運作中高污染潛勢工廠土壤及地下水污染潛勢調查計畫（第三期）
| 中文摘要 | 為避免工廠土壤及地下水污染，影響國民健康及環境品質，環保署於103年起辦理「運作中高污染潛勢工廠土壤及地下水污染潛勢調查示範計畫」（簡稱示範計畫），續於民國105年辦理「運作中高污染潛勢工廠土壤及地下水污染潛勢調查計畫（第二期）」（簡稱二期計畫），針對全國運作中工廠業別運作製程篩選角度切入，進行系統性篩選與調查工作。本計畫為延續執行之首要目的，掌握常見污染潛勢業別之工廠名單，關注製程運作特徵，優先進行144家現勘與24家調查確認，階段調查結果顯示12家工廠超過污染管制標準（約佔五成），檢出污染物主要為重金屬，計土壤超過土壤污染管制標準共有6家；地下水超過第二類地下水污染管制標準共有2家；土壤及地下水均超過管制標準共有4家，所調查工廠皆污染來源明確，且納入土污法列管，並透過計畫執行成果回饋，提供後續推動工廠污染預防管理制度之方向參考；此外，執行調查過程亦發現地下環境中有檢出微量法規管制項目、或樣品外觀、水質異常等現象亦偏多，本計畫研選7家上述情形之工廠進行專家諮詢污染預防與管理作業，協助建立適合之工廠污染預防管理能力，相關執行成果回饋編修工廠自主管理預防指引及案例說明。透過本計畫掌握具土壤及地下水高污染潛勢業別製程及運作特性主動稽查成果，大幅提高業者主動守法的意願，杜絕地下環境污染發生，強化對運作中工廠高污染潛勢產業製程之污染預防與稽查管理，以提高工廠自主執行污染預防之管理思維。 | ||

Applying Investigation of Soil and Groundwater Pollution Potential in Operating Factories (III)
| 英文摘要 | To avoid soil and groundwater pollution in factories threatening national health and environment, Environmental Protection Administration (EPA) has launched “Demonstrative Project Applying Investigation of Soil and Groundwater Pollution Potential in Operating Factories” (“demonstrative project”) since 2014, and also launched “Applying Investigation of Soil and Groundwater Pollution Potential in Operating Factories (II)” (“project II”) since 2016. This investigation is focus on the inventory and manufacturing procedures of operating factories and conduct the selection and investigation systematically. For continuation of the early project, the purpose of this project is to expand the implementation of the investigation, to keep abreast of the list with common potential pollution in hand, and pay attention to feature of manufacturing and operation. According to the results of the on-site survey in 144 factories and investigations in 24 factories, exceedances of the Control Standards are found in 12 factories (about 50%), dominated by metal pollution. Moreover, 6 factories are exceeded of Soil Pollution Control Standards; and 2 factories are exceeded of Groundwater Pollution Control Standards (II Class); exceedances of Soil and Groundwater Pollution Control Standards are found in 4 factories. All the pollutants in investigated factories are confirmed, and then the factories have been controlled by the Soil and Groundwater Pollution Remediation Act (SGPRA). Through the results feedback in this project, provides the directions of promoting factories pollution prevention management system. Additionally, traces of controlled pollutants as well as frequent situation of abnormal samples and water quality are found underground during the investigation. This project has conducted pollution prevention and coaching process in 7 selected factories, building the management ability for factory pollution prevention which is suitable for each factories. The performances are compiled into the manual for factory’s self-management, pollution prevention and the case study. Through this project, the manufacturing process with high potential of pollution in groundwater and the manufacturing features will be obtained, which is efficient to restrain those illegal industries and reinforces their tendency against unlawful conducts under limited government resources. It could not only eliminate pollutions in subsurface environment, but establishes the comprehensive fundamental of further factory prevention management and law amendment. | ||
