107年度土壤及地下水污染調查及查證工作計畫-基隆市

中文摘要 本計畫自履約日(107年2月14日)起至107年11月15日之整體計畫執行進度達99.82%,工項大致上皆已完成,進度符合預期,107年12月20日前可達100%,摘述重點如下: 地下水監測井豐、枯水期檢測結果管制污染物皆未超過地下水管制標準,僅氨氮、鐵及錳有超過監測標準之情形,與歷年檢測結果雷同,六堵河濱運動公園(C00032) 三氯乙烯第1季0.0625mg/L、第2季0.0713mg/L、第3季0.0514mg/L超過管制標準(0.05mg/L); 六堵河濱運動公園101(C00033) 三氯乙烯第2季0.0747mg/L超過管制標準(0.05mg/L),建議持續追蹤,並與中國電子自行監測場內地下水監測井數值進行比對分析。 完成上半年24口次及下半年29口次巡查維護作業;內部功能檢查整體結果並無任何異常,依據巡查結果,完成六堵河濱運動公園及明德加油站重新製作井牌、大武崙工業區進行4支警示柱修護,建議108年度維護更新建議優先執行名單:北都汽車股份有限公司、福基織造(警衛室旁)、瑪陵國小、協和發電廠、福基織造(污水設施旁、六堵污水處理廠及興業金屬股份有限公司。 完成井況評估及再次完井:七堵區百福公園管理站、七堵區六堵河濱運動公園101及台肥基隆廠(上游井)及五堵國小,異物排除:台肥基隆廠(上游井)、七堵區百福公園管理站、七堵區六堵河濱運動公園101、五堵國小及福基織造(警衛室旁),建議108年度優先針對K值低於10-6者執行井況評估,如台肥基隆廠(下游井)、六堵污水處理廠、明德加油站。 針對轄內4處列管場址已進行各20次巡查,稽巡查過程中並無異常狀況,皆依核定計畫書內容執行。 完成12家加油站申報資料現場書面查核,查核結果並無異常狀況;完成5站次檢測測漏管功能測試及油氣檢測(八堵加油站1站次、祥豐街加油站2站次及碇內加油站2站次),檢測結果祥豐街加油站A8、A9及P 12 FID測值達1/2法規警戒值(250 ppmV) , P15測漏管測值接近 250 ppmV,故進行4點次土氣採樣GC/FID檢測,檢測數據並無異常,惟祥豐街近兩年測漏管多次追蹤FID超過250ppmV,規劃進場進行採樣,進行5點次土壤採樣,檢測結果並無超過管制標準。地下儲槽已完成全面書面查核盤點,後續除環保署移交之名單外,可彙整歷年申報資料,藉以掌握地下儲槽污染潛勢,進而規劃執行測漏管功能及油氣測試,以期在有限的經費下,提升管理效率。 針對石門供油中心-八堵庫區執行13點次土壤採樣及8口次地下水採樣,土壤檢測結果並未超過管制標準,MW5地下水TPH超過管制標準3倍,惟因地下水井是否為標準監測井仍有疑慮,應請該單位提出相關證明,倘若無法釐清,建議環保局設置標準監測井採樣,若污染物超過管制標準,依法進行公告為控制場址。 依據環保局需求,以田寮河為主要檢測對象,1~4季採樣結果,財鼠橋銅、汞及鋅超過品質指標上限;祥龍橋汞、銅、鋅超過品質指標上限;寶馬橋汞、鋅超過品質指標上限;美猴橋汞、鋅超過品質指標上限,田寮河因田寮河鄰近並無工廠且與基線調查資料比對,並無顯著差異,初步判斷非外來污染源,推測較有可能早期位於上游處之台肥基隆二廠97年公告為土壤污染控制場址(砷、銅、鉛、汞超標),可能因為沖刷或沉積的因素造成,惟田寮河並無垂釣及戲水情況,人體直接接觸底泥之機會甚低,較無健康風險危害。 完成2場次法規宣導說明會,邀請環保署土基會柯顯文科長及王禎組長擔任講師,出席人數總計94位;完成1場次業務教育訓練,邀請環保署土基會許位嘉管理師擔任講師,出席人數為30位;完成11場次校園宣導,合計參與師生共計217位。透過法規宣導說明會問卷回收可得知,業者對於辦理宣導說明會給予肯定,未來除了持續對於法規面,可考量業者實際需求,建議增加預防及管理、實務技術及土壤評估調查及檢測資料應注意重點等,可提供業者強化管理端之參考;業務人員教育訓練及跨縣市交流對於業務管理面具有實際效益,建議後續可持續依環保局實際需求辦理;校園宣導活動以簡單易懂、活潑有趣的方式與學童進行互動,通常能獲得較好的宣導成效,建議持續辦理,建立學童對於土壤及地下水的認識及保護的概念。 本市焚化廠周界土壤之PCDDs/Fs含量皆屬低值(遠低於管制標準), 7個土壤樣品中有2土壤樣品(107-05-S-4和107-05-S -5)之PCDDs/Fs與焚化廠之飛灰略有相關,但整體周界土壤是否與焚化廠排放有無關聯則尚難判定。由今年有限資源下之少量樣品數據,仍可發現焚化廠周界土壤樣品中重金屬與一般土質差異不大,且皆符合土污相關管制標準,以目前資料所知土壤中重金屬指紋圖譜與焚化廠之鍋爐灰及反應生成灰應無關。上下游地下水監測井豐、枯水期檢測結果無污染物項目超過管制標準,與106年焚化廠自行檢測數據比較水質無異常情形。 5家業者提出停歇業申請,經資料比對及現勘查核,非屬「土壤污染整治法」第8、9條所列指定公告事業。 綠葉山莊遭民眾陳情,進行土壤採樣1點次,分析半揮發有機化合物、揮發有機化合物及農藥,檢測結果並無超過管制標準之情況。 截至107年11月30日止,考評線上得分為95.6分,107年考評著重場址資料登錄與建置,108年以資訊系統程序框加以列管,並將針對所登錄資料與以查核,除即時性外,再盤點資料正確性,故未來場址管理應強化行政時效性、資料正確性及積極管理。

107 Soil and Groundwater Pollution Survey and Verification Work Plan - Keelung City

英文摘要 The overall progress of the project from the date of performance (February 14, 2007) to November 15, 107 reached 99.82%. The PCDDs/Fs content of the perimeter soil of this Municipal Incineration Plant is low (far below the control standard), and there are 2 soil samples among the 7 soil samples (107-05-S-4 and 107-05-S-5) The PCDDs/Fs are slightly related to the fly ash of the incineration plant, but it is difficult to determine whether the overall perimeter soil is associated with the incineration plant emissions. From the small sample data of limited resources this year, it can still be found that the heavy metal in the perimeter soil samples of the incineration plant is not much different from the general soil quality, and all of them meet the relevant pollution control standards. The heavy metal fingerprints and incineration plants in the soil are known from the current data. The boiler ash and the reaction ash should be irrelevant. The upstream and downstream groundwater monitoring wells and dry seasons test results have no pollutants exceeding the control standards. Compared with the 106-year incineration plant self-test data, there is no abnormality in water quality. 5 companies have proposed to stop the business, and after the data comparison and the current survey, it is not the designated announcement business listed in Articles 8 and 9 of the Soil Pollution Control Law.
