The implementation period of this project is from February 27, 2018 to December 31, 2018. The results of the work are summarized as follows:
Under this project, the investigation on unregistered responsible enterprises of container to be recycled has been announced to maintain the fairness of the fee payment. By February 28, April 30, May31, July 31 and November 30, 2018, effective lists of 338 unregistered responsible enterprises have been reported, and a summary table of subsequent registration, report and fee payment of the 2 reports of effective lists has been completed. In terms of setting the rates, to improve the recycling results, the scheme of responsible enterprise participatory fee mechanism has been determined. Efforts have also been made in assisting in the formulation of other rates and the revised draft. In terms of regulated containers interpretation, the project has investigated 1,365 cases of electronic interpretation data and judgment templates. In addition, outdated and similar case interpretation have been put forward, to improve the accuracy and completeness of the interpretations. This project also helped EPA complete totally 29 interpretation cases. For the review of the regulation scope, the project has accomplished suggestions on adding or removing regulated containers. Moreover, an enhancement scheme of marking plastic plate container has been put forward to improve recycling efficiency.
In accordance with this project, the investigation of the 2017 ratios of unrecycled containers and recycled containers that are not certified by the government for their subsidy program has been completed by interviewing 30 recycling enterprises. 21 waste containers were inspected to calculate recycling rates of containers. In order to improve the recycling rate, this project develops the recycling growth strategy. Concerning the low recycling rate containers, the management mode of the target treatment capacity of subsidized enterprises has been planned to urge enterprises to enhance the recycling treatment capacity. In addition, under this project, the review of grants application and implementation of local governments has also been assisted, statistics and analyses of locally reported data have been made, and local implementation agencies have been assisted to promote the recycling work of waste containers.
Investigation and analysis of waste container purchasing prices has been made monthly as a result of this project with a primary focus on 50 waste container collection enterprises in the north, center, south and east regions. Furthermore, literature of international waste container recycling classification and treatment technologies, recycling channels for recycled materials, quality improvement, recycling policies, recycling incentives, etc., has also been collected, and suggestions have been provided for improving recycling and treatment technologies of waste containers.
