, were held in Tainan during 2-7 December, 2018. In addition, the first ReSAG video conference call was hosted by Taiwan on 27 June, 2019, with the participation of representatives from 4 countries. The topics discussed include cooperation among member countries and the arrangement of video conference calls in the future. 2. “The ReSAG Training Workshop” was held, with 19 participants from 9 countries, from 17 to 24 March, 2019. To enhance the industry-government-academia interactions, the workshop was jointly organized with the workshop funded by the Ministry of Science and Technology. Several local industry experts from consulting companies were also invited join the event. Forty five participants from 11 countries joined these workshops. Besides, a seminar was held during the workshop and the participants from each country presented country report about the status of soil and groundwater protection and remediation. 3. The 9th Korea-Taiwan Soil & Groundwater Steering Committee Meeting has been held in Seoul on 30 October, 2018, and 12 officers or experts from industry, government, and academia in Taiwan were invited. In terms of industry-academia exchange, six experts from industry and academia were invited to Korea to exchange two major topics related to “arsenic and mercury contamination management” and “petroleum pollution treatment technologies” on 19-22 December, 2019. On 16-20 April, 2019, six experts from the units authorized by the South Korean Ministry of Environment were invited to Taiwan to exchange on the two aforementioned topics. 4. The activities related to The 1st Steering Committee Meeting of Agreement between Taiwan EPA and Vietnam MONRE have been carried out on 16-20 September, 2019. A delegation of 10 officers and experts from Ministry of Natural Resources and Environment (Vietnam) was invited with a Deputy Director General as the leader. During the period of 28 October and 2 November, 2019, the Director General of Soil and Groundwater Remediation Fund Management Board, Taiwan EPA led a delegation of 13 officers and experts to Vietnam to participate in the 2nd Taiwan-Vietnam Steering Committee Meeting. The exchange topics focus on “protection of farmland contamination on investigation and remediation” and “groundwater arsenic-related contamination management”. In the 2nd Taiwan-Vietnam Steering Committee, both parties expressed their willingness to renew the Agreement between Taiwan EPA and Vietnam MONRE; 5. The activities related to “Workshop on Soil and Groundwater Contamination Site Investigation and Remediation” in Philippines have been held on 6-13 March, 2019. The workshop was held in Manila with 121 participants. After the workshop, the work group went to Marinduque Island of Philippines for performing environmental investigation, sampling and quick screening for pollution assessment. The second workshop was held in Vietnam at Central Palace Hotel, Ho Chi Minh City on 31 October, 2019 with 117 participants. On 1-4 November, 2019, the work group went to the potential arsenic contaminated provinces for performing site investigation, groundwater sampling and quick screening for pollution assessment. After completing the phase I environmental site assessment in these two countries, the environmental investigation reports have been provided to them as references for pollution improvement. 6. Two conferences, “CleanUp 2019” held in Adelaide, Australia, and “the 25th Soil and Groundwater Pollution Remediation and Preventive Management Countermeasures” held in Osaka, Japan, were selected to publish the comprehensive results of the EPA’s investigation on groundwater arsenic pollution in Taiwan and the application of self-continuous heat treatment technology to the treatment of heavy total petroleum hydrocarbons. The titles of published papers are “Natural Source Arsenic Contamination Management Strategies in Taiwan - Contamination Status, Novel Screening Tool and Precautions” and “Evaluation of Sustainability on the Sustainable Thermal Accelerated Remediation (STAR) for Soil Remediation- A Pilot Case Study on Heavy End TPH”, respectively.
