「務實參與氣候公約及因應巴黎協定執行規則策略研析」專案工作計畫

中文摘要 隨著巴黎協定於2016年11月生效,全球正朝著落實該協定目標的方向前進。為達成巴黎協定控制溫升於2°C內的目標 (朝向1.5°C目標努力),並在本世紀下半葉建立脫碳社會,全世界必須廣泛地削減溫室氣體排放。臺灣自巴黎協定通過起穩步實施國內措施,致力達成2030年溫室氣體排放量相對於2005年排放量減少 20% 的國家目標,這個目標可作為達成溫管法明定2050年將溫室氣體排放量降至2005年排放量 50% 以下的階段性承諾。 為實現此願景,本計畫遵循氣候公約正式進程 (UNFCCC Process) 並與相關部會密切協調,加強參與國際組織所推動氣候行動夥伴關係,利用先進技術與專長知識因應脫碳與永續創新,為溫室氣體全球減排做出貢獻。據此,本計畫長期掌握巴黎協定推動進展與研擬我國因應策略,以作為我國於下一回合國際新氣候協議談判有力論述參考。 本次聯合國氣候變化綱要公約第24屆締約方大會 (COP24) 提出卡托維茲氣候包裹決議 (Katowice Climate Package, KCP) 。以綜合提案之方式,將巴黎協定工作計畫 (Paris Agreement work programme)、氣候融資高階部長對話 (High-level ministerial dialogue on climate finance)、京都議定書、IPCC 特別評估報告、與其他聯合國相關事務等,彼此協同與競合處等執行細節包裹處理,共同由締約方大會產出決議。根據巴黎協定第4、7、9、10、11 條中所羅列之企圖心與努力之內容與意涵,確認 NDC 透明度架構,NDC 作為巴黎協定工作計畫與規則書之通訊文本。Post-2020 減碳規劃與巴黎協定第 4 條第 19 項一致,分別是2020、世紀中、與長期減碳策略,以達到短中長程目標,每五年更新一次之 NDC 作為執行工具。高階部長對話強調,擴大動員氣候融資的範圍,包括通過更多私部門參與,增加調適資金,並使資金流動與巴黎協定和聯合國永續發展目標保持一致。 COP24 主辦方波蘭延續去年 COP23 主辦方斐濟之國情與特色,繼海洋氣候行動之後,以「森林氣候行動 (Forests for Climate)」為主題,強調結合自然系統的碳匯最為結合氣候衝擊韌性之特點。IPCC 1.5°C 特別評估報告確認負排放技術為達到控制溫升 1.5°C 以下不可或缺之技術。IEA 也於 2018 報告中呼應此項技術之重要性。依據巴黎協定第 4 條第 15 項之內容,確認「實施因應措施的衝擊響問題論壇」之模式、工作方案、與職能,並成立「卡托維茲實施因應措施衝擊影響專家委員會」,以支持上述「論壇」的相關工作。 我國下階段應掌握共同但有區別的責任下,我國合理之減量貢獻分攤 (Effort-Sharing) 之目標與企圖心,並將卡托維茲氣候包裹決議調適通訊 (Adaptation Communication) 元素與我國治理進度推展銜接,掌握巴黎協定工作計畫與規則書其透明度架構、通訊文本與平台,規劃我國氣候公約進程 (UNFCCC Process) 與全球盤點遵約提報工作 (Transparency and Reporting),參與氣候公約斐濟海洋氣候行動 (The Ocean Pathway) 與卡托維茲森林氣候行動 (Forests for Climate)、研析氣候公約Post-2020 減碳分期規劃與長期減碳策略 (Long Term Strategies) 規劃執行方式。並依據卡托維茲氣候包裹決議 (Katowice Climate Package) 治理觀點,研提溫室氣體減量及管理法修法方向。 此外,我國金融創新與碳中和 (Carbon Neutrality) 技術擴散策略應配合巴黎協定資金與科技機制之整合架構。將我國氣候行動之技術與資金,利用國際間可轉讓減緩成果 (International Transfers of Mitigation Outcomes, ITMOs) 為核心之技術擴散策略,協助政府與企業推動氣候行動,建立我國可參採之永續投資最佳示範案例 (Best Practice),並以此掌握國際氣候變遷法制與技術創新倡議,實現低碳韌性社會革新。

