107年臺中巿固定污染源暨環保陳情案件稽巡查及檢舉違反廢清法案件查處催收計畫
| 中文摘要 | 本計畫執行期程自107年1月1日至107年12月31日止，主要工作項目包括：固定污染源及固定逸散源法規符合度查核、異味陳情熱區巡查管制作業、協助民眾陳情案件稽查作業、環境污染專案查核及調查作業、民眾檢舉案件查處作業及環保罰鍰案件移送行政執行作業等工作項目。各作業項目均已依工作進度規劃期程辦理，現階段進度達成率為100％：固定污染源法規符合度查核計完成500家次，許可查核不符79家次，依法告發處分10家次，固定逸散源查核(含臺中港區)計完成323家次，查有缺失30家次，依法告發處分3家次；異味陳情熱區巡查管制作業已完成2處熱區之篩選及污染源調查分析作業，篩選出3家公私場所辦理後續專家輔導會勘；農廢露天燃燒查核共計查獲117件，追蹤查核近3年燃燒熱區100件，另架設攝影監控3處近年燃燒熱點區域，查獲3處燃燒案件；協助民眾陳情案件稽查作業共計執行14,634件；環境污染專案查核及調查作業目前已受理執行環保局交付的26個案件；民眾檢舉違反廢清法陳情案件共計受理11,295件，皆已完成查證作業，共計告發處分4,445件；協助辦理環保罰鍰案件移送行政執行計8,189件，已繳清1,228件。 | ||

2018 stationary pollution sources and environmental pollution petition cases inspections and obtained evidence for violation of Waste Disposal Act accusing
| 英文摘要 | This project is executed in the period from Jan. 1, 2018 to Dec. 31, 2018. The tasks are chiefly: checking of legal compliance of stationary pollution sources and fixed fugitive emission sources, patrol and control of hot areas of complaint about strange odors, assistance in auditing people’s petitions, checking and investigation on environmental pollution projects, investigation and disposal of people’s reported cases, and turning environmental fine cases to administrative execution. Every task has been carried out by the schedule. The whole project is currently delivering an achievement rate at 100%, and is in line with the scheduled progress: 500 checks of legal compliance of stationary pollution sources are done, with 79 non-compliances found and 10 reports for legal disposal made; 323checks of fixed fugitive emission sources (including Taichung Harbor area) are done, with 30 flaws found and 3 report for legal disposal made. In patrol and control of hot areas of complaint about strange odors, screening and investigation of polluting source were done in 2 hot areas, and 3 public and private places pending further joint survey with experts. Totally 117 biomass open burning events have been captured, investigating 100 cases of the be burned events in 2015-2017, and caught 3 burning events by surveillance camera monitoring 3 pop open burning areas. Assistance in auditing people’s petitions has been given in 14,634 cases. Checking and investigation on environmental pollution projects has now been carried out in 26 cases that were assigned by EPB. A total of 11,295 cases of people’s report on violation of Waste Disposal Act were accepted, in which checking has all been completed, with report to disposition made in 4,445 cases. Assistance in turning environmental fine cases to administrative execution was given in 8,189 cases, in 1,228 of which the fines have been duly paid. | ||
