107-109年度桃園市農地土壤污染控制場址適當措施改善計畫(第3期之3-2)污染改善工作-桃園大圳第三、四支線等灌區(丙)及後續擴充

中文摘要 本計畫預定執行改善範疇共計174筆列管農地,面積約22.7286公頃,排土量為9,207公噸,其中157筆已於前期計畫完成調查,尚餘17筆農地須於本計畫執行細密調查作業。經本團隊查證相關報告等資料,發現部分坵塊已完成改善待解列、自行改善及重複公告等情形,經四次契約變更後,目前實際執行有169筆農地(22.1699公頃,排土量為9,232.5公噸)及1筆農地(約0.0139公頃)經更正整治目標後僅執行細密調查。其主要公告污染物為重金屬「銅(Cu)」,其次為「鋅(Zn)」及「鎘(Cd)」,其中有75筆農地(12.204公頃)以耕犁法進行污染整治,而94筆農地(約9.9659公頃)以挖除法進行污染整治,上述透過本計畫執行污染改善作業,俾能解除列管。依合約內容於107年8月1日開始執行計畫,至109年6月20日止執行成果為(1)完成17筆農地細密調查作業;(2)完成169筆(約22.1699公頃)農地坵塊地上物清除及污染改善作業;(3)污染土方離場總計8,772.10公噸;(4)客土進場總計8,808.93公噸 ;(5)通過169筆農地(約22.1699公頃)自行驗證及監督驗證並完成地力回復作業及取得完工地主同意書;(6)協助彙整170筆列管農地場址(約22.1838公頃)解除列管申請文件資料。

英文摘要 The project was aimed to remediate 174 numbers of restricted farmlands with a total area of around 22.1699 hectares. The amount of soil discharged from these farmlands was around 9,207 tons. Among them, the investigations of 157 numbers of the restricted farmland sites were finished based on the previous project, and still, 17 numbers of restricted farmland cases have been ongoing in the current project. In our team works, we found that some of the restricted sites were completed remediation, and lifted the site restriction. After the four times contract modification, the total numbers of the restricted site that needed to be remediated were 169 (the area of restricted farmlands were 22.1699 hectares, the soils discharged were 9,232.5 tons) and 1 site for investigation. The heavy metal species that cause farmland contamination was mainly Copper (Cu), followed by Zinc (Zn) and Cadmium (Cd). There were 75 numbers of restricted farmlands (around 12.204 hectares) that were remediated by soil dilution method, 94 numbers of restricted farmlands were remediated by soil excavation method with clean soil backfilled, and one site (0.0139 hectares) did not need to be remediated as the site was not for agriculture use. According to the contract, the project began in August 1st, 2018 and ended on June 20, 2020, and the achievements included (1) conforming the degree of heavy metal pollution in 17 numbers of farmlands, (2) finishing 169 numbers (22.1699 hectares) of farmlands ground clearance and remediation, (3) discharging 8,772.10 tons of polluted soil, (4) importing 8,808.93 tons of clean soils, (5) completing the verification of 169 numbers (22.1699 hectares) and finishing the fertilization of remediated farmlands and obtaining the consent form of completion from landholders, (6) summiting the lifted restricted farmland application for 170 (22.1838 hectares) numbers of restricted farmlands sites.
