107年臺東縣海底(漂)垃圾清除與環境教育宣導暨活力海洋與綠色港灣推動計畫
| 中文摘要 | 107年度臺東縣海底（漂）垃圾清除與環境教育宣導計畫暨活力海洋與綠色港灣推動計畫‚主要針對臺東縣轄內預防水環境（海洋/河川）污染事件發生‚肇生嚴重影響環境的水質與生態，藉由計畫推動與相關專業人員之應變及運用適當之設備器材訓練與事件應變，方可預防與控制污染狀況，避免衍生污染範圍擴大，降低環境污染及生態破壞之損害，進而展現政府維護環境品質之決心及建立民眾對政府維護環境品質之信心。並透過年度辦理海洋污染緊急事件應變演練及器材實作訓練，提昇應變人員專業性，有效整合各單位資源，以共同達成安全、及時、有效且協調之應變作業，期能將意外事故所引發之災害損失降到最低程度；另針對轄區辦理港口、船舶污染源稽查及港口水質監測，確實掌握港區及沿岸污染排放情形，進一步推動臺東綠色港口，營造在地特色港口。 107年度成果如下: 一、海洋污染應變及演練:計畫修訂1場次、演練(含兵推)2場次、海污應變11件次。 二、海洋污染事件緊急應變教育訓練:舉辦共計3場次。 三、海洋油污染應變設備器材整備:每月動力測試各1場次、裝備維保4場次。 四、港口污染及漁港漁船污染加強巡查:14處港口188次、漁船173艘。 五、推動綠色港口措施:召開協調會2場次 六、推動環保艦隊加入海洋巡守志工:成立迄今已121艘漁(客)船加入。 七、針對本縣轄區海岸類型進行調查（含綠島鄉及蘭嶼鄉），規劃未來適合海底（漂）垃圾清除地點:共計調查29 處海岸。 八、海底（漂）垃圾清除活動:舉辦淨灘淨海共計10場次。 九、海洋環境教育宣導:舉辦宣導會共計7場次。 十、臺東縣14處漁港水質監測:共計每處4次。 | ||

| 英文摘要 | The 107th Taitung County Submarine (Floating) Garbage Removal and Environmental Education Promotion Plan and the Vibrant Ocean and Green Harbor Promotion Plan are mainly aimed at preventing water environment (marine/river) pollution incidents within Taitung County. To seriously affect the water quality and ecology of the environment, it is possible to prevent and control the pollution situation, reduce the scope of derivative pollution, and reduce environmental pollution and ecology by promoting the response of relevant professionals and the appropriate equipment and equipment training and event response. The damage is destroyed, which in turn demonstrates the government's determination to maintain environmental quality and builds public confidence in the government's environmental quality. Through the annual handling of marine pollution emergency response drills and equipment implementation training, the professionalism of the respondents will be enhanced, and the resources of each unit will be effectively integrated to achieve safe, timely, effective and coordinated response work, which will lead to accidents. The disaster losses have been reduced to a minimum; the port, ship pollution source inspection and port water quality monitoring have been handled for the jurisdiction, and the pollution discharge situation in the port area and coastal areas has been grasped, and the green port in Taidong has been further promoted to create a special port in the territory. The results for the year 107 are as follows: I. Marine pollution response and drills: The project was revised 1 time, drills (including military push) 2 times, and marine pollution strain 11 times. II. Emergency Response Education and Training for Marine Pollution Events: A total of 3 sessions were held. Third, the marine oil pollution strain equipment and equipment: one monthly power test, equipment maintenance four times. IV. Port pollution and fishing vessel pollution increased inspections: 188 ports in 14 ports and 173 vessels in fishing. V. Measures to promote green ports: 2 meetings of the coordination meeting 6.
