107年度土壤及地下水污染調查及查證工作計畫-苗栗縣

中文摘要 107年度土壤及地下水污染調查及查證工作計畫-苗栗縣(以下簡稱本計畫)主要為控管及建立苗栗縣內長期土壤及地下水環境品質資料,以作為後續相關管理政策推動之參考依據,以及適時依法適當進行處置相關緊急應變之需求,協助進行必要之作為。本計畫工作主要包括:地下水監測井巡查及維護、監測井完井作業及異物排除、場置性監測井水質監測作業、污染追查、加油站測漏管氣體GC分析及圖譜判釋、土水宣導資料製作、法規說明會辦理及緊急應變措施執行等。各項工作進度皆達預期規劃項目。本計畫工作內容及完成成果簡要說明如下: 一、針對本縣區域性及場置性地下水監測井進行巡查、維護、井況評估及再次完井工作,健全監測井功能,以俾後續掌握地下水質變化趨勢,達到預防或監測地下水污染之目的,保護日益珍貴之地下水資源 1.已完成107年度監測井巡查作業,並進行22口井體維護更新及11口井體設施修復。 2.監測井名單及資料進行更新。 3.已完成執行5口次標準監測井廢井作業及5口次井中異物移除作業。 4.已完成33口井中攝影及微水試驗工作與16口次再完井作業並包含16口完井後井中攝影工作。 二、辦理場置性監測井水質監測作業,作為污染現況之掌握及預警 1.場置性監測井已完成枯豐水期採樣檢測作業,結果顯示頭份工業區下游及廣源科技園區與竹南科學園區間,二區域之監測井有VOC超出管制標準情形,且少數測項及部分監測水質有超過污染監測標準之情形。 2.其餘區域監測井結果未有超出管制標準情形,僅部分監測水質有超過污染監測標準之情形,經與歷年資料比對,無升高趨勢。 三、工業區周圍民井水質監測 已完成頭份工業區、竹南工業區及竹科周圍共16口民井水質監測,監測結果16口均無超出地下水污染管制標準。 四、加油站測漏管氣體GC分析與圖譜判釋 已完成縣內加油站污染潛勢排序工作,並進行10站次現場查核、測漏管油氣檢測作業及測漏管功能查核作業,依前開篩測針對百盛加油站FID測值>500ppmV,故測漏管進行圖譜採樣及連續3季針對台亞後龍加油站測漏管查核定期追蹤作業。 五、辦理推動土壤地下水污染防治相關法令及技術講習 已完成辦理1場次土壤及地下水污染法規宣導說明會及10場校園說故事宣導活動。 六、改善完成場址之污染驗證作業 已完成辦理3場次污染改善完成廠址驗證作業,分別為公館鄉麻齊寮段520地號、大湖鄉富興段230-1地號及萬象製革廠股份有限公司;其中,公館鄉麻齊寮段520地號點位VS02之銅為1,100mg/Kg,後須將依土污法規定進行二次改善;大湖鄉富興段230-1地號及萬象製革廠股份有限公司驗證結果均無超出相關土壤污染管制標準,待行政程序完成後即可進行場址解列;另,晁豐實業有限公司竹南廠未於期限內完成場址改善,故未執行場址驗證。 七、協助辦理土壤及地下水污染事件之緊急應變工作,針對有土壤及地下水污染之虞之場址進行污染調查、查證與相關應變工作,以有效控制污染影響,並減輕或避免場址對環境的可能危害 已完成8場次土壤及地下水污染緊急應變工作。 1.造橋鄉造橋段546地號-土壤採樣分析結果農藥及重金屬項目均無超過土壤污染管制標準。 2.中油出磺坑段漏油事件驗證-土壤採樣分析之TPH項目均無超過土壤污染管制標準。 3.銅鑼鄉竹圍段1-180地號-土壤採樣分析之重金屬項目均無超過土壤污染管制標準。 4.意鑫合金工業股份有限公司鄰近土壤及地下水調查-工廠旁側溝底泥之鉻與鎳超出底泥品質指標上限值;鋅則超出底泥品質指標下限值,目前已函請農委會逕依權責辦理。 5.大山腳段周圍農地調查-1120-1地號之鉻及鎳均超出土壤污染管制標準,後續將命污染行為人或污染土地關係人依土污法相關規定辦理後續改善事宜。 6.進發機電廠有限公司-土壤採樣分析之VOC、SVOC及PCDD項目均無超過土壤污染管制標準。 7.百盛加油站-土壤採樣分析之TPH項目均無超過土壤污染管制標準。 8.永貞段1182地號地下水採樣-地下水採樣分析之揮發性有機物污染物項目均無超過地下水污染管制標準。 八、增加廣源科技園區與竹南科學園區預警網設置 本計畫新設3口場置性監測井K00355、K00356及K00357,並完成井中攝影、微水試驗及粒徑分析,其中位於保來得整治場址西側K00355 TCE之測值已達0.0179 mg/L (監測標準為0.025 mg/L),故未來建議針對K00355進行定期監測作業,以確認污染物是否有擴散之虞。 九、公告事業用地查證工作 本計畫共執行兩場次公告事業用地查證工作,分別為羅門哈斯亞太研磨股份有限公司及巨擘先進股份有限公司,其中,巨擘公司於點位S01之總石油碳氫化合物測值為1180 mg/L,已超出土壤污染管制標準,後續將依土污法命土地污染關係人進行改善作業。 十、農地污染場址進行污染來源追查作業 本工項共完成15點次土壤、15點次底泥、15點次逕流水採樣分析;其中,位於海口段海口小段土壤點位S01及S02之鋅與S05之鋅及銅均已達食用農地監測標準,後續建議執行定期監測作業。底泥部分,灌溉渠道之鋅、鎳、銅及鉻均超出底泥品質指標上限值;鎘、鉛及砷亦超出底泥品質指標下限值,後續將函請農委會逕依權責辦理。

Soil and Groundwater Contamination Investigation Project in 2018 Environmental Protection Bureau, Miaoli County

英文摘要 107 Soil and Groundwater Pollution Survey and Verification Work Plan - Miaoli County (hereinafter referred to as the plan) mainly controls and establishes the long-term soil and groundwater environmental quality data in Miaoli County as a reference for the subsequent relevant management policies. And the need to properly handle relevant emergency response in a timely manner in accordance with the law, to assist in the necessary actions. The work of this project mainly includes: inspection and maintenance of groundwater monitoring wells, monitoring well completion operations and foreign matter removal, site monitoring well water quality monitoring operations, pollution tracing, gas station gas detection GC analysis and map interpretation, soil water Advocate data production, regulatory briefing, and implementation of emergency response measures. The progress of each work has reached the expected planning project. A brief description of the work content and completion results of this project is as follows: 1. Conducting inspections, maintenance, well condition assessment and re-completion work for the regional and field-based groundwater monitoring wells in the county, and improving the monitoring well function to grasp the trend of groundwater quality change and achieve the purpose of preventing or monitoring groundwater pollution. Protecting increasingly valuable groundwater resources 1. The 107 monitoring well inspection work has been completed, and 22 well body maintenance and renewal and 11 well body facilities repairs have been carried out. 2. The monitoring well list and information are updated. 