107年度新竹市移動源污染掌握及強化稽查量能管制計畫

中文摘要 107年度新竹市移動源污染掌握及強化稽查量能計畫最主要目的為加速淘汰高污染老舊車輛、降低廢氣污染並因應2035年及2040年分別禁售燃油機車與汽車之車輛全面電動化政策暨加強管制進出本市空氣品質淨區車輛,透過使用機動式車牌辨識系統於加油站周邊道路及已劃設之空氣品質淨區加強稽查,並進行後續資料篩選寄發限期檢驗通知;同時結合大專院校或機車行辦理二行程機車清查作業,依環保局提供之二行程機車車籍名單,透過寄發通知、調查及清查,進行建檔及列管,了解車輛目前狀況並宣導辦理切結報廢或參加定檢,以達有效改善空氣品質之目的,使本市成為名符其實的低碳樂活城市。 本計畫已依合約規定達成各項目標100%,車牌辨識稽查作業執行40,755輛次,目標達成率100%,其中機車車牌辨識30,623輛次,篩選未定檢車輛數為3,529輛次,未到檢率為17.5%。柴油車車牌辨識10,132輛次,拍攝車號經取唯一後,共計稽查8,427輛次,篩選1年內無檢驗紀錄車輛數為1,844輛次,未到檢率為21.9%。另平信通知已寄發40,775件,達成率100%。其中機車平信通知實際回檢13,648輛,針對設籍本市機車到檢率提升7.2%。在柴油車平信通知部分寄發1,844輛次,空氣品質淨區整體到檢率自78.1%提升至84.6%,平均提升6.5%。若以回檢車輛548輛中,設籍本市車輛為135輛,計算對於整體設籍本市柴油車到檢率提升約4.2%。雙掛號通知寄發目標數為8,600件,已寄發8,600件,達成率100%,統計回覆數(回檢、報廢、移轉外縣市….等) 計 3,013 件,其中回檢 2,902 件,報廢等 93 件,車籍移轉外縣市 18 件,回覆率為 35%,主要由於11月底大量寄發逾期未驗車輛,部分車輛目前未逾通知到檢期限,因此回覆率較低。 工作小組針對設籍本市二行程機車全面寄發清查宣導通知,再進一步篩選清查對象以符合切結報廢、5年未定檢、二行程機車大戶為優先,透過結合大專院校、本市機車檢驗站及擁有3輛以上二行程機車大戶等不同策略進行推動,本年度共清查4,036輛次(通知、清查、回檢取唯一),達成率100%。依據清查反映實際在新竹市仍在使用的二行程機車的比例極低,目前最大問題在於車籍資料未註銷,此結果將影響移動污染源資料庫之正確性。 在宣導部分印製1,000份彩色單面海報進行宣導,達成率100%,發放於本市各機車排氣檢驗站、大專院校、新竹市監理站,本市各里辦公室及公務機關等,並配合相關宣導活動或清查作業等發放,以提升到檢率及老舊機車汰舊率。同時委託FM89.9心動音樂電台播放法規及汰舊宣導,分為「環保署長篇」50檔次及「補助資訊篇」150檔次,共計200檔次。 本計畫透過稽查、宣導、清查及通知作業,使得本市機車回歸車籍到檢率提升5.9%,柴油車到檢率提升6.4%,二行程機車淘汰率提升7.1%,二行程機車淘汰目標達成率提升26%。且現階段除平均到檢率維持第一外,本市目前二行程機車回歸車籍到檢率從去年同期第八名提升至今年度第一名,符合切結報廢車輛汰除率亦為全國第一,顯示本市二行程機車管制成效有顯著提升。另依環保署公告TEDS9.0計算削減量,本計畫執行期間二行程機車淘汰830輛,四行程機車淘汰2,297輛,推估CO削減量為13.6公噸,HC削減量為8.8公噸。
