The purpose of this project is to programme 2 “Tainan City Air Quality Demonstration Zones” by using 8 sets of license plate identification systems to grasp the vehicle data in the demonstration area, analyzing the characteristics of the vehicle attributes, and providing the reference to create the control strategy for the “Air Quality Maintenance Zones” which is norm Article 40 of Air Pollution Control Act. After that this project presented a standard procedure for evaluating the air quality demonstration zones as a reference for the subsequent new one. Two locations were selected in Tainan City are planned as air quality maintenance demonstration zones. One of which is the representative of the industrial zone - Tainan Science Park of Southern Taiwan Science Park. Due to its industrial particularity and regional characteristics, diesel vehicles enter the region at a high frequency. Another selected location is the Tourism Business Circle - Guohua Street in West Central District where the "Holiday Pedestrian Mall" has been implemented, which is a crowded area with motorbikes and people. This project erected a fixed license plate recognition system in Taiwan Science Park and Guohua Street to carry out vehicle shooting and analyze the condition of the vehicle. According to the results of the investigation in Taiwan Science Park, the number of motorbikes was 8,025 including 78 for the second-stroke motorbikes and only 1.0% for the second-stroke motorbikes. The analysis rate of motorbikes’ exhaust inspection was 82.1% and the peak time of the traffic flow was analyzed in relation to the upper and lower working hours. There were 4,141 diesel vehicles in total with the largest number of trucks and small trucks which was accounting for 74.4% with the highest number of vehicles in Phase 5. The peak traffic time was at 8-9 in the morning. The results of the investigation in Guohua Street showed a total of 7,340 vehicles of which 288 were for the second-stroke motorbikes which was 3.9%. The motorbikes’ exhaust inspection rate was 78.8%. Compared with the proportion of second-stroke motorbikes in Tainan City was 7.0% and the overall motorbikes’ exhaust inspection rate was 82.0% which was released from Environmental Protection Administration(EPA). According to the results of the investigation and analysis, it is recommended that the control method for the motorbikes is that the motorbikes entering the Taiwan Science Park must be inspected and qualified. The motorbikes that have not accepted the inspections will be fined and the unqualified vehicles will be fined after the improvement period. The diesel vehicles were intercepted by the license plate identification system and did not obtain the mark of autonomous management.Analyzing the trajectory of the vehicles which was not obtained the mark of autonomous management and setting the appropriate inspection site to execute visual or roadside interception. After completing the data collection and analysis for the pre-planned location of the demonstration zones and recommending the feasibility of controlling diesel vehicles and motorbikes, it is recommended that the inter-departmental consultation meeting should be held at the next stage to discuss the regulatory norms and the legal procedures to make the residents and manufacturers inside understand the various regulatory actions. After reaching a consensus, it will be more conducive to promoting the “Tainan City Air Quality Demonstration Zone.”
