In order to effectively reduce exhaust emitted by motorcycles, the Environmental Protection Administration started to promote the “Periodical Motorcycle Exhaust Inspection System” in 1993, and in 2011, implement the annual inspection on motorcycle once after delivered over five years and the motorcycle emission standards were enhanced. Moreover, the clean fuel (such as LPG and CNG) and low-pollution vehicle (such as electric motorcycles and motorcycles with low-pollution jet engine) were aggressively promoted in order to reduce the pollution from exhaust.
There are currently 44 exhaust inspection stations for motorcycles in Chiayi City to provide the annual inspection service for the public. In order to effectively manage and supervise the motorcycle inspection stations, the city government not only provides good inspection service and quality but also controls motorcycles which are not periodically inspected via audit, notification, and announcement so as to fulfill the promotions of periodical exhaust inspection and maintenance system. Chiayi City is the pioneer nationally that sets the environmental protection bureau as the main organization and puts all exhaust inspection stations in Chiayi City together, being the first to accredited by Taiwan Accreditation Foundation (TAF). Our team makes many efforts to achieve the expectations from everywhere.
The quantity of motorcycles in Chiayi City tends to stabilize. If mobile pollutants can’t be effectively controlled, it is expected that air quality in Chiayi City will gradually deteriorate. For mobile pollutants, the priority is to solve two-stoke and aged motorcycles with more severe pollution, so that can expect to improve air pollution. If the solutions are not proposed as soon as possible, we will suffer from the impact related to the pollution from motorcycles, such as global warming caused by the greenhouse effect. Low carbon city is promoted by different methods and ways, such as planning on the air quality maintenance area, providing public transportation, subsidizing electric scooter, and installing the charging station for electric scooter so that environmental protection can be achieved to promote excellent living environment.
Quantified targets achieving status are calculated till December 15 as follow: 5,696 motorcycles not periodically inspected with an achievement rate of 126.6%; 2,113 motorcycles blocked with a failure ratio of 13.3% and an achievement rate of 105.7%; 13,442 letters for urging the motorcycles not inspected with 6,599 motorcycles in response, a response ratio of 49.1% and an achievement ratio of 168%; 10,685 motorcycles not periodically inspected by the license plates are notified with 8,696motorcycles in response, a response ratio of 81.4% and an achievement ratio of 106.9%; 119,416 letters are mailed in a periodical inspection notice with 3,337 return cases and a return rate of 2.79%.
In order to comply with “Air Pollution Countermeasure 14+N Elimination of Two-stroke Motorcycle Policy” promulgated by EPA, 4,228two-stroke motorcycles were eliminated from January to December 15, achieving annual target of 109.2% (3,872 motorcycles) approved by the EPA. The achievement rate of the target temporarily leads the first place in Taiwan (The average value of the achievement ratio in the nationwide is 85.3%). The pollution emissions for PM10, PM2.5, NOX, NMHC, and CO are reduced about 2.621 tons/year, 2.127 tons/year, 4.384 tons/year, 33.245 tons/year, and 42.305 tons/year respectively.
In order to promote inspection quality at the inspection station and solve issues on the actual inspection station, the motorcycle inspection stations in Chiayi City will be secretly inspected on site. Using the site inspection can investigate all improvements, and determine whether there is any occurrence of improper modification, forced maintenance, or high maintenance expense, and so on. Furthermore, the inspection flow and inspection quality can be promoted on the inspection station through the site inspection so as to fulfill quality assurance and quality control as well as enhance credibility on inspection data. 62 stations have been secretly inspected, where eight stations violated Appendix 2 Standard Operating Procedures for Inspecting Motorcycle Exhaust, Subparagraph 1, Par 1, Article 12, “Regulations Governing Installing and Managing of Air Pollutant Inspection Station for Riding Motorcycles” in accordance with severity.
After the annual accreditation from the TAF was received on March 5, 2018, Accreditation Manager, Ru-Ling Wei, served as main reviewer. There was one item of Type B Noncomformity Report (NCR) found by the evaluation team. The improvement on NCR had been lettered on April 23, 2018 and received accreditation from the TAF, continuously acquiring the accreditation from the motorcycle exhaust inspection organization. The valid date of accreditation is from April 23, 2016 to April 22, 2019
