107 年「柴油車動力計排煙檢測及非法油品檢測計畫」
中文摘要 | 臺中市政府環境保護局為維護國民健康、生活環境,提高生活品質,針對柴油車輛加強管制,減少移動污染源,以達到清淨環境之目標。 爲了降低臺中市柴油車輛排放黑煙對空氣品質影響,臺中市政府環境保護局持續推動「柴油車動力計排煙檢測及非法油品檢測計畫」,執行柴油車輛排煙檢測、油品管制及相關工作。以管制黑煙排放與查緝非法油品為本年度執行重點,執行項目包括動力計排煙檢測、路邊攔檢排煙檢測、目判高污染車輛及油品管制等工作,配合臺中港區之管制、柴油車自主管理、車牌辨識系統及保檢合一推廣說明會等。 本計畫以轄區內柴油車排煙檢測站之動力計全負載排煙檢測,共檢測7,498輛次,不合格287輛次,不合格率3.8%;路攔無負載檢測984輛次,不合格輛次為194輛次,不合格率19.7%;目測判煙通知到檢2,013輛次;油品抽測送驗樣品數共200,含硫量180件,芳香烴20件。 為有效管制港區黑煙排放,於港區設置3套車牌辨識系統,加強納管港區車輛,並每月執行港區目判2次以上及路邊攔檢3次。 為鼓勵轄區內客貨運業者、清潔車輛及校車定期保養維護及到站檢驗,推動自主管理及保檢和一制度,並發行柴油車自主管理通行證。在自主管理發證方面,107年自主管理通行證共計核發5,227張,在各級別發證比例方面, A1取得比例有逐年增加之趨勢,103年為47.5%,至107年12月已增加至69.2%,107年辦理7場次之保養廠現場評鑑,通過評鑑之保養廠所維修保養之已加入自主管理車隊車輛可直接申請場站無負載檢測,經檢測合格即可直接核發自主管理分級標章,逐步建立與落實「保養為主,檢驗為輔」之保檢合一制度與精神。 | ||

2018 Project of Taichung City on Inspections of Diesel Vehicle Emission and Illegal Diesel Oil
英文摘要 | To safely guard residence health, protect living surroundings and improve the life quality, Environmental Protection Bureau of Taichung City strengthens the control of diesel vehicle emissions to reduce mobile pollution sources to achieve clean environment. In order to lessen the impact of black smoke emission from diesel vehicles on the air quality, Environmental Protection Bureau of Taichung City Government continue the project of "Inspections of Diesel Vehicle Emission and Illegal Diesel Oil" to conduct the quality control of diesel vehicle emission, diesel oil and associated works. The reduction of black smoke emissions from diesel vehicles and the management of illegal diesel oil are the focus of this year. The working items include smoke emission dynamometer inspection, roadside inspection, visual inspection of high-pollution vehicles and illegal oil inspection, associated with the Taichung Harbor control project, self-management of diesel vehicles, license plate recognition system, and vehicle emissions inspection & maintenance (I/M) program. The testing results indicate that 287 of 7,498 vehicles (3.8%) failed under full-load smoke emission inspection in the smoke emission dynamometer station; 144 of 810 vehicles (19.7%) failed in road inspection/no-load inspection station. The number of diesel vehicle notified to dynamometer station under visual inspection was 2,013. The sampling tests of diesel oil were 200 including180of sulfur content and 20 of aromatics. In order to control black smoke emission from diesel vehicles, three sets of license plate recognition system were constructed. The project conducted at least 3 times of visual inspection, 2 times of roadside inspection for diesel vehicles and 3 times of visual inspection for cargoes each month. To encourage the cargo industries, clean vehicles and school bus in Taichung City conducting regular maintenance and inspection, a system of self-management and maintenance and inspection program are recommended and issues the permit of diesel vehicles. In terms of self-management and issuance of certificates, a total of 5,227 self-administered passes were issued in 107 years. In terms of the proportion of certificates issued at various levels, the proportion of A1 has increased year by year, from 47.5% in 103 years to 69.2% in October 2007.
