提升廢棄物非法棄置案件列管追蹤效能暨應用遙測科技研析計畫
| 中文摘要 | 本計畫主要執行廢棄物非法棄置案件管理系統(Illegal Dumping Management System, IDMS)之維運工作，同時應用遙測技術分析高風險廢棄物非法棄置區域，依工作屬性區分為系統功能提升、應用遙測技術監控非法棄置，以及棄置案件追蹤與行政支援等3大類，共計22項工作項目。 針對系統功能強化方面，主要工作成果新增以作業程序呈現之場址履歷功能，調整統計資料查詢功能，提供查看名單資料與下載功能，建置資料登載勾稽功能，以及通知信服務，提升地方環保機關案件管理自主性，並精進管理端查詢，使管理單位可藉以同步操作模式，指導環保局進行資料修正，目的使IDMS各項功能操作更加便利及友善。 有關執行遙測技術監控非法棄置部分，係以分類與迴歸樹(CART)方式產出空間規則，各條規則以棄置案例檢核，產生五千分之一圖幅為單元之風險分級結果，並套疊國土利用監測整合資訊網之變異點，並運用Google Earth衛星影像圖資，比對高風險值且變異點多之區域，篩選5處高潛勢圖幅(施厝坪、深坑村、岡山頭、什股、後寮)執行空拍作業，經UAV影像判讀、以及多時期衛星影像判讀，共發現約55處疑似點，廢棄物類型疑似塑料、太空包、污泥、混合型廢棄物等。 在棄置案件追蹤部分，今年首次建立案件資料填報情形評分機制，定期輔導環保局填報，並且彙整列管案件巡查情形與案件進展，供環保署作為階段性管制成果之參考。另外，除定期進行系統例行維運工作外，更協助環保署辦理各項教育訓練與會議。 | ||

Improvement of Tracking Illegal Dumping Cases and the Application of Remote Sensing Technology
| 英文摘要 | This project is mainly for the maintenance and operation of the Illegal Dumping Management System (IDMS), using the remote sensing technology to analyze illegal dumping sites of high risk. This project can be divided into three parts, twenty-two items: updating system functions, monitoring illegal dumping through the use of remote sensing technology and tracking dumping cases, and providing executive supports. To update system functions, some new functions were added including the history of sites, data searching function, site list downloading and reviewing, information establishment and tracking function, and email notification services. This can improve local environmental agencies’ management autonomy and enhance administrator’s searching functions and help local environmental protection departments revise information through synchronous operation. The purpose is to make the IDMS more user-friendly and convenient. To carry out the monitoring of illegal dumping through remote sensing technology, classification and regression trees (CART) was used to do the analytical works. This project used CART to create space rules. By inspecting each rule through the use of dumping cases, a risk ranking map sheet in the scale of 1/5000 was therefore produced. Using Integrated Land Use Monitoring and satellite imagery of Google Earth, areas with high risks and great changes were detected, and five sites were chosen to practice aerial photography including Shicuoping, Shenkeng Village, Gangshantou, Shegu, and Houliao. Fifty-five skeptical sites were therefore found by using UVA image and satellite image time series. Types of dumped waste might be plastic, bags, sludge, mixed waste, and so on. Scoring system for filling in information was established for the very first time this year to help track dumping cases. This project helped local environmental protection departments fill in information, compile controlled cases, and track their progress on a regular basis for the reference of TEPA as a short-term outcome. Apart from maintaining the operation of IDMS, this project also helped TEPA hold all kinds of meetings and training programs. | ||