3. Five standard monitoring wells have been completed and five foreign bodies have been removed. 4. 33 photographic and micro-water test work and 16 re-completion operations have been completed and 16 well completion photography work has been completed. 2. Handling the water quality monitoring operation of the site monitoring well as the mastery and early warning of the current pollution situation 1. The field-based monitoring well has completed the sampling and testing operation in the dry season. The results show that the monitoring wells in the second area are downstream of the industrial zone and between the Guangyuan Science Park and the Zhunan Science Park. The monitoring wells in the second area have VOC exceeding the regulatory standards, and a few The test items and some of the monitored water quality have exceeded the pollution monitoring standards. 2. The results of monitoring wells in the remaining areas did not exceed the control standards. Only some of the monitored water quality exceeded the pollution monitoring standards. Compared with the previous years, there was no upward trend. 3. Monitoring of water quality in wells around industrial areas A total of 16 well water quality monitoring around the first industrial zone, Zhunan Industrial Zone and Zhuke have been completed, and none of the 16 monitoring results exceeded the groundwater pollution control standards. 4. Gas analysis and map interpretation of gas leaking tube gas at gas station The pollution potential of the gas station in the county has been sorted, and 10 stations of on-site inspection, leak detection of oil and gas detection operations and leak detection function check operations have been carried out. According to the pre-opening screening test, the FID measurement value of Parkson Gas Station is >500ppmV. The leaky tube is used for sampling sampling and for the third consecutive season, it is regularly tracked for the leak detection of the Taiya Houlong gas station. V. Handling laws and technical seminars on promoting soil and groundwater pollution prevention and control It has completed one session of soil and groundwater pollution regulation and guidance meeting and 10 campus storytelling activities. 6. Improve the pollution verification operation of the completed site The site verification operation has been completed for 3 times of pollution improvement, which are respectively the No. 520 of Maqitun Section of Gongguan Township, No. 230-1 of Fuxing Section of Dahu Township and Wanxiang Tannery Co., Ltd.; among them, Maqitun Section of Gongguan Township The copper of 520 in the 520 area is 1,100mg/Kg, and the second improvement should be made according to the regulations of the soil pollution method; the verification results of the 230-1 area of Fuxing Section of Dahu Township and the verification results of Wanxiang Tannery Co., Ltd. are not exceeded. The soil pollution control standard can be dismantled after the completion of the administrative procedures. In addition, the Zhunan Plant of Haofeng Industrial Co., Ltd. did not complete the site improvement within the time limit, so the site verification was not performed. VII. Assist in handling emergency response work for soil and groundwater pollution incidents, conduct pollution investigation, verification and related response work for sites with soil and groundwater pollution to effectively control pollution impacts and reduce or avoid site-to-environmental Possible harm Eight times of soil and groundwater pollution emergency response work has been completed. 