107-109年度桃園市農地土壤污壤改善控場址適當措施改善計畫(第3期之3-2)污染改善工作-桃園大圳第三、第四支線等灌區(甲)

中文摘要   本計畫主要目的為針對桃園市農地土壤污染之控制場址,藉由挖除法及耕犁法進行土壤污染改善工作,俾能解除列管。計畫範圍包含大園區及蘆竹區2個行政區總計200筆坵塊,計畫開始時依合約內容於107年8月24日提送工作計畫書並於107年10月5日經環保局核備據以實施,於109年7月20日止已完成之內容包含:(一)200筆坵塊資料收集與現勘,其中11筆坵塊完成污染細密調查;(二)土壤離場處置計畫書108年1月25日提送修正二版進行審查並於108年3月14日經環保局核備據以實施;(三) 完成1場次農民地主說明會;(四)107筆坵塊完成TCLP採樣檢測作業,皆未超過事業廢棄物標準;(五)肥力分析共完成改善前3個土系(3個樣品)採樣及分析,將依改善前後之肥力差值進行肥料添加或發放予農民地主;(六)200筆坵塊完成改善前地力、高程量測業;(七)污染改善完成25.4005公頃(200筆坵塊),已知驗證結果部份,其中25.4005公頃(200坵塊)通過自行驗證;其中25.4005公頃(200坵塊)通過外部驗證。(八)第三次查核點面積為25.4005公頃(總坵塊面積100%),本計畫目前通過監督驗證25.4005公頃(總坵塊面積100 %),已達到第三次查核點目標。

107-109 Farmland Soil Pollution Control Sites Appropriate Measures Improvement Plan (No. 3-3-2) in Taoyuan City-Taoyuan Canal 3rd and4 th Extension Canal and Other Irrigation District (A)

英文摘要   This project aimed to improve the heavy metal polluted restricted farmlands in Taoyuan. Remediation of the polluted farmland including soil exchange method and soil dilution method, and the former was mainly one. Aforementioned 200 farmlands were located in Dayuan district and Luzhu District. By the end of this project, tasks that were finished included (1) submitting a work plan, off-site treatment plan, monthly performance reports, daily activity logs, and progress reports, (2) holding discussions for farmers and landholders, (3) re-confirming the degree of heavy metal pollution of farmlands, (4) carrying site remediation by soil exchange and dilution method, self-verification, third-party-verification, fertilization, and finally (5) lifting site restriction. All work was conducted according to the contract. Besides, Taoyuan City Environment Protection Department (TYEPB) also held discussions at regular intervals to know well the work. Moreover, to avoid abnormal use of the restricted farmlands, we went around and inspected once two month.   The achievements of this project included (1) re-confirming the degree of heavy metal pollution on 198 polluted farmlands. (2) holding 1 terms of discussions for farmers and landholders. (3) submitting off-site treatment plan. (4) analyzing soil fertility for 200 farmlands. (5) environmental monitoring from fourth quarter of 2018 to first quarter of 2020. (6) carrying site remediation on 200 numbers (25.4005 hectares) by soil exchange and dilution method. (7) passing self-verification, third-party-verification for 200 numbers of farmlands. (8) recovering soil fertility for 200 numbers of farmlands.
