107年度臺南市逸散源降污防塵暨空品不良應變 加強洗掃計畫

中文摘要 本計畫執行初期為因應中元節慶期間,配合推動紙錢減量、集中載運措施及源頭減量以功代金,期間辦理6場次集合式大樓夜間協商會,委託電台於8月22日至8月31日播放跑馬燈宣導。8月22日至9月9日2家次廣播電台,並完成1場次以功代金分享交流會。亦同時配合環保署排放管制-民俗問卷調查,進行384位民眾使用金紙與香支焚燒習慣,及317座寺廟信徒燃香數、金紙清運等抽樣調查,問卷中有9間寺廟金紙集中載運628.57公噸,占全市寺廟載運總量的72.3%,今年度全市仍維持72間寺廟配合載運,前三大為玉皇宮、大天后宮、開基武廟,玉皇宮清運309次,清運量541.99公噸,佔總量868.91公噸的62.4%。調查317座寺廟中有32座裝設空污防制設施金爐,其裝設比例與去年全台南市寺廟裝設金爐防制設備比例相同。另結合官田生物炭園區成品菱殼炭,與嘉藥大學楊奇儒老師合作研發製成低污染拜香-菱炭香,共製作350斤菱炭香提供給寺廟、宗教禮儀協會等使用,換算可削減2.48公斤懸浮微粒,同時發給5間寺廟試用,並配合環保局檢驗抽測3支菱炭香。抽測結果每支香重量小於1.1g,懸浮微粒排放係數30.93±1.01 mg/g,與103年抽測市售12款拜香均值43.75±1.20 mg/g懸浮微粒排放係數相差約30%;懸浮微粒排放係數29.36±1.54mg/支,懸浮微粒產生率0.45±0.03 mg/min皆符合計畫抽樣標準。 前沖式及後灑式水車改裝各10台,改裝前沖式水車洗街共1,179.6公里,其中6處前沖式工地水車配合農耕道路洗街732公里,依環保署削減量係數計算,消減TSP 16.27公噸、PM10 30.7公噸及PM2.5 0.71公噸。並針對改裝水車洗掃路段進行10點次街塵負荷,採樣檢測結果工地洗街前後平均坋土去除率81%,洗街效率平均為84%。10處工地皆符合改裝檢驗標準洗街效率達>70%以上,其中5處工地由街塵負荷B級提升至A級,3處C級提升至B級及2處由C級提升至A級,大幅改善道路髒污之成效。 農廢再利用推廣與露天燃燒管制方面,已巡查六甲區柳橙果樹及麻豆區柚木修枝3,815公頃,發現4處露天燃燒柚木樹枝樹葉。此外,於二期稻作好發前辦理完成7場次農廢再利用宣導說明會,及1場次農耕髒污協商會。期間並配合「環保署農業廢棄物露天燃燒管理資訊系統」露天燃燒巡查25件起火點巡查及現勘照片,統計多為燒雜草及私人民宅,後續以地籍圖資進行地主登門拜訪。進入秋冬空品期間前,辦理1場次UAV跨科室(水毒、空噪、稽查及土污科)分工稽查演練說明會,整合環保局UAV執行機查量能,在11月1日執行1場次戶外演練。同時偕同南部六縣市進行區域聯防辦理1場次記者會,一併模擬雲嘉南高空品二分之一達紅害等級(AQI>150),通報、出動空拍稽查,在永康科工區陸空聯合稽查337公頃涵蓋17處工地、9處工廠及4處裸露地。配合南部六縣市1/2空品測站達紅害等級AQI>150,執行5次UAV飛鷹計畫共巡查200.68公頃營建工地、農地、河堤護岸,無發現揚塵或露燃之情事。另配合發佈2則空品不良UAV執行新聞稿,提醒工地加強工地揚塵管理及農民勿露燃行為。在機具洗街作業執行,10~12月完成12,080公里洗掃,除加強人工測站周邊洗掃,亦涵蓋後壁、白河、柳營、下營及新營等農耕好發路段。 11月底在柳營區太康里五營區及東山區木柵里田間收運打包稻草載運約30.6公頃,平均一分地收成約30顆稻草,計畫約收運10,000顆稻草球,協助載運露燃好發區之稻草等同於減少180公噸稻草露天燃燒,根據TEDS 9.0排放係數估算,削減PM10 1.27公噸、PM2.5 1.15公噸、NOx 1.04公噸、SOx 0.22公噸及NMHC 0.16公噸。加工編織15公頃稻草蓆,去化管道為媒合市政工程之裸露地覆蓋,PM10削減2.65公噸、PM2.5削減1.07公噸,稻草蓆約6個月後經日曬雨淋將自然腐化。另12月17日於西港區檨林里胡麻桿種植農民收運5公噸胡麻桿,相當於7~8分地的胡麻桿,大約2,500綑胡麻桿,並結合官田生物炭設備系統園區燒製成胡麻梗生物炭,5公噸胡麻桿(濕重)燒製生物炭,成炭量約250公斤成炭率低,運用水質淨化、動物飼料添加等運用。

英文摘要 The initial project is to promot the policies named “Reduction of Joss Paper”, “Concentrated Burning of Joss Paper”, and “Donating-replace-joss paper” during the Ghost Festival. We also held six consultations about donating-replace-joss and concentrated burning of joss paper in the different condominium, and 10 lists of marquees and radio broadcasting from Aug. 22 to Aug. 31, 2018. We made questionnaires by visiting 317 temples and 384 worshipper and collected the basic materials for air pollution emission management of EPA. Among 9 temples contributed 628.57 tons on the centrated burning of joss paper, occupied 72.3% of temples in Tainan. The centrated burning of joss paper maintain 72 temples which is the same as last year. The top three temples of the centrated burning of joss paper are Kai Ji Yu Huang Temple, Grang Matsu Temple, and Kai Ji Wu Temple, respectively.The Kai Ji Yu Huang Temple applied for the centrated burning of joss paper 309 times and 541.99 tons. There was 868.91 tons of joss papers in concentrated-burning joss paper, and total percentage was at 62.4%. The 317 temples was investigated, and 32 temples possessed air pollution control equipments. The installation rate (10%) is the same as the past surveys. In order to decrease the air pollution of incenses, we are cooperation with Professor Yang, Chi-Ru who researched and developed the incenses made with the water caltrop shell, which totally produced 350 catty of air pollution for incenses. He also provides the incenses to 5 temples and some of religious organizations used for free. In accordance with regulations, sampling three incenses by random detection to calculated the 350 catty of air pollution for incenses could reduce 2.48 kg of airborne particulates. The results of the incenses detection, the weight of every single incense is less than 1.1g, and particulate matter of emission factor is 30.93±1.01 mg/g that compared with 43.75±1.20 mg/g which EPB detected 12 source of incenses from commercially available