2. Oil spill sulphur pit oil spill event verification - THP project for soil sampling analysis did not exceed soil pollution control standards. 3. The heavy metal project of the 1-140 site of the Zhuwei section of Tonglu Township - soil sampling analysis did not exceed the soil pollution control standards. 4. Near the soil and groundwater investigation of Yixin Alloy Industry Co., Ltd. - the chromium and nickel in the bottom mud of the factory exceeded the upper limit of the sediment quality index; the zinc exceeded the lower limit of the sediment quality index. The meeting will be handled according to the rights and responsibilities. 5. Investigation of agricultural land around the foot of the Dashan Mountain - The chromium and nickel of the No. 1120-1 area exceed the soil pollution control standards, and the subsequent pollution activists or polluted land related persons shall follow the relevant provisions of the Soil Pollution Law for subsequent improvement. 6. The VOC, SVOC and PCDD projects of Jinfa Power Plant Co., Ltd. - soil sampling analysis did not exceed the soil pollution control standards. 7. Parkson Gas Station - Soil sampling analysis of the TPH project did not exceed the soil pollution control standards. 8. The groundwater sampling of No. 1182 in Yongzheng section - the volatile organic pollutants in the groundwater sampling analysis did not exceed the groundwater pollution control standards. 8. Increase the setting of the early warning network of Guangyuan Science Park and Zhunan Science Park The project has newly established three field-based monitoring wells K00355, K00356 and K00357, and completed the in-well photography, micro-water test and particle size analysis. The measured value of K00355 TCE on the west side of the Baolai remediation site has reached 0.0179 mg/L ( The monitoring standard is 0.025 mg/L), so it is recommended to conduct regular monitoring operations for K00355 in the future to confirm whether the contaminants have spread. IX. Announcement of business land use verification work The project carried out two verifications of the business site verification work, namely Rohm and Haas Asia-Pacific Grinding Co., Ltd. and Jubilee Advanced Co., Ltd., in which the total petroleum hydrocarbon value of the giant company at the point S01 was 1180 mg/ L, has exceeded the soil pollution control standards, and will follow the soil pollution law for land pollution related people to improve operations. X. Farmland pollution site for tracking of pollution sources The project completed a total of 15 points of soil, 15 points of sediment, 15 points of runoff water sampling analysis; among them, the zinc and copper of zinc and S05 in the soil points of S01 and S02 in Haikou section of Haikou section have reached the agricultural land Monitoring standards, follow-up recommendations for regular monitoring operations. In the sediment part, the zinc, nickel, copper and chromium in the irrigation channel exceed the upper limit of the sediment quality index; cadmium, lead and arsenic also exceed the lower limit of the sediment quality index, and the follow-up letter will be requested by the Commission.
