107年度花蓮縣空氣品質淨化區暨空氣品質監測、CEMS監督查核維護管理計畫

中文摘要 (一) 室內空氣品質作業 進行第一、二批場所巡檢作業共29家,在門諾醫院、國軍醫院、亞緻會館、World Gym健身房等場所有超標情形,超標原因皆為換氣不良及相關資訊不足故不重視室內空品,計畫已提供相關資訊供場所参考。並依巡檢第一、二批場所中挑選5家CO2濃度較高之單位進行專家學者輔導作業,提供改善建議供場所參考,經計畫9~11月複查,各場所皆以增加換氣設備改善,達到法規標準值內。針對非列管場所共22家進行調查與輔導工作,包含親子館、托嬰中心、觀光工廠及本縣非列管之健身房。另針對室內空品作業提出相關建議,建議添購包含O3、TVOC、甲醛、CO、PM2.5等項目之直讀儀及為因應環保署室內空氣品質考評項目,應以公告方法執行PM2.5室內空氣污染物檢測5家,建議編列檢測費用。以利現場查核作業。 (二) 空氣品質監測站操作維護 維持本縣轄內空氣品質人工測站(3處)及自動測站(2處)正常運轉,以完成人工測站三站每月各二次TSP、PM10、PM2.5、落塵的收放樣與維護工作;自動測站部分也完成2站每月各二次的定期維護,資料可用率達98%以上。 1、 人工測站操作維護作業及監測結果 三座人工測站中TSP、PM10、PM2.5採樣器在正常操作及進行定期維護作業的情形下,截至107年12月底止共進行24次定期維護工作,並未發生臨時故障而需額外檢修之情形並按季執行多點校正及維護。平均1~12月TSP:27μg/m3;PM10:21μg/m3;PM2.5:10μg/m3。 2、 自動測站操作維護作業及監測結果 本年度計畫要求每月進行二次定期維護。截至107年12月底止,本團隊針對鳳林測站之監測設備共進行24次定期維護工作,按季執行自動測站年度維護及校正。本計畫執行期間,鳳林測站1~12月的資料可用率平均達96%,自動測站每月採樣資料皆如期完成資料提送。並於106年12月完成鳳林測站數據上傳至環保署網頁。平均1~12月鳳林PM10:28μg/m3;玉里PM10:13μg/m3;SO2:0.7ppb;NO2:2.7ppb;CO:0.12ppm;O3:22.3ppb 3、 地方特色管制成效與成果PM10及PM2.5相關管制或研究工作 完成PM10及PM2.5微粒質量濃度及其水溶性離子與含碳物種成分分析一次,結果將於次2月彙整後提送至環保局備查,目前資料已更新至107年12月,本年度PM10及PM2.5相關管制或研究工作由大漢技術學院站、城中保健站作為指定測站,執行PM10及PM2.5懸浮微粒質量濃度與化學成份(水溶性離子與含碳物種成分)分析,相關管制或研究工作成果已獨立撰寫成一本專為PM10及PM2.5分析成果報告。 (三) 綠美化、空氣品質淨化區 為使污染淨化工作得以延續,本計畫今年度協助花蓮縣環保局持續推動之空氣品質淨化區巡視與輔導等工作,發現缺失督促管理單位改善,並協助更多鄉鎮市申請設置空品淨化區,以維護本縣良好空氣品質為目標。共完成本縣空品淨化區共162處巡查作業、4次空品淨化區現場考評及9處碳匯調查等作業,其中2處結合國福國小進行碳匯教育宣導。 (四) 動車相關業務 本計畫依據契約規範內容,按季針對轄內充電站(56站)進行巡查、維護保養及充電站部份用電度數查抄作業。至107年12月為止,已完成第1~4季之充電站巡查,維護保養及用電度數查抄作業,各站皆正常運作。另107年12月新增2處充電站,故本計畫管理之充電站數共58站。 (五) 煙道連續監測系統CEMS 計畫依據合約規範進行本縣五大廠(台泥和平廠、亞洲水泥花蓮廠、和平電廠、中華紙漿廠)CGA、RATA、OP、電位及訊號比對、現場查核等查核作業,107年1-12月計畫完成12根次CGA標準氣體查核作業(含華紙);26根次RATA監督查核作業;3根次RATA稽查檢測作業;48根次監督定期檢測OP作業;32根次電位及訊號輸入比對作業;有效監測時數百分率符合法規標準85%以上。 (六) 宣導說明會及會議 1、 室內空氣品質自主管理宣導說明會 邀請環保署空保處長官擔任講師,針對法規公告之第一、二批列管公共場所,與會人員約106人,說明該法規之稽查標準、流程、改善方式與罰則等,以及如何落實室內空氣品質自主管理機制,俾使各單位機關可預先作好室內空氣品質管理工作。 2、 空品淨化區經營管理暨室內植物宣導說明會 本次會議邀請縣府內各局、處及各鄉鎮市公所辦理設置相關人員與現有空品區養護單位承辦人員,於107年3月2日辦理一場次,約88人出席,藉由說明會希望能鼓勵及督促鄉鎮市公所負責提出空品淨化區設置計畫書及督促進行既有空氣品質淨化區維護管理,也藉由說明會可提升對於公眾環境中有哪些適合的室內植物可改變空氣品質的觀念。 3、 CEMS連線說明會 促使縣轄區內連線工廠(業)者瞭解環保機關對於連續自動監測重視及促使業者作好環境保護工作,並提供連線工廠管制最新資料及確實掌握連線工廠排放情況,以建立花蓮縣轄區內煙道連續監測連線系統功能正常及確保廠端CEMS資料之正確性。 4、 室內空氣品質跨局處會議 室內空氣品質管理法列管之相關場所,其管理局處及單位可先行瞭解環保署現行室內空氣品質之規劃,並由環保局說明各單位相關權責區分,建立花蓮縣政府相關局處橫向聯繫窗口,利於掌握室內空氣品質法令推行現況,避免管制名單公告後,各局處無法即時因應環保署施行之政策。另在聯絡窗口有部份更新聯絡人資料及延續106年名單。 (七) 創新作為 1、 為維護學校教學品質,透過校園綠化提申校園教學環境,補助校園閒置空地,面積達1,500m2。 2、 配合TOYOTA東部汽車於本縣空品淨化區辦理花蓮縣環保局一里一公園政令宣導,同時種植25株喬木,面積達0.27公頃。 3、 提報企業認養2處、民間社團單位認養2處參與環保署「107年空品淨化區優良認養單位甄選」活動,本縣認養單位共榮獲獎3座及機關推動獎1座。本局並榮獲推動認養執行機關績優獎。 4、 經由媒體推廣花蓮縣環保局一里一公園政令宣導及空品淨化區認養單位獲獎資訊(台灣新生報、奇摩新聞、東方報及洄瀾網),可作為其他推動認養單位之楷模與表率,達到空氣品質淨化區處處有認養之目標及共同來打造社區舒適的生活與環境。 計畫至107年1月1日起 至107年12月31日止 期末工作項目皆符合計畫目標。 九、 計畫本期完成比率:100%,進度管控率:100%

107 Hualien County Air Quality Purification Zone and Air Quality Monitoring, CEMS Supervision and Maintenance Management Plan
