107年及108年度事業廢棄物申報流向管制工作及清理計畫書制度檢討專案計畫
| 中文摘要 | 行政院環保署辦理「107年及108年度事業廢棄物申報流向管制工作及清理計畫書制度檢討專案計畫」(以下簡稱本計畫)，由派駐各縣市環保局(除直轄市、金門縣及連江縣外) 14位專案工程師，協助辦理輔導事業熟悉「廢棄物清理法」相關貯存、清除、處理(再利用)規範與申報義務，強化產源責任宣導並配合事業廢棄物流向管制工作。 本年度已協助完成「應檢具事業廢棄物清理計畫書之事業」及「應以網路傳輸方式申報廢棄物之產出、貯存、清除、處理、再利用、輸出及輸入情形之事業」修正草案內容研修，機關於107年8月24日預告後，已於107年11月27日發布，另研修「事業廢棄物清理計畫書審查參考指引」，透過各縣市環保局審查通過廢清書檢視、審查現況訪查及至事業訪查其依核准事業廢棄物清理計畫書（簡稱廢清書）之營運情形等，以提升事業廢清書填報及審查品質之效能。於健全事業廢棄物申報資料，亦協助研訂「107年事業廢棄物清理查核及勾稽稽查工作計畫」與執行勾稽、訪查作業。 透過計畫推動已達成效益，包括:1.研析及檢討事業廢棄物管理機制，並研修相關管理公告及12冊「特定行業別事業廢棄物清理計畫書填報及審查參考作業手冊」與「事業廢棄物清理計畫書審查費收費標準」（修正草案）因應；2.透過訪查、勾稽作業等，健全事業廢棄物申報及管理資訊系統(IWR＆MS)資料庫事業基本資料，以利各級環保機關進行勾稽、比對等流向追蹤管制所用，另計畫相關成果可提供機關管制策略實施成效評估基礎及提供法令修正研析量化參考資料；3.制訂「事業廢棄物清理查核及勾稽稽查計畫」及彙整各環保機關執行成果，完成辦理事業廢棄物申報流向追蹤勾稽作業。 | ||

The 2018-2019 Project on Both the Industrial Waste Flow Controls and Management Review of Industrial Waste Disposal Plans
| 英文摘要 | The Environmental Protection Administration of the Executive Yuan (EPA) has launched “The 2018-2019 Project on Both the Industrial Waste Flow Controls and Management Review of Industrial Waste Disposal Plans” (hereinafter simply called the Project) which requires 14 project engineers respectively stationed in the environmental protection departments in all Taiwan’s cities and counties (except special Municipalities, Kinmen County and Lienchiang County) to assist government agencies in counseling the enterprises to be familiar with the standards and reporting obligations related to the storage, clearance, and disposal (reuse) of their industrial waste as provided in the Waste Disposal Act, thus highlighting the source responsibility and providing service in the industrial waste flow controls. So far this year, we have helped the compilation of the drafted amendments to the regulations of “The Industries Required to Submit the Industrial Waste Disposal Plan” and “The Industries Required to File Reports via Internet of their Waste Production, Storage, Clearance, Disposal, Reuse, Export and Import” through consultations. The EPA announced the compilation on August 24, 2018 and such regulations were promulgated on November 27, 2018. In addition, we have studied and helped the revision of the "Guidelines for the Review of the Industrial Waste Disposal Plans”, and examined the industrial waste disposal plans (IWDPs) approved by the environmental protection departments in cities and counties in order to conduct on-site inspections on how enterprises operate according to the approved IWDPs. All of these have aimed to improve the quality of IWDPs reported by enterprises and the quality of review for higher performance of the reporting mechanism. We also have helped the formulation of “The 2018 Work Plan to Review and Audit the Industrial Waste Disposal” and have done such auditing on-site. Through the Project, the benefits have been achieved, which include: 1. The research and review of the management mechanism on the industrial waste, the revision of the related management announcements, the formulation of the 12 volumes of "Operational Manual of Reporting the Industrial Waste Disposal Plans Required for Specific Industries and its Review Reference” and “Fees Collection Standards for Industrial Waste Disposal Plans” (drafted amendment) in response; 2. The enhancement of the basic database of the IWR＆MS for easy audits and comparisons by the local environmental protection departments for the waste flow controls. It is also planned that the relevant achievements can be used as a foundation for government agencies to assess the performance of their control strategy implementation and as reference material for regulations and law amendments as far as quantification is concerned; 3. The formulation of the "Review and Audit Plan for Industrial Waste Disposal”, and the compilation of implementation results achieved by the environmental protection departments at all levels to complete the tracking and auditing operation on the industrial waste flow reporting. | ||
