Environmental Protection Administration (EPA) has set up advisory group on the air pollution prevention and control for the progress more efficiently. The advisory group consists of 15 experts of different domain on air pollution prevention and control that gives suggestions for Environmental Protection Bureaus (EPBs) enforce strategies at full blast. Evaluations and performance assessments of EPBs' promotion efforts are carried out by the project. Besides, we integrate air pollution prevention and control techniques and methods throughout EPBs for EPA and the advisory group.
Results of monitoring and sampling analysis of particulate matter plans in 10 years are compiled by the project. We designed and developed a database electronic platform for data storage of PM2.5, including concentration/size distributions of particulate matters in the air or chimney flue, the data view of source fingerprints in the chimney flue or particulate matters in the air.
Information of EPBs' control plan was collected to analyze and discuss differences of universal control plans' regulated cost and human load by the project. In addition, we tried to discuss and interpret the correlations between inputs and outputs of EPBs' construction engineering plans, the various factors included plan amount, cost, human amount, period and environmental load etc.
The control strategies of EPBs were consolidated by the project to compare regulations such as catering, folk activities and diesel vehicles as implementation differences and results. The characteristics of each air quality control regions and the quantitative results of the action plan, and grasp the control difficulties of EPBs were discussed and explained.
In terms of evaluations and performance assessments, the relevant assessment work conferences were organized to be an outlet for an exchange of EPBs' opinions, the advisory group's recommendations and EPA's suggestions. "Municipalities directly under the Central Government, county (city) Government to implement the air quality maintenance and improve the performance evaluation points" was amended in 2018. The grade evaluations of EPBs' promotion efforts were in A, B, C. The items were integrated from 32 in 2017 to 18 in 2018.
In terms of maintenance of "SIP Audit Information System", some functions were added for EPA's requirements, such as we added a button to notify EPBs about EPA's news. Also, EPB's action plans, monthly statements upload and download were added to follow up EPB's efforts.
