Abstract
The main tasks in this project include to audit un-inspected motorbikes, to increase motorbikes’ exhaust inspection rate, promotion of low-pollution vehicles, management of motorbike exhaust inspection stations, routine maintenance of new and original electric motorbikes recharging stations, handling communication campaign and so on. The statistical data was collected from June 8 to December 31 in 2018 and the preliminary implementation results were showed in table 1.
This project has been completely fulfilled in December, 2018 according to the original plan. It can be clearly seen the reduction and the practical efficiency of decrease of motorbikes’ exhaust inspection rate at 74.6% in 2018 which is 2.5% higher than the rate in 2017. Meanwhile calculating in accordance with the coefficient of correction which was released from Environmental Protection Administration(EPA), the exhaust inspection rate of motorbikes was altered to 91.0% which was the best achievement since implementing motorbikes’ exhaust inspection and was the third time to be higher than the average. The inspection rate of motorbikes in the remote places not only rose by 5.9% compared to the rate in 2017 but also achieved the great improvement. The statistics by December 31, 2018, after being inspected, the number of unqualified motorbikes was 2,058 and the average concentration of HC obviously decreased to 8,562ppm as well as the average concentration of re-inspected results of HC was 3,081ppm. The data from EPA presented the reduction rate of HC in 2018 was 64.01% which was 1.6% higher than the ratio in 2017 and 4% higher than the ratio in 2016.
In this project, we transacted the subsidy of eliminated second-cycle motorbikes and the newly purchased low-pollution vehicles. As of December 31, 2018, 19,172 second-cycle motorbikes of elimination subsidization have been verified and 3,984 vehicles of eliminating second-cycle motorbike as well as purchasing new electric two-wheeler have been accepted. In 2018, the statistic of eliminated second-cycle motorbikes was 14,080. According to the coefficient of correction to calculate the pollution reduction, the TSP has been reduced: 11.88 metric tons, PM10: 8.73 metric tons, PM2.5: 7.08 metric tons, SOx: 0.03 metric tons, NOx: 14.60 metric tons, and THC: 120.62 metric tons.
In the quality control operation of the motorbike exhaust inspection station, all the examination assignment of motorbike exhaust inspection station met the expected schedule. Although there were still some flaw situations, the number of serious flaw issues in motorbike exhaust inspection stations has evidently improved and the number of unqualified stations and flaw decreased 63% compared to the number in 2017. Implementing the audit of motorbike exhaust inspection station with motorbike, which selected from the last inspected recording of vehicles by roadside emission inspection, discovered the flaw situations such like throttling accelerator while inspecting, improper restoration, and inspecting without professional who obtain inspection license. Even though the number of unqualified stations and flaw have decreased, motorbike exhaust inspection stations which have happened flaw need to be strengthened the monitor frequency in order to improve the quality.
Recently, Environmental Protection Bureau of Pingtung Country Government took the initiative in planning Air Quality Clean Zone, thus the exhaust inspection rate of motorbikes accomplished the highest ratio in Xiaoyaoqi and Kenting. The survey of rental trade in Xiaoyaoqi and Kenting demonstrated a higher than 50% improvement of rental low-pollution vehicles in Xiaoyaoqi and the reductive of fuel vehicles in Kenting compared to 2017, that represented the distinct fruitful result of popularizing low-pollution vehicles.
In the high-pollution vehicle propagating catheter system, after the acceptance of the high-pollution vehicle report case, the achievement rate of the project notification inspection of the case, the disciplinary rate and the bonus and the prize-issuing rate reached 100%. Particularly in the past three years, second-cycle motorbikes have been eliminated with the number of 60,281, therefore the total statistic of second-cycle motorbikes fell to 49,474. Ministry of transportation and communications showed as at November 30, 2018, the statistic of electric motorbikes at 6,504, which developed 2,882 vehicles from 2017, was the optimal accomplishment.
