107年度推動低碳垃圾車更新及垃圾清運資源整合專案工作計畫

中文摘要 本(107)年度計畫執行期限自107年2月8日起至107年12月31日止,本年度計畫執行成果略述如下:持續協助環保署推動低碳垃圾清運作業,在107年度協助環保署完成補助地方換購91輛電動壓縮垃圾車,並協助環保署透過資訊管理系統確實掌握各縣市採購辦理進度,同時定期彙整地方政府與各機關利用共同供應契約集中採購之垃圾車種類及數量供各單位參考。 另外,本計畫亦持續掌握電動壓縮垃圾車運行成效與實際發生問題,以回饋檢討修正電動壓縮垃圾車共同採購規範;為辦理垃圾車載運效益評估作業,並已蒐集106年度宜蘭縣、彰化縣焚化廠之垃圾車過磅資訊,據以評估該兩個縣市垃圾車實際載運量及垃圾車運作調度建議,俾提升該兩個縣市垃圾車實際載運效益。 此外,為協助環保署解決各地方政府垃圾車車後站人需求問題,本計畫除協助收集彙整我國各縣市垃圾車車後站人實際狀況、問題及需求外,並與桃園市、高雄市合作辦理垃圾車車後站人示範運行作業,並收集各方意見檢討修正垃圾車車後站人設施安全作業規範;另本計畫亦協助彙整推動低碳垃圾清運工作辦理成效與節能減碳效益以及協助辦理其他相關工作等。

Project of promoting to the renewal of low carbon refuse trucks and compiling information of refuse collection

英文摘要 This project carried out from February 8, 2018 to December 31, 2018.The implementation results of this project are as below: Assisting the EPA continuously to promote the low-carbon collection. This project also assists the EPA to redeem local government 88 electric compression refuse trucks and assist the EPA to review the progress of procurement for the local government by the information management system. Meanwhile, this project also regularly updated the information of types and quantities from the refuse trucks of local governments and various agencies through the common supply contract to reference all units. This project also continued to update the operational effectiveness and actual problems from refuse truck with electrical loading system to revise the common procurement specifications for refuse truck with electrical loading system. In order to carry out the evaluation of the efficiency of garbage truck transportation, this project had collected the information on the garbage trucks in the Yilan County and Changhua County Incineration Plants in 2018, and evaluated the actual carrying capacity of the garbage trucks in the two counties and the garbage truck operation dispatching proposals to improve the efficiency of garbage truck transportation. For assisting the EPA to solve the problem of the needs with device behind refuse truck for on-board labor, this project assisted in collecting the actual situation, problems and needs of device behind refuse truck for on-board labor, and cooperated with Taoyuan City and Kaohsiung City to carry out demonstration operation to collect the opinions of all parties to review and correct the safety operation specifications of device behind refuse truck for on-board labor. The project also reviewed the operation results of electric compression refuse truck and benefits of energy conservation and carbon emissions. and transportation.
