新竹市107年度營建工程污染管制計畫

中文摘要 (一)巡查管制作業 107年度共完成5,144處次巡查作業,納管轄內八成施工中工地,其中各級工地查核率第一級工地佔97.1%,第二級工地佔85.1%,第三級工地48.4%,處分39處次。 在巡查最常發現的污染現象上,其中工地周邊道路的夾帶污染是最常見的,尤其以工區出入口最常發生,其次是工區內裸露地面的覆蓋與鋪面的設置不足以致產生揚塵之情形。特別是發生在位於市區中心之工地,除了破壞市容,更嚴重影響周邊居民對營建工程環保作為之觀感。然而,業者基於成本的考量,導致污染防制設施無法全面落實,因此於巡查過程中輔導業者實施替代方案亦是本計畫執行重點,輔導業者加以改善。 (二)公害陳情案件處理 執行營建工程陳情案件706件經完成處理,所受理之陳情案件除64件(佔9%)為施工所致之廢土飛揚,其餘多為噪音(641件,佔91%),經現場查核塵土飛揚等空氣污染行為多因現場人員未確實操作污染防制設備,噪音案件則多因夜間或假日施工行為所致,以致影響居民生活品質,陳情案皆經由現場輔導並確認至污染事實改善。 (三)工程查核及輔導 依輪替原則篩選25處輔導工地進行每月個案輪替輔導管制工作。 自2月份展開輔導作業,各工程輔導前污染削減率介於4.6%~76.2%,缺失點數介於8點~50點,於輔導初期主要以管理辦法符合度為首要重點,經現場查核及輔導,平均管理辦法缺失點數自輔導前之28.6點降至3.8點,其中部分工程在輔導期間因輔導未有效改善而依空污法進行告發,經後續複查皆以改善完成;輔導後期則以提升削減率及減少民怨為重點,除導入自主管理及道路認養之推廣外,並將加強宣導敦親睦鄰措施,統計輔導工程之平均污染排放削減率以自45%提升至66.4%。 (四)推動工地道路認養 針對列管中輔導工地要求加強鄰近街道洗掃,並針對其洗掃成果進行調查,工地主動認養長度100~500公尺不等,107年認養路段洗掃里程數共計11,033公里,共計削減152.2公噸之TSP、28.7公噸之PM10及6.7公噸之PM2.5。 (六)營建工程污染量推估 107年度平均總粉塵逸散量為141公噸,其中TSP約39.3公噸、PM10有21.8公噸,相較於106年平均逸散粉塵增加14.3%(約17.6公噸),TSP增加4.9公噸、PM10增加2.7公噸。 另統計102年至107年各月份污染削減量,總懸浮微粒(TSP)之削減量約介於14.6公噸/月~110.7公噸/月之間,平均每月約36.1公噸之削減量;PM10之削減量則介於8.1公噸/月~61.6公噸/月之間,平均每月之削減量為20.1公噸,年度削減率為56.3%。
