The results of this project include:
(1)In accordance to the revision of Article 38 of the Waste Disposal Act, the project conducted an overall review of the Article 38 and the Management Regulations for the Import and Export of Industrial Waste (the Management Regulations) as well as the Waste Import and Export Permit Review Guidelines to bring suggestions to the revision of the Management Regulations. The revision of the Management Regulations has been completed and publicized on March 31, 2018. The project also assisted the announcement of the revised Industrial Wastes Required as Materials for Industrial Use on March 31 and October 4 of 2018.
(2)The project compiled international policies and regulations regarding waste transboundary management from Basel Convention, European Union (including Belgium), OECD, Japan, Korea and mainland China for studies and comparisons to our national management systems. The project also did analysis of the impact on receiving countries from restricting export of hazardous waste; as well as analysis of the impact on our nation due to the Chinese government’s ban on importing waste from foreign countries. And completed five expert meetings.
(3)The project has fulfilled the requirement to participate in the Open-ended Working Group (OEWG) - Basel Convention by a delegation of 3 people from August 31 to September 8, 2018, to collect information regarding technical guidelines on electrical and electronic waste transboundary management – classification of waste materials and non-waste materials, marine plastic garbage and plastic chips, 2020-2021 OEWG agenda. The delegation also learned information regarding waste plastic and paper importation management from other countries to provide for our management reference. In addition, the project continues the maintenance work on our Chinese and English bilingual website to provide updated information on Basel Convention.
(4)Data were collected on materials required for industrial use from the custom clearance system regarding verification and approval for environmental related business, to conduct the analysis on tracking the flow of materials required for industrial use and the import/export organizations. Three workshops were given to the public in November of 2018 to provide updated information on waste import and export regulations.
(5)The project also assisted reviews for applications of hazardous industrial waste export (import) according to the Waste Import and Export Permit Review Guidelines to provide suggestions for the appropriateness of the review process.
