107 年度廢乾電池及廢照明光源回收處理體系調查分析暨執行成效評估專案工作計畫

中文摘要 本計畫執行期程為107年1月16日至12月31日,乾電池方面已蒐集調查穿戴式產品應用之高能量電池及電動車用電池(二次鋰電池)之相關資訊;照明光源方面已調查彙整LED照明及新興產品OLED照明之應用範圍資訊及市場趨勢,作為國內回收處理管道檢討及責任物納管研商之參酌。15組各類電池組成檢驗,二次鋰電池除了鋰鐵電池主要成分為錳與鐵,其餘包括手機、筆電電池及行動電源都是以鎳、鈷為主要成分,照明光源已完成70組之採樣及送驗作業,緊密型及安定器內藏式照明光源104~106年之檢測平均較現行「單位重量汞含量」係數差異較大。另已完成乾電池單位回收清除處理成本更新並估算提出費率修正草案,規劃乾電池浮動費率機制及補貼費率納入產出物限制評析。廢乾電池流布調查已回覆且問卷屬有效者其回收量占比達99%,並依據調查結果提出回收率計算方式修正及回收流向申報建議。有關電弧爐處理廢乾電池,目前嘉德創公司預計年底向地方單位申請應回收廢棄物處理業資格,另台灣鋼聯公司預計提出第2次環差申請,新增廢乾電池處理項目。機車保修廠排出二次鋰電池之回收管道主要包含廢五金回收業及清潔隊,汽車保修廠則多交予國內處理業。本計畫參酌106年調查結果,針對回收階段之民眾、運送階段之清潔隊與回收商、貯存階段之回收商與處理廠規劃相關防破作為,並針對執行機關清潔隊完成6場照明防破宣導會辦理,另基於持續降低污染物及環境溢散風險宗旨,建議維持現行破損容許率7%。販賣業者廢乾電池回收宣導活動由國內2大連鎖便利超商(統一超商及全家便利商店)協助辦理,以回收抵消費加碼模式吸引民眾回收。經由網路及實體商店已完成第一~四季共160家未登責任業者調查並提交相關資訊,作為環保署後續查核及追蹤依據。另已彙整並追蹤101~106年廢乾電池及廢照明光源類之回收處理技術研發補助計畫成果,依市場供需面、實務應用面及經濟效益面等面向評估各計畫研發成果擴大推廣可行性。

Inspecting and Analyzing the Collection and Recycling systems of Waste Batteries and Waste Lamps, and Evaluating their Effectiveness

英文摘要 The project period was from Jan 16, 2018 to Dec 31, 2018. The information of high energy batteries for wearable devices, electric or hybrid vehicles batteries (secondary Li-battery), LED lamps and OLED lamps had been investigated and analyzed for the evaluation of collection and recycling or regulating as recyclable wastes. 15 different batteries had been sampled and analyzed. The major contents of the LiFePO4 battery were iron and manganese. The major compositions of the secondary Li batteries which used by cell phones, mobile computers and power banks were nickel and cobalt. The sampling and testing works of 70 lamps were finished. The unit weight of mercury content calculated by average testing results from 2015 to 2017 for the compact fluorescence lamp was lower than the regulation coefficient. The unit costs for collection and recycling of batteries were reviewed and the draft of levy and subsidy rate was proposed. Also suggested the different brackets (decided by collection rate) rates for batteries and the limitation of recycled products for the subsidy rate. The investigation of waste batteries distribution already received the collectors/recyclers’ replies (valid survey) whose collection volumes proportion was over 80%. Based on the result, the project proposed suggestions of the collection rate calculation method revising and the collection path reporting. By recycling waste batteries with the arc furnace, the waste treatment plant Katec Creative Resources Corp. will apply the qualification of regulated recyclable wastes recycler and add waste batteries as one of its treating items around the end of this year. Another waste treatment plant Taiwan Steel Union Co., Ltd. will apply the second environment impact assessment report covered adding waste batteries as one of its treating item in December. The collection channels of waste Li batteries from motorcycle maintenance workshops were waste metals collectors and municipal cleaning crews. Most of waste Li batteries from car maintenance workshops were collected by domestic recyclers. According to the investigation result in 2017, the project proposed the breakage prevention strategy for consumers in collection stage, municipal cleaning crews and collectors in transporting stage, collectors and recyclers in storage stage. Also held 6 educational sessions of lamps breakage prevention for municipal cleaning crews. Based on the goal of pollution reduction and environment risk, the lamps’ breakage tolerance rate standard 7% should be kept. The waste batteries collection campaign will be assisted and held by the 2 chain convenient stores (7-11 and family mart). The attracting point for consumers was that the waste battery collection can deduct the price for shopping. Total 160 unregistered entities had been inspected through the web and retailers during the four quarters. EPA will continue to aduit the recycling fees they should submit. By reviewing and tracing the 2012 to 2017 achievements for subsidizing the inventing and researching of regulated recyclable wastes collection and recycling in waste batteries and waste lamps fields, evaluated the feasible of extended promoting for specific programs by the aspects of marketing supply, practical application , and economic efficiency.
