屏東縣107年度資源回收工作計畫

中文摘要 本工作團隊執行「屏東縣107年度資源回收工作計畫」,本縣資源回收率至107年10月份為止,回收率為43.9%,較106年48.1%降低4.2%,主要為垃圾量增加之因素。平均每人每日資源回收量方面,107年至10月份為止,較106年度增加0.07kg/人-日,此也顯示本計畫推動執行機關資源回收之成效。本年度截至11月29日為止,計畫各項工作內容均已完成,執行成果摘要如下列說明: 一、資源回收體系查核工作 1.辦理資源回收責任業者重點管理稽查取締工作,本年度共計執行819件次之查核工作,46件違規,違規比例為5.6%。 2.辦理應設置資源回收設施13大行業販賣業者稽查取締工作(電子電器販賣業除外),總計完成269家次,其中有55家次不符合規定,現場均已完成輔導改善。 3.辦理廢四機回收制度中之販賣業者管理稽查與輔導計79家,有28家次不符合規定,現場均完成輔導改善。 4.回收處理業總計執行70家275家次查核作業。 二、協助推動機關、學校、團體辦理資源回收工作,完成266個機關、學校及社區查核輔導。 三、執行廢機動車輛回收清除貯存作業及廢車回收業分級管理 完成查報662輛次,在廢車回收業分級管理,有5家獲得金牌獎,5家獲得銀牌獎。 四、提升資源回收率工作 1.優先執行106年度回收率低之5鄉鎮進行輔導,其中萬丹鄉、南州鄉、林邊鄉及枋寮鄉,107年4-10月回收率均較107年1-3月提高,分別提高5.34%、6.73%、14.9%、6.08%,另九如鄉雖為降低狀態,但較106年度回收率提升7.9%。 2.推動84場農藥廢容器回收活動;參與人數計2201人;農藥廢容器回收量計5054公斤。 3.完成執行5 處資源回收站形象改造施工,輔導計27 名個體業者進入社區服務。 4.完成訂定107年度各執行機關目標回收率工作。 5.完成辦理 4 場次漁港宣導活動。 6.完成執行輔導餐飲業者設置免洗餐具資源回收設施及回收免洗餐具計397家432家次輔導作業,本年度輔導之業者均能夠配合改善。 五、辦理各項宣導說明會、觀摩活動及執行教育、宣導活動 1.本年度協助輔導鄉鎮市公所辦理清潔隊員在職教育訓練,統計至11/29為止,總計辦理14場,參與人數為684人次。 2.於5/28、8/17、9/28完成辦理3場次資源回收業務交流檢討及業務人員教育訓練。 3.完成辦理40 場次資源回收宣導活動及說明會。 4.結合墾丁音樂季活動期間完成辦理2018墾丁音樂季「資源循環 幸福南國」資源回收宣導活動,並提出相關成果報告。 5.完成1286 則資源回收媒體宣導工作。 6.本計畫以延續性及有續航力為原則,執行二項資源回收宣導創新作法,包括「袋來不塑客!」及「LINE @資收蟻軍團」。 7.結合節慶、地方特色之辦理3場大型資源回收創意宣導活動,有效提升民眾響應資源回收政策意願。

Resource Recycling Work Plan of Pingtung County in 2018

英文摘要 The work team implemented the "Resource Recycling Work Plan of Pingtung County in 2018." The resource recycling rate of Pingtung County was 43.9% as of October, 2018, which was 4.2% lower than the 48.1% in 2017, mainly due to the increase in waste volume. The average daily resource recycling amount per person, as of October, 2018, increased by 0.07 kg/person-day compared with 2017, which also showed the effectiveness of the project to promote the resource recycling by the executive authorities. As of November 29, 2018, all the task items of the project have been completed, and the summary of the implementation results is as follows: I. Inspection task of the resource recycling system A. Conducting the key management inspection and banning task of resource recycling operators. In the current year, a total of 819 inspections were performed, and 46 violations were made. The proportion of violations was 5.6%. B. Inspection and banning task of the 13 major industry vendors who should be set up the resource recycling facilities (except for electronic and electrical appliance vendors). A total of 269 inspections were completed, 55 of which did not meet the requirements, and all were improved on the spot after the counseling. C. For the waste four-machine recycling system, 79 management inspections and counseling programs were conducted, and 28 cases were not in compliance with the regulations. They all completed the improvements on the spot after counseling. D. A total of 70 business or 275 inspections was carried out to the recycling treatment industry. II. Assisting agencies, schools, and organizations in handling resource recycling tasks and completing inspection and counseling tasks for 266 agencies, schools, and community III. Implementation of waste motor vehicle recycling and storage operations and waste recycling industry management classification system Inspection and reporting 662 times of vehicles has been completed. For the management classification system of the scrap car recycling industry, 5 won the gold medal and 5 won the silver medal. IV. Improvement of resource recycling rate task A. Implementation priority is given to the 5 townships with low resource recycling rate in 2017. Among them, Wandan, Nanzhou, Linbian, and Qixiang Township, the resource recycling rates between April and October of 2018 were higher than those between January and March of 2018. An increase of respective 5.34%, 6.73%, 14.9%, and 6.08% was achieved. While the resource recycling rate of Jiuru townships was in lowering state in 2018, but increased by 7.9% compared with 2017. B. Promotion of 84 campaigns on the recycling of pesticide waste containers, the number of participants was 2,201, and the recycling amount of pesticide waste containers was 5,054 kg. C. Complete the implementation of the construction on image transformation of 5 resource recycling stations, and counseling 27 individual operators to enter the community for resource recycling service. D. Complete the task for the target resource recycling rate of each implementing agency in 2018. E. Complete 4 promotion activities of fishing port. F. Complete the implementation on counseling of 397 catering industry or 432 cases to set up a disposable tableware resource recycling facility and recycling the disposable tableware. All the industry was able to cooperate and improve after counseling. V. Handling various promotion seminars and observation activities, and implementing education and promotion activities A. Assist the counseling on the incumbent education of cleaning team member of the township and municipal government offices. A total of 14 sessions and 684 participants was counted until November 29, 2018. B. Complete 3 sessions on opinion exchanges of resource recycling business and in-charge personnel training on 28 of May, 17 of August, 28 of September in 2018. C. Complete 40 sessions of resource recycling activities and seminars. D. In conjunction with the Kenting Music Season, complete the 2018 “Resource Recycling and Happy Southland” resource recycling promotion activity and submit the report. E. Complete the task of 1286 resource recycling promotions on media. F. Based on the principle of continuity and sustainability, two innovative promotion approaches were implemented on resource recycling in this project including “No Plastic Bags!” and “LINE @ resource recycling Ant Legion.” G. Combine the festival and local features to handle 3 large-scale resource recycling creative promotion activities, effectively enhance the public's willingness to respond to the resource recycling policies.
