The project is “2018 Tainan City’s Construction sites Management and Inspection Project”, which executed from 30 March 2018 to 30 March 2019. During the period, there were 7,923 new construction sites declared the air pollution control fees, collected a total amount of NT$ 255,937,584.The 6,303 cases of completed-contract construction sites with NT$18,413,476 in overpayment refunds NT$ 31,648,928 in total repayment. Besides, 1,091 cases of construction sites were an overdue declaration of air pollution control fees and been added delinquency charges to any amount not paid after the deadline. Over 1,091 cases had been imposed upon interest fee that did not pay within the deadline and over 30 days, a total amount of NT$ 2,063,543. Follow the above construction sites declared the air pollution control fees, which totaled NT$ 308,063,531. In addition, in terms of cloud system usage, the internet applying ratio is 27.5%, the payment notices ratio of internet cloud download is 71.53%, and the overall cloud system usage rate is 99.04%.
In terms of the safety inspections in construction sites, there are 12,151 sites under construction and 9,810 construction sites have been included within the inspecting management, and control rate was 80.73%. With respect to conformity rate 91.81% rached acceptable levels of regulatory compliance construction of the first category was 88.79% and the second was 95.31%. The estimated TSP(total suspended particulate) emission of construction sites was 22,996.76 tons. After through the project’s management, the actual TSP emission downed to 8,353.74 tons, which shows that emission reducing rate was 63.67%.The project conducted the 81 construction sites in total among of 39,040-kilometer street sweeping and washing. Promoting 2,022m2 green construction fence within 17 construction sites and 54 construction sites covered by 358,675m2 straw mats.
In the control of open-burning straw,there were still 58 sites occurred straw open-buring that burned 13.97 hectares. The project’s members assisted to extinguish a fire on 2.14 hectares,and the proportion of burning in total cultivated area was less than 0.1%.Then, the project made “Non-Open-Burning Article” agreement with 253 contracted farmers among 4 rice manufacturing associations, total rice paddy reached 1,132 hectares.However, the project held 5 small-scale public communication activities, and published news ticker and visted 120 chiefs of Village to boradcast. Moreover, the project conducted the barren land investigation and consulting improvement, total of 48.73 hectare, including 22.03 hectare of normal barren land and 26.7 hectare of river barrren lands.
The objective of the plan is to mitigate the emission of air pollutants produced from burning joss paper and incense during Ghost Festival and temples major festival in Tainan. The major way we conducted the policies named “Reduction of Joss Paper” and “Concentrated Burning of Joss Paper”; moreover, the project held 1 division meeting and 5 explanation session,then visited 10 collective housing coordination.Meanwhile, the amount of concentrated-burning joss paper was 575.38 tons, gathered form 594 times. On the other hand, we promoted “Donating-replace-joss paper” project, cooperating with charitable organizations. There were 4,586 people taking part in this project by donating money, contributing approximately NT$ 2,696,271.