Pragmatic participation in the UNFCCC and strategy analysis in response to the principles of the Paris Agreement

英文摘要 The world is moving toward implementing the objective of the Agreement with the entry into force of the Paris Agreement in November 2016. To achieve the goal of holding the increase in the global average temperature to well below 2°C above pre-industrial levels (pursuing to the 1.5°C ambition) and to establish a decarbonizing society in the second half of this century, the world must cut greenhouse gas emissions widely. Taiwan has steadily implemented domestic measures since the adoption of the Paris Agreement and strive to reduce the GHGs emission level below 20% of the 2005 level by 2030, used as a phased commitment toward achieving the long-term goal in the Greenhouse Gases Reduction and Management Act, which is to reduce the GHGs emission level below 50% of the 2005 level by 2050. For this vision, this project follows the UNFCCC Process and coordinates with the relevant ministries, strengthens the participation of international organizations in promoting climate action partnerships, uses advanced technologies and expertise in responding to decarbonization and sustainable innovations, and contributes to global emission reductions of greenhouse gases. Accordingly, this project continues to follow the Paris Agreement and develop strategies for corresponding issues. Results can be used as the basis and reference for Taiwan to the next round of international climate negotiations. The 24th Meeting of Conference of the Parties (COP24) of the UN Framework Convention on Climate Change proposed the Katowice Climate Package (KCP). In the form of a comprehensive decision package includes the Paris Agreement Work Programme, the High-level ministerial dialogue on climate finance, the Kyoto Protocol, the IPCC special assessment report, and other UN-related matters. The implementation details will be handled in coordination with each other, and the resolutions will be produced jointly by the UNFCCC. According to the content and meaning of the intentions and efforts listed in Articles 4, 7, 9, 10 and 11 of the Paris Agreement, the NDC Transparency Framework is confirmed, and NDC is the communication text of the Paris Agreement Work Programme. The Post-2020 carbon reduction plan is consistent with Article 4, item 19 of the Paris Agreement, which is the 2020, mid-century, and long-term carbon reduction strategies to achieve short-, medium- and long-term goals, and the NDC is updated every five years as an implementation measure. The High-level Ministerial Dialogue emphasized the expansion of the scope of mobilizing climate finance, including through more private sector involvement, increased adaptation funding, and alignment of financial flows with the Paris Agreement and the UN Sustainable Development Goals. The COP24 in Poland continues the same transition path as the COP23 in Fiji last year. Following “the Ocean Pathway”, the upcoming climate action theme of “Forests for Climate” emphasizes the combination of natural system carbon sinks with climate impact toughness. The IPCC 1.5°C Special Assessment Report confirms that negative emission technologies are indispensable for controlling temperature rises below 1.5°C. The IEA also echoes the importance of this technology in the 2018 report. In accordance with Article 4, item 15 of the Paris Agreement, confirm the model, work plan, and functions of the Response Measure Forum and establish the “Katowice Committee of Expert on the Impacts of the Implementation of Response Measures,KCI” to support Related work. We suggest Taiwan can follow the common but differentiated responsibilities under the UNFCCC, the carbon reduction in light of Taiwan's reasonable Effort-Sharing target, and work with the Adaptation Communication features, according to the Katowice Climate Package resolution to the progress of Taiwan's governance; We also suggest to study the transparency framework, communication texts and platforms of the Paris Agreement Work Wrok Program, and plan the UNFCCC Process and Transparency and Reporting; plan to participate in the Convention, the Ocean Pathway and the Forests for Climate, the analysis of the UNFCCC Post-2020 Carbon Reduction Staging Plan and Long Term Strategies, based on the Katowice Climate Package governance perspective for amending Taiwan’s Greenhouse Gas Reduction and Management Act. In addition, Taiwan's financial innovation and carbon neutral (Carbon Neutrality) technology diffusion strategy should match the integration structure of the Paris Agreement on climate finance and technology mechanisms, using the International Transfers of Mitigation Outcomes (ITMOs) as the core technology diffusion strategy, assisting governments and enterprises to promote climate action, and establishing the most sustainable investment. Furthermore, We can establish Best Practices and use the international climate change legal system and technological innovation initiatives to achieve resilient innovations for the low carbon society.
