大專校院毒化災防制教育推廣專案計畫

中文摘要 本計畫執行期間為107年06月27日至107年12月31日止,截至107年11月29日工作成果摘要如下: (一) 辦理大專校院實驗室訪視輔導作業 本計畫於107年8月10日完成1場次針對大專校院實驗室輔導及訪視之專家諮詢研商會議,會議諮詢重點包含:訪視工作重點、表單規劃適切性及議程等進行討論研商,以做為後續實驗室實地訪視作業內容修正調整之依據,而於107年8月20日至107年8月31日間完成共11場次之實驗室輔及訪視作業,除受訪單位、訪視委員及化學局外,本計畫亦於每場次安排至少2位工作人員,以確保訪視流程順利進行。訪視結果本計畫已彙整成常見缺失、改善建議及優點等內容,作為後續辦理大專校院毒化災防制教育推廣時加強宣導之案例。 實驗室輔導訪視作業整體訪視時間為90分鐘,每場次皆有2位委員出席指導,會議開始先由主持人進行訪視目的說明、委員介紹及流程說明,隨即由學校、單位人員帶領至實驗室進行檢視、書面資料閱覽及相關人員訪談,最後回到會議室進行綜合座談,訪視委員依書面資料與實地查訪資料提出問題與建議,由受訪單位進行答覆或資料補充說明,而每場次實驗室輔導訪視至少有10人參與,透過訪視及輔導作業,精進實驗室的作業安全環境。 (二) 透過大專校院毒化防災所舉辦之課程、專題演講或推廣活動,讓校園學生及教師瞭解化學物質風險危害及毒化物質簡易應變措施,並針對設有實驗室之學校進行實驗室化學品管理之教育宣導。 本計畫於107年9月3日~107年10月20日完成32場次大專校院毒化災防制教育推廣,以大專校院內有實驗室設備為優先辦理對象,並以透過學校毒化防災所舉辦之課程、專題演講或推廣活動共同辦理,每次至少4小時(包含2小時講師授課或演講),32場次各區辦理場次分別為北部地區辦理11場次、中部地區辦理11場次、南部地區辦理9場次及東部地區辦理1場次。 本計畫辦理32場次大專校院毒化災防制教育推廣部分,在設備體驗部分,如:防護衣穿著、實驗室器材使用、緊急應變設備使用及演練等,主要係以大專校院校內之資源為主,其中11場次邀請各區環境事故專業技術小組支援協助推廣;另在室內課程部分,除了著重毒化防災等相關識能之提升,也針對實驗室化學品管理之相關內容進行授課,以增進校園毒化防災、應變能力及危害認知識能;本計畫亦於每場次宣傳推廣時發送宣導品(蒲公英衛生紙、環保購物袋及頸枕)且皆將創意活動設計融入課程內容進行宣傳推廣,使其辦理內容精彩又豐富。 (三) 辦理一場次大專校院毒化災防制教育推廣成果發表會 本計畫已於107年12月13日(四)假國立臺北教育大學至善樓G105國際會議廳辦理辦理一場次大專校院毒化災防制教育推廣成果發表會,邀請教育部、工研院及大專校院代表參與,發表會內容除針對106-107年大專校院毒化災防制推動成果進行說明,也安排「老舊不明氣體鋼瓶內容物安全處置技術」及「大專校院化學品使用之相關法規」進行專題演講,讓參與來賓能正確認知不明氣體鋼瓶之處置及相關法令規範。 藉由成果發表會的平台展現各單位辦理之成果,而此次發表會也邀請環保署環境事故專業技術小組於校門口展示器材車,讓參與來賓瞭解技術小組之各項設備及器材,於用餐後,也安排與會來賓進行實驗室示範觀摩,參觀國立臺北教育大學的績優實驗室,讓來賓瞭解實驗室管理運作及安全衛生維護等相關作為及精進方式,有效提升校園實驗室安全管理及降低毒化災發生之風險,打造安全校園環境。
