107年屏東縣工業區臭味物質監測及有害污染調查計畫

中文摘要 本計畫工作期程自107年4月1日至107年12月31日為止 現階段執行成果說明如下: 一、公私場所清查資料之彙整分析 屏南工業區列管工廠49家(目前已停工6家)及未列管工廠33家(目前停工3家);屏東工業區列管工廠21家及未列管工廠116家(目前建廠中15家及歇業中8家) ;內埔工業區列管工廠19家(目前已停工1家)及未列管工廠38家(目前停工4家);屏東加工出口區受列管工廠共9家,未列管工廠共25家;屏東農業科技園區受列管工廠25家,未列管工廠共22家。 二、工業區風險潛勢評估作業 屏南工業區使用87項高風險物種之工廠共計8間工廠,18個製程,,其中使用高風險物種12種;屏東工業區使用87項高風險物種之工廠共計2間工廠,2個製程,使用高風險物種2種;屏東加工出口區使用87項高風險物種之工廠共計1間工廠,1個製程,使用高風險物種1種;農業科技園區使用87項高風險物種之工廠計1間工廠,1個製程,使用高風險物種1種,內埔工業區現則無使用高風險物種之工廠與製程存在。 依製程風險指標計算方法,估算轄區內各工業區風險潛勢後,得知屏東縣轄內工業區屏南工業區屬高度風險程度、屏東工業區、內埔工業區、農業科技園區及屏東加工出口區屬低度風險程度。 三、周界有害污染物檢測 本計畫以Canister完成工業區周界有害空氣污染物檢測作業採樣分析5處次,採樣地點分別為協麟實業(股)公司、申豐特用應材(股)公司、屏南工業區服務中心(長興材料工業下風處)、帝興樹酯(股)公司及盟鑫金屬(股)公司下風處。 四、開放路徑紅外光光譜儀 (OP-FTIR) 本計畫今年度已完成20天OP-FTIR監檢測作業,監測對像選擇屏南工業區申豐特用應材,監測期間有1,3-丁二烯與丙烯腈超出其周界標準。 五、異味污染物管制作業 1.本計畫執行加油站稽查抽測在A/L比檢測方面共計檢測67站次;在氣漏檢測方面共計檢測66站。 2.本計畫今年度以FLIR輔助執行設備元件檢測共計10製程,4,500個設備元件之檢測數量,其中申豐特用應材股份有限公司屏東廠洩漏值大於10,000 ppm,已由環保局開單告發。 六、硫化氫空氣品質連續監測站暨臭異味事件應變系統維護 1.107年4月1日至12月31日硫化氫濃度最大值濃度為14.25 ppb(儀器校正工作監測數據已排除),107年4月至12月日平均濃度為1.93 ppb,風向主要來自西方及西南西方一帶,風速大約多在0~3m/s區間。 2.臭異味事件應變系統完成3~12月每月至少一次例行性現場維護 七、屏東工業區及內埔工業區道路揚塵自主管理 今年度本計畫推行成果認養廠商也達成屏東工業區道路認養清理作業洗掃公里數達843.67 km;內埔工業區道路認養廠商執行道路清理作業洗掃公里數達661.6 km,預估可削減PM10及PM2.5總共約3.91公噸及0.90公噸。 八、屏東縣空氣污染指紋資料庫系統 今年度本工作團隊持續蒐集工業區基本資料及歷年陳情資料以及橫向連繫其他固定源計畫相關監檢測資料,並持續將資料建入系統當中,另外也持續掌握屏東縣各轄區內工廠更新之信息,進行系統更新及維護工作,讓屏東縣指紋資料系統更加健全。 九、緊急應變實兵演練 今年度於12月11日以和協工程(股)公司為演練場地,辦理1場次緊急應變實兵演練,演練兵推內容為和協工程股份有限公司屏南廠壬基酚因入料管線法蘭破損造成壬基酚洩漏,並有人員送醫。環保局接獲通報後,呈報縣府啟動緊急應變機制

Hazardous substance monitoring and pollution investigation plan in Pingtung County industrial area

英文摘要 The work schedule of this project has been from April 1, 2018 to December 31, 2018. The implementation results at this stage are as follows: I.Analysis of the consolidation of the inventory of public and private places There are 49 listed factories in Pingnan Industrial Park (currently 6 have been shut down) and 33 unlisted factories (3 companies are currently shutting down); 21 factories in Pingtung Industrial Area and 116 factories are not listed (currently set up factories) 15 of them were closed and 8 of them were closed; 19 of Neimu Industrial District's factories are in operation (one is currently shut down) and 38 are unlicensed factories (4 are currently suspended); Pingtung Processing and Exporting Zone is jointly owned by the listed There are 9 factories out of which 25 are not listed; Pingtung Agricultural Science and Technology Park has 25 factories and 22 factories are not listed. II. IV. open path infrared spectrometer (OP-FTIR) The program has completed 20 days of OP-FTIR monitoring and inspection work this year. Odor Contamination Control Operations 1.