in 2014 is less 30% incense smoke. The particulate matter emission factor is 29.36±1.54mg per incense and particulate matter production rate is 0.45±0.03 mg/min, it’s all in compliance with the EPB’s request standard. It requested that sprinkler truck should be equipped with the device of ahead sprinklers and behind sprinklers for each 10 trucks. The modification of ahead sprinklers trucks have done 1,179.6km. The six construction which including swapping the stree dust approximately 732km. Accroding to the EPA emission factor and calculation, decreasing TSP(Total Suspended Particulate) 16.27 ton, PM10 30.7 ton, PM2.5 0.71 ton. Furthermore, the project conducted the 10 times of road dust with silt loading detections. As the result the road dust detection before and after, the average removal rate is 81% and the average street flushing efficiency is 84%. The 10 construtions of street flushing efficiency are all above 70%, and all of them are in conformity with inspection standard. The road dust of 5 construtions are from B grade to A grade, 3 construtions are from C grade to B grade, and 2 construtions are from C grade to A grade. Through the street flushing has significantly improved. In agriculture waste reused promotion and open burning management, inspector has been inspected the oranges fruit tree in Lioujia dist and pomelo tree in Masou dist 3,815 hectare. There have found the opening burning about burning leaves and wood in 4 sites. Besides, the project completed 7 sessions of agriculture waste reused consultations and 1 session agriculture lead to road dirty negostion. The project also has inspected 25 open burning spots which observed from website called “Environmental Protection Administration agriculture waste open burning management information system”. Analysed the cases that showed most of case have been burned weeds in the patio. After the inspection, inspector met the owner to give the policy announcement. Before enter the perid of autimn and winter with poor air quality, the project hold the actual drill for UAV(unmanned aerial vehicle) parctict with four section including water and toxicant control section, air and noise control section, inspection section, and soil pollution control section on Novemeber 1th. At the same time, Tainan EPB held the press conference that cooperated with six cities in the southern Taiwan. Using the drones to collabrate and inspect, it is 337 hactares, including 17 site of constructions, 9 site of factors and 4 exposure area, in Yongkang Science and Technology District. When AQI (air quality index) of >150 has over 1/2 air quality station in the southern Taiwan of six cities, and conduct five times with the UAV program. Totally inspected 200.68 hactare within constructions, agricultural lands, river embankment, and we did not found any burning events in public. Moreover, the project published two news that related with constructions to prevent dust from happen and keep the farmer from burning the agricultural wastes. In Street Sweeping and Washing, we completed 12,080 km by October to the end of December. We were focused on the air quality of monitoring artificial station with houbi district, baihe district, liouying district, siaying district, and xinying district, which were easily caused dirty by agricultural machines. Near the end of November, we were packaged 30.6 hacter of rice straw in liouying district and dongshan district. Average 25 points of lands have 30 rice straw balls.The preject has collected around 10,000 rice straw balls. Assiting the rice straw were equalled by carrying, which mean redue 180 tons straw of burning in public. According to the estimated TEDS9.0 emission factor. We will reduce PM10 1.27 ton, PM2.5 1.15 ton, NOx 1.04 ton, SOx 0.22 ton and NMHC 0.16 ton, respectively.
