In 2018, this plan had assisted in drafting "The Execution Plan of Greenhouse Gas Management" which based on 6 government departments. In order to accomplish this purpose, this plan had drafted 20 items of implementation tactics and 125 items of implementation methods, and held a low-carbon committee and 5 cross bureau place conferences. Depending on these conferences, implementation methods had been reflected to progress further. Every departments had also been examined to understand accomplishments status of greenhouse gas management. Because Greenhouse Gas Reduction and Management Act was revised in 2016, the "indicators of low-carbon sustainable" had been modified into 3 orientations and 41 items.
According to statistics of greenhouse gas inventory and Taiwan Power Company, greenhouse gas emissions of industrial sector occupied 68% of all emissions in Tainan City and it was also the highest among all sectors. Emissions of transport sector occupied 15% and residential business sector occupied 14% of all emission. The top three of electricity consumption was industry (72%), residence (14%) and service industry (10%), this consequence indicated that carbon reduction effect was closely related to energy-saving tactics in Tainan City. Furthermore, depending on past organization experiences, this plan had assisted in organizing "The League of Tainan Carbon Reduction" in 2018.
The first "Conference of Southern District Life Circle" had been held on May 11th and, it had invited Xinbei, Taichung City, Yilan County and other Southern District life circle counties in order to communicate low-carbon activities to each other. On November 2nd, the second "Conference of Southern District Life Circle" had been held in Waipu campus of Taichung World Flora Exposition, this conference had invited Taichung Environmental Protection Bureau to share distinctive low-carbon community and share their experience of low-carbon promoting activities. "The Conference of Green Energy Saving and Green Transport Technology" had been held on June 5 and November 5, this conference had illustrated the specific way of promotion and the procedure of inventory, and also invited committees to assist in examining the "Project of Tainan City Action Items Certification".
Furthermore, this plan had successfully tutored 390 administrative villages to participate in the low-carbon sustainable certification. Among these villages, 339 villages had successfully registered, 43 villages had acquired Bronze certification and 8 villages had acquired Silver certification. In addition, 37 administrative districts had also participated in the low-carbon sustainable certification. Among these districts, 30 districts had successfully registered, 1 district had acquired Bronze certification and 6 districts had acquired Silver certification. Moreover, 25 communities had been renovated, which including 5 low-carbon core communities, 6 low-carbon exemplary communities and 14 other communities which had been renovated. After renovation, it had estimated that could save energy of 44,116.84 degree/year and reduce carbon of 38,361.23 kg CO2/year. And "The Project of Tainan Citizens Participation Proposal" had been promoted, which had hosted 4 times of illustration meeting, 3 times of empowerment lessons, 2 times of workshop, and 1time of issue reviewed and voting conference. After conference, citizens had voted for 5 items of candidate programs. Finally, 3 items of programs had been voted to become "The Project of Low-carbon Communities Renovation".
The conferences of "Energy-saving Reconstruction and Financial Subsidy Plan in Tainan City, 2018" had been held for 6 times, these conferences had tutored 7 government agencies, 8 social welfare institutions and 5 Collective Housing Management Committee to promote renovation plans. Eventually, according to carbon reduction benefits, 10 locations had been selected to reform. And these renovations had been estimated that could reduce carbon about 81,152.4 kg CO2/year.
The first batch of industries which should report this year (35 industries), had reported by written assignments and had also passed online examination on "Taiwan National Greenhouse Gas (GHG) Registry". After documents examination, on-site investigation had been implemented to examine carbon sources operations and related device.
The web page of "Tainan Low Carbon City" had also been maintained and updated in continuous to release low-carbon related issues, news and promotion consequences. Cooperating with Environmental Protection Bureau’s policies, this web page had released 10 pieces of press release which was related to environmental protection. Moreover, cooperating with "TN Earth Hour 60+－" activity, solar energy portable lamps had been bought as free gift for participants. In addition, this plan had assisted Environmental Protection Bureau and Low-carbon Office in participating in "ICLEI World Congress 2018", holding 118 times of conferences which were in response to business needs. And before any activity and conference, low carbon activity self-evaluation had also been logged in "Environmental Protection and Low-carbon Activity Platform", it had been logged in 26 times of activities in 2018. Finally, cooperating with related conference, gender equality checklist had also been reported with 28 times in total.
