土壤及地下水數據分析與系統管理計畫

中文摘要 土壤及地下水資訊管理系統(簡稱SGM)為全國執行土水業務之單一入口網,過去計畫已逐步依業務、管理需求擴充與強化系統功能;另外,也持續因應新興技術或科技趨勢,發展地理資訊系統(Geographic Information System,GIS)、手持行動裝置(Mobile Device System,MDS)、農地污染溯源模組…等。 本計畫除延續既有系統維護,將著重於3大面向重點:(1)加強異常管理,可於問題發生前端執行適當因應:如場址列管程序新增執行時程警示、新增地下水濃度趨勢分析。(2)跨域資料有效整合,提升環境數據完整度:如本計畫已跨單位整合地調所、水利署、環檢所資料,除可協助管理亦可透過整合來精簡作業資源。(3)加強資料應用與分析,輔助管理與決策:如本計畫應用過去累積與跨單位事業調查或基本資料執行污染因子鑑別分析、應用水利會農地圳路圖資與列管事業資料發展農地污染溯源模組。 透過以上分析或功能模組發展,本計畫於業務端已有效強化土基會對列管場址、補助計畫、縣市土水業務執行進度與績效之管控;實務管理端亦可應用資訊整合平台、農地污染溯源模組等工具,協助區域環境品質管理及污染追查判斷作業。整體而言,透過功能擴充與強化可提升30%作業效率,而農地污染溯源模組於疑似污染對象判斷上,也可有效縮小範圍(經實例驗證約可縮小20~50%)。

Project of the Data Analysis and System Management of Soil and Groundwater

英文摘要 The Soil and Groundwater Management Information Systems (SGM) is a single portal for managing all soil and groundwater-related tasks. The system’s functions have been gradually expanded and strengthened according to task and management needs in previous projects. In addition, various systems have also been developed to cope with new trends of techniques or technologies, such as Geographic Information System (GIS), Mobile Device System (MDS), or Farmland Pollution Tracking Modules, among others. Apart from continuation of system maintenance, this project focuses on three key aspects: (1) Strengthen irregularity management, which allows us to deal with problems properly once they happen: Examples include adding schedule alert and groundwater concentration trend analysis into the procedures of monitored sites. (2) Effectively integrate cross-field data and increase the completeness of environmental data: For example, this project has integrated data from Central Geological Survey Agency, Water Resource Agency, and Environmental Testing Agency, which not only is good for further management but can help simplify the resources needed for conducting tasks. (3) Strengthen data application and analysis, which can in turn aid management and decision-making: Examples include applications of cross-unit business surveys that have been conducted in the past, applications of basic data to conduct pollution factor evaluation analysis, application of graphical data on farm ditches surveyed by Water Resource and Engineering Associations, and application of monitored business sites to develop farmland pollution tracking modules. Thanks to the aforementioned analyses or functional module developments, this project has thus far been able to, on task level, allow the Soil and Groundwater Pollution Remediation Fund Management Board’s to more effectively monitor the performance of monitored sites, of the subsidized projects, and of the progress of each county and city’s soil and groundwater task implementations. On practical management level, this project uses information integration platforms and farmland pollution tracking modules to better manage regional environment qualities as well as track down pollutions. Overall, the expansion and strengthening in such functions has allowed a 30% increase in operation efficiency, while the farmland pollution tracking modules has effectively helped reduce the scope in searching and determining polluters (a 20-50% reduction seen in actual cases).
