化學物質分級評估與關注化學物質先期管理專案工作計畫

中文摘要 完善的化學物質安全管理制度與法規是先進國家發展指標之一,本計畫參照「國際化學品管理策略方針」(UN Strategic Approach to International Chemicals Management, SAICM)及我國「國家化學物質管理政策綱領」推動相關工作。 本團隊經由研析歐盟、美國、加拿大、日本、韓國及澳洲等國之化學物質優先評估作業程序及關鍵指標,最終參考美國有毒物質控制法案(Frank R. Lautenberg Chemical Safety for the 21st Century Act, LCSA)評估原則,規劃提出符合我國化學物質管理需求之優先評估作業程序,產出優先評估清單共計270種。另外,為檢視優先評估作業流程之妥適性,已將產出之優先評估清單予以分類,並篩選出6種物質進行優先評估程序妥適性驗證,驗證結果尚屬適切,符合管理需求。 配合「毒性及關注化學物質管理法」之修正公布,依新增關注化學物質之定義,提出3,000種關注化學物質建議討論清單,再擇定500種優先辦理資料清查,清查內容包含有物質基本特性、危害性及毒理資料說明、國內運作狀況、國內外管制現況等,本計畫共計提交完成500種物質檔案。 在民生議題關注化學物質的群組討論中,「爆裂先驅物質」已明確掌握高爆藥、低爆藥、硝油炸藥及過氧化物炸藥原料之建議管制濃度,共篩選出11種物質優先考慮列管;「毒品先驅物質」已釐清製成甲基安非他命及其他相關毒品之主成分、溶劑及催化劑,共篩選出7種物質優先考量列管; 「食安疑慮物質」已推估各物質發生食安事件較可能之供應鏈落點及誤用、濫用之用途,共篩選出9種物質優先考慮列管;「兒童安全關注物質」已說明目前國際上兒童產品安全法案之產品明細及國內相關兒童用品未來應與應施檢驗共同考量之化學物質;「易致災物質」採邀請委員以書面審查方式給予專業意見,共篩選出32個物質未來持續關注及討論。另外,笑氣將規劃公告為關注化學物質,管制面雖予以強化,但仍須仰賴各部會彼此配合,並藉由聯合稽查作業,降低笑氣濫用情形。 本計畫配合化學局行政實務及關注化學物質管理方式研擬需求,已完成辦理1場次國際交流訓練會議、20場次專家學者諮商會議、3場次部會研商會議及完成超過50家次之現地訪查。另外,優先以民生議題中之爆裂先驅物質及毒品先驅物質為例,撰寫關注化學物質運作管理事項草案及公告附表之內容。

The Project of Chemical Substances Hierarchical Evaluation and Preliminary Management for Concerned-Chemical Substances

英文摘要 Comprehensive chemical substances safety management systems and regulations are development indicators for advanced countries. Referring to UN’s Strategic Approach to International Chemicals Management (SAICM) and our Policy Framework for National Chemicals Management, this project has pushed forward relevant tasks for Taiwan’s toxic chemical management. This project analyzed the chemical substance priority evaluation procedure and key indicators of the European Union, the United States, Canada, Japan, South Korea and Australia. Using the U.S. Frank R. Lautenberg Chemical Safety for the 21st Century Act (LCSA) as a template, we proposed a priority evaluation principle for chemical substance and a list of 270 priority chemicals. Additionally, we selected 6 pilot substances to check the procedure’s sufficiency. The result showed the procedure is valid and meets the management requirement. In accordance with the amended definitions in the Toxic and Concerned Chemical Substances Control Act, 3,000 concerned chemicals were proposed for reevaluation and 500 of them were selected as top priority. These top priority chemicals were thoroughly studied for their basic chemical property, harmfulness, mechanism, domestic transportation means, and current domestic and international control measures. 500 of these studies were completed. For civil safety issues, suggested controlled concentration were advised for high explosives, low explosives, and ammonium nitrate fuel oil (ANFO) and triacetone triperoxide (TATP) concerning “Improvised Explosive Substances;” 11 chemicals were chosen as priority concerns. As for drug precursor chemicals, we have identified the main substance, solvent, and catalyst used for making N-methylamphetamine and other relevant drugs; 7 chemicals were chosen as priority concerns. For “chemical adulteration of food,” we have performed comprehensive studies on possible supply chain and misuse of probable toxic chemicals; 9 chemicals were chosen as priority concerns. Concerning chemicals of high concern to children (CHCC), we have exhibited a list of child product that needs to follow international child product safety regulations and suggested a list of chemicals that needs to be examined in child products for further consideration in the future. As of “substances requiring preparation for accidents,” we invited an advisory group to provide professional opinions and co-selected 32 substances for future attention and discussion. In addition, nitrous oxide has been announced to be a concerned chemical substance. Although the management framework has been fortified, cross-department collaboration such as joint inspection is still needed to abate its abuse. In assistance of the Toxic and Chemical Substances Bureau, this project had held one international training meeting, 20 expert advisory meetings, 3 department-wide discussion meetings, and 50 site visits. Additionally, concerning the livelihood issues, we will prioritize Improvised Explosive Devices (IEDs) as an example to daft a management manual and its appendix.
