The task team implemented the “The Action Project Plan on Enhancement of Resource Recycling of Pingtung County in 2018” and the implementation period is from April 27 to December 31, 2018. The results of final report are counted until December 3, 2018. As of the date, all tasks have been completed in accordance with the prescribed schedule. The implementation results of the plan are summarized as follows:
I. Counseling garbage reduction and resource recycling in the special festival activities
A. Complete the promotion of resource recycling and garbage reduction activities in combination with the Donggang Township Yingwang Festival.
B. Complete the "Building a Resource Recycling Radical Troops."
C. Complete the map layout of resource recycling stations and their GPS positioning with google map the Donggang Township Yingwang Festival, the Nanzhou Township Yingwang Festival and the Liouciou Township Yingwang Festival.
D. Promote the restaurant operators, franchise beverage shops, fast food restaurants and franchise convenience stores to provide customers bringing with self-provided environmental friendly tableware or green cups to enjoy preferential activities. The participating stores are 8 in the Donggang Township, 3 in the Nanzhou Township and 7 in the Ryukyu Township. There were 18 stores with a total of 2,550 people attending this activity.
E. The 310 copies of the survey results of public opinion and satisfaction questionnaires for special festivals were completed.
F. Complete 3 promotion redemption activities of resource recycling materials for advocacy goods. During each of the three major festivals, 300 copies were redeemed. Each person was limited to 2 copies with a total of 829 people redeeming for 900 copies of advocacy goods.
G. Complete the planning of promotion methods for the resource recycling and garbage reduction in the Yingwang Festivals in Pingtung County.
(A) Conduct 3 meetings of the organizer's garbage classification and resource recycling counseling seminar.
(B) Manage the Fans Group of Facebook to cooperate with the resource recycling action sweepstakes to send a total of 1000 copies of advocacy goods with King’s features.
(C) Handle 3 sessions of resource recycling promotion and community garbage classification seminar during the King's Temple Festival.
(D) Complete 573 resource recycling media promotion work.
(E) Analyze the results of above-mentioned action mechanism on promotion of handling the waste reduction and resource recycling of the Yingwang Festival in Pingtung County. The resource recycling amounts of 45.5%, 200% and 61% were increased in the Donggang Township Yingwang Festival, the Nanzhou Township Yingwang Festival and the Liouciou Township Yingwang Festival, respectively.
II. Counseling, promotion and improvement of the village resource recycling station
A. Complete 188 on-site counseling tasks in 35 village resource recycling stations.
B. Counseling and mastering the resource recycling stations in each village to complete the on-line login the resource recycling amounts before the 5th of every month to the “Village Resource Recycling System” of the Environmental Protection Bureau, Pingtung County Government.
C. Handling 3 sessions on setup promotion and education training of the village resource recycling station.
D. The 35 village recycling stations have set a waste battery recycling day, and the waste battery recycling amount reached 144 kg.
E. Counsel the 35 village resource recycling stations to establish a recycling network for every household collection point, and to integrate a total of 899 households. The demonstration village is the Houlin Village of Wandan Township and Fenggang Village of Fangshan Township.
F. Complete 6 sessions of garbage reduction and resource recycling seminar.
III. Enhancement of the resource recycling tasks in the area of off-shore island
A. Assign a stationed personnel to assist with the tasks of advocacy, classification, inspection and local communication.
B. Improve the effectiveness of recycling and clearing work.
(A) Implement the forcible garbage classification and bag breaking inspection operations for 200 organizations with a total of 203 bags. Among them, 166 organizations, a total of 166 bags qualified with a pass rate of 83% and a failure rate of 17%.
(B) Execute the patrol and counseling task of 210 homestay owners, of which 47 owners did not have sufficient labels or the labels have fallen off and completed the label improvement after the on-site counseling. Among them, 30 owners did not set up the resource recycling facilities, and had completed the provision of resource recycling facilities.
(C) Conduct a survey of the current status of resources recycling facility at the sightseeing spots of the Liouciou Township once a month, and has completed the implementation of the classification label update and maintenance.
(D) Complete the poster designed to maintain the ecological and environmental concept of “Sea Turtles Not Eating Plastics” for the resources recycling advocacy.
(E) Assist the planning of cargo transport of resource materials in the Liouciou Township. From January to November of 2018, a total of 488,577 kg of resource materials were transferred.
(F) Counsel 13 food and beverage stores and well sold snack bars to upgrade their environmental protection action for the use of environmental friendly tableware throughout the store, and follow-up counseling will continue to promote the work.
(G) Promote the hotel (homestay) not to provide toiletries or self-provided toiletries to enjoy discounts and to increase the number of environmental-friendly hotels and reduce the amount of garbage generated. Two hundred and ten interviews were conducted and 11 hotels provide the benefits for the tourists with self-provided toiletries. One hundred and thirty hotels do not actively provide the toiletries to the tourists.
(H) Complete 3 activities of "Little Island Without Worries - Good Resource Recycling for Bag Relay."
(I) An annual contract issued by the Environmental Protection Bureau of Pingtung County to entrust a resource recycler to carry out the operation of clearing and transporting the resource materials of the off-shore island, Liouciou Township. A staff of the project was stationed in the Liouciou Township to each time supervise the recycler cleans up the resource materials, the results of the supervision are in line with the regulations this year.
