107年度守望水環境教育訓練及巡守經營輔導計畫（南區）
| 中文摘要 | 本計畫主要目標在結合民間能量透過污染通報、認養河岸、水環境教育、志工水質監測、參與整治策略規劃等，投入河川整治工作。今年度持續運作河川保育中心，協助南區各縣市環保局推動各項水環境巡守隊經營工作，發揮河川保育中心在地協調的功能。本計畫共辦理11場半天、8場全天民眾參與活動或會議，參與人次達701人。各項活動順利且高品質完成，有效促進南部縣市間、巡守隊間經驗交流，達原訂計畫成效。 長榮大學河川保育中心於本計畫透過縣市訪查輔導、民眾參與流域環境管理經驗交流討論會議等方式來促進縣市經驗交流及討論經營河川巡守隊的困境與解決對策。並透過增能活動、種子教師培訓來協助縣市辦理巡守隊教育訓練工作。為持續協助整合民間河川守護能量參與河川流域環境管理規劃，河川保育中心亦於二仁溪及急水溪召開三次重點河川污染整治民間討論會，整合各民間團體意見，提案至環保署之跨單位河川整治聯繫會議。今年度亦出版二仁溪環境與人文變遷影像集，做為機關推動流域環境管理之環境教育教材。今年度南區計畫負責研訂今年度縣市經營水環境巡守隊績考評指標及優良水環境巡守隊評選指標，辦理評選會議，協助環保署對全國各縣市水環境巡守隊經營的績效考核工作。 為進一步強化民眾參與，本計畫建議持續擴大推動水環境巡守隊制度，並促進民間巡守隊網絡協助各項水污染管制策略、促進巡守隊運用水質淨化場域作為環境教育及民間團體發展特色、嘗試推動「好鄰居計畫」來引入企業參與、促進跨縣市河川召開河川污染整治民間討論會議、辦理擴大河川關懷活動強化水環境巡守隊榮譽感及跨縣市交流。 | ||

2017 Training Workshop and Assisting Management of River Watch Programs in Southern Taiwan
| 英文摘要 | With the goal to invite the concerned citizen to participate in river pollution cleanup tasks, the River Restoration Center assisted City/County Environmental Protection Bureaus in Southern Taiwan to manage their River Watch programs to involve people in pollution reporting, adoption of waterfront area, environmental education, volunteer water quality monitoring, and watershed management meeting. There are totally 11 half-day, 8 full-day public participation activities/meetings held in this annual project. With approximately 700 participants, this project has been effectively promote experience exchange among EPBs and River Watch Teams. We conclude that the project has been successfully completed. Being the regional center to assist seven cities and counties in Southern Taiwan to manage their river watch program, the River Restoration Center of Chang Jung Christian University promotes experience exchange among counties and cities, through on-site visits and consultations, as well as hosting workshop of public participation on watershed management. The center also conducts training course and seed-teacher workshop to assist local EPB to equip river watch volunteers with needed knowledge and skill. In order to integrate the local voices to the decision process of watershed management, the River Restoration Center also held three watershed public participation meetings for Erren River and ChiShui River, both are listed as the Priority River to be remediated. The conclusions of the watershed meetings are presented to the EPA-hosted Executive Meetings of River Pollution Cleanup Projects. This year, the project re-edited the book of Environmental and Humanistic Changes of Erren River. The aim for this book is to serve as a environmental education materials for public outreach. This year, the Southern Region Project is also responsible to modify the performance evaluation index of the management of River Watch program for local EPB and of the National Excellent River Watch Team Contest. In order to further strengthen the public participation, we suggest: (1) further extension of River Water Program to establish a comprehensive, strong public network for river protection, (2) involving the public forces in every pollution control measures, including recycling of swine wastewater to agriculture field as fertilizer, adoption of water purification facilities, (3) initiation of Good Neighborhood Program to invite enterprise participation as part of corporate social responsibility, (4) involving public voice in watershed management meetings, especially for the priority rivers, (5) holding river watch convention to increase the visibility and experience exchange among the river watch teams in the Southern Region. | ||
