107年度中區水庫水質治理前瞻綜合管理計畫

中文摘要 本研究賡續106年度執行計畫所發展之移動式GPS定位即時監測模組,配合實際寶山水庫水質監測進行污染源調查,現階段可利用系統設定使其自動依規劃路線行駛於水庫湖面進行即時水樣分析。另完成寶山水庫10點次補充調查、永和山庫區及入庫溪流共128點次水樣實際調查及出動採樣船12點次水質調查。利用SWMM模式界定永和山水庫之污染負荷熱區,根據熱區調查與考量污染流達率,初步建議應於上游集水區中南庄與田美地區設置污水截流系統以及除磷式合併式淨化槽等。 賡續106年與本土廠商共同研發之結合生物除氮與電解單元之生物去氮除磷合併式淨化槽研究,已於內湖污水廠進行合併式淨化槽之運轉測試,本團隊依據合併式淨化槽之特性及相關文獻研究結果提出該技術之初步放流水建議值為總氮小於10 mg/L、總磷小於2 mg/L。 本團隊利用STELLA軟體進行中區重點水庫決策管理模型建置,其污染負荷推估結果為永和山水庫總磷負荷之污染行為主要以社區點源及農業非點源污染為主。另外,本團隊以磷污染削減作為探討標的,進行三種不同污染削減措施組合的成本效益模擬,其削減率於上游集水區約可削減11.2~20.2%總磷污染。 彙整了107年第一季至第三季20座民生水庫水質調查資料,針對6座水質平均CTSI指數超過50之水庫進行分析及提供改善措施建議。

The Plan of Water Quality Forward-Looking Comprehensive Management for Reservoirs(Middle District)

英文摘要 In this study, the mobile GPS real-time monitoring module has been continued to develop since 2017, which combined with the actual Baoshan Reservoir water quality monitoring to investigate the source of pollution. At present, the module can be set to automatically drive on the lake surface of the reservoir according to the planned route for real-time water sample analysis. In addition, 10 surveys of Baoshan Reservoir, 128 water samples analysis of Yongheshan Reservoir and 12 water quality surveys by sampling vessel were completed. The SWMM model was used to define the potential high pollution area of Yongheshan Reservoir. According to the investigation of high potential area and considering the pollution rate, it is suggested that wastewater intercepting system and combined dephosphorization purification tank should be installed in the upstream catchment areas of Zhongnanzhuang and Tianmei area. The research on combined purification tanks based on biological nitrogen removal and electrolysis units jointly has been developed and tested at the Neihu Wastewater Treatment Plant. According to the characteristics of the combined purification tank and the results of 計畫成果中英文摘要(簡要版) relevant literature studies, it is proposed that the recommended initial discharge values of the technology were less than 10 mg/L of total nitrogen and less than 2 mg/L of total phosphorus. STELLA software was used to construct the decision-making management model of key reservoirs in the central area. The results showed that the pollution behaviors of total phosphorus load of Yongheshan reservoir were mainly community point source pollution and agricultural non-point source pollution. In addition, with phosphorus pollution reduction as the object of discussion, the team carried out cost-benefit simulation of three different combinations of pollution reduction measures, and the reduction rate in the upstream catchment area could reduce total phosphorus pollution by 11.2-20.2%. The water quality survey data of 20 livelihood reservoirs from the first quarter to the third quarter of 2018 were collected. 6 reservoirs with an average CTSI index of more than 50 were analyzed and suggestions for improvement measures were provided.
