The plan is based on the fact that along the line of the county's rivers, gullies, drainage ditch, streams and other water bodies have a large amount of sludge disposal, and it is difficult to verify the perpetrators. Therefore, we hope to combine the waste control flow and scientific evidence to establish the relationship between the wastewater composition characteristics of the business unit and the sludge components. And establish a fingerprint database of its business, in order to facilitate the sludge disposal of contaminated water bodies, the fingerprint database can be used to lockdown specific units and track down their actors. Secondly, the amount of sludge generated will be estimated based on the amount of waste water generated by the business unit, so as to obtain the actual amount of sludge generated by the business unit, avoid the business unit posted the wrong amount of sludge generated.
The period of this final report is from March 08, 2018 to February 26, 2019. The following is the implementation of the results during this period.
During the implementation period, we checked the odor and waste water in the livestock farm (61 times), the odor of reused institution and waste water check (60 times), audited the removal facilities vehicle's real-time tracking system (GPS) (12 times), inspected the removal facilities vehicle, checked the odor and the amount of wastewater in the treatment facility (15 times) and self-inspected the declaration situation (240 times). In May, 2018, August, November, and February, 2019, an abnormal analysis report was submitted. If any deficiency or weakness items have been found during the inspection, we’ll give suggestions to the proprietors for improving the deficiencies. It is expected that the managed business within the jurisdiction will be properly operated to avoid violations.
During the implementation period, in April 2018, conducted an inspection of 13 Illegal abandoned sites managed by the EPA. No leaks occurred on-site. The project organized the site status and photo data were collected and posted on the designated website of the EPA to facilitate follow-up tracking of changes in each site.
The amount of cases assisted in the review during the implementation period is as follows: 1. A total of 309 cases review for the application of the business waste removal plan, 2. A total of 55 cases review for reuse registration application, and a total of 24 cases review for the removal organizations application. There were 2 cases review for the application of the disposal organizations, and a total of 11 cases review for the application of the GPS removal equipment.
During the period, a total of 6 points of business units which were repeatedly be petitioned had conducted odor functional sampling and analysis, inspection of waste cooking oil (175 times), 2 related briefing sessions, construction of pollution source types and information (12 times), sewage sampling and analysis of business units (10 points), take place 4 implementation work progress report meetings, purchase 1 handheld XRF fluorescence analyzer, 1 A4 color reprint printer and 1 set of toner cartridges, rent a plant above 500m2. The above implementation contents are in compliance with the regulations for the verification of the implementation of this plan.
Finally, by consolidating the statistics of various business wastes, the Yunlin County Environmental Protection Bureau will be able to effectively control the output and flow of unmanaged businesses and business wastes within the jurisdiction, and reduce the incidence of illegal incidents.
