執行機動車輛噪音及柴油車新車型審驗及品質一致性查核計畫
| 中文摘要 | 本計畫之主要工作在協助環保署辦理汽車新車型噪音及柴油車排氣污染審驗合格證明作業之各項工作，並檢討我國現行機動車輛噪音管制制度的合適性，以提供改善策略及方案供主管機關作為施政參考；另亦持續研究各國發展趨勢，適時建議修正國內相關法規，以確保我國法規管制與國際同步。 在合格證審驗作業方面，107年至11月30日止共計受理柴油汽車新引擎族合格函申請共計26件、完成審查13件，受理柴油汽車新引擎族合格證申請共計18件、完成審查10件。噪音車型組審查共1,403件、核發機動車輛排氣與噪音審驗合格證共1,296件，本計畫執行期間整體品質一致性執行案件均符合我國相關規定。 在新車噪音審驗管理方面，因應107年7月起全面開始實施「汽車第六期機動車輛噪音管制標準值」實施，本計畫協助環保署完成「機動車輛車型噪音審驗合格證明核發廢止及噪音抽驗檢驗處理辦法」預告，以及完成汽車第六期噪音檢測報告更新介面，使實際政策執行作業順暢，確保符合我國機動車輛噪音管制目標。 此外，為即時因應國際法規發展趨勢，本計畫持續追蹤國際法規修訂進度，並與環保署及車輛業界密切研商我國汽車第六期噪音管理做法，並完成「機動車輛車型噪音審驗合格證明核發廢止及噪音抽驗檢驗處理辦法」法制作業。 | ||

Implement of the new vehicle type approval with regard to noise and diesel vehicle and quality consistency check project.
| 英文摘要 | This project aims to assist EPA in examination of noise and diesel vehicle certificates for new vehicle types and all aspects work, and to review the existing noise control policy of motor vehicle in order to provide improvement programs for Administration's reference; furthermore, this project also continues to study the international noise regulations trends to make timely recommendations and amend relevant domestic regulations to ensure the consistency of noise regulations between Taiwan and international nations. The project completed several targets to enforce the regulation, including 10 cases of new engine family type approcals, 1,403 cases of new vehicle noise type approvals, 1,296 vehicle model emission and noise inspection compliance certification were granted up to 31th Octobor, 2018. This project arranged and designed the GUI for applications of type approval caertification update test systems for vehicle approval granting applications of 6th stage in order to raise the noise examination efficiency and practice the policy of simplified noise examination process. As for the legal operational process, this project develops new motor vehicle noise certification document calculation and validated work category to form clear division of labor to meet the actual management reqirements. In order to response to international regulations trends quickly, this project continually survey the legislation progress of international motor vehicle noise regulations, and consult with EPA and automobile industries for Regulations Governing the Issuance and Replacement of Compliance Certification and Sample Testing for New Vehicle Model Noise Inspections. | ||
