Motorcycle emissions control, exhaust inspection station quality management and the inspection project of the LPG price subsidy program
英文摘要 | The regular motorcycle exhaust inspection system has been implemented for 22 years since initiated in 1996. The key programs of this year included subsidy evaluation of motorcycle exhaust inspection station, station management and equipment certification, drafting pollution control strategies for motorcycles in service. In 2018, about 7.55 million inspected vehicles were eligible to be subsidized in the country with appropriated amount about $600 million. And the overall returned remittance ratio was only 0.04% for the transaction through official E-billing system. Meanwhile the programs also included assistance on the drafting of aggressive strategies for eliminating two-stroke motorcycles. Up to 278,280 old two-stroke motorcycles were eliminated in Taiwan this year, with fulfillment rate of approximately 93%. And the overall inspection rate was 73.3% and the failure rate was 6.2%. After the defective motorcycles were re-inspected and improved, the CO and HC emissions were decreased by 9,560 and 1,106 metric tons respectively. Total 439,664 motorcycles have been eliminated, recycled or scraped under the prompt of this inspection system, and the CO and HC emissions were decreased by 5,973 and 2,004 metric tons respectively. The major tasks of LPG price subsidy review included the approval and appropriation of gas price subsidy, service condition inspection of hybrid-LPG vehicle, market information collection and analysis of hybrid-LPG vehicle, operation and maintenance of LPG price subsidy website and database as well. The price subsidy of 476 stations was reviewed in 2018 and total about $57.88 million were appropriated. Also the service condition of 372 hybrid-LPG vehicles were inspected with professional technicians and experts invited at site for spot check and simple troubleshooting, which helped the vehicle owners to know their vehicle status. In the market, the overall LPG consumption was lower than that of 2017 because the number of registered hybrid-LPG vehicle was decreased. In addition, the changing process of hybrid-LPG vehicle was summarized and the impact of related industries and the public on the cancellation of LPG price subsidy policy was surveyed to provide reference for Environmental Protection Administrations. | ||
