The Project was implemented over the period between March 28, 2018 and the end of December 2018. The main objectives of the Project included collecting information about prevention and reduction related municipal waste management measures in other countries, helping to promote measures relating to reduction in the consumption of single-use products, and spreading awareness of the concept of source reduction for municipal waste. The main results achieved include the following: (I) Information relating to the municipal waste management methods adopted by the United Nations, the European Union, France, the U.K., the U.S.A., Japan, South Korea, Australia and other international organizations and countries in relation to preventing the usage of and realizing source reduction of single-use plastics products (e.g. plastic shopping bags, disposable tableware, plastic straws, etc.) and products that contain hazardous substances (e.g. products that contain mercury, products that contain lead, etc.) was collected and analyzed. (II) Assistance was provided for promoting expansion of the plastic products restriction policy, in regard to restrictions on the use of plastic shopping bags and products containing plastic microbeads, and public opinion surveys were implemented using three methods - field surveys, telephone surveys, and online surveys - to develop a better understanding of how effective the policy has been. (III) Recommendations were made regarding draft revisions of the “Targets of restrictions on single-use plastic straws, the implementation methods and date of implementation,” the “Method of implementation of single-use takeaway beverage cup source reduction and incentive payments for recycling,” the “Targets of restrictions on disposable tableware, the implementation methods and date of implementation,” and the “Targets of restrictions on plastic shopping bags, the implementation methods and date of implementation,” and assistance was provided in regard to related legislation drafting work. The EPA hopes to impose restrictions on separate targets in separate stages to reduce impact and gradually advance to across-the-board restrictions and complete bans.(IV) PR activity was conducted in relation to the plastic products restriction policy, press conferences were held, and guidance was provided to help county and city governments promote the “model commercial district” program. In addition, to promote self-directed reduction in the use of items that are not yet covered by official restrictions, the Project team collaborated with university and college student associations to arrange visits to markets, night markets and commercial districts to implement awareness-raising targeting the general public. (V) There was continued promotion of existing source reduction measures targeting plastic shopping bags, disposable tableware, plastic trays, single-use takeaway beverage cups, etc.
