空氣品質淨化區調查評估暨空氣牆監測示範專案工作計畫

中文摘要 空氣污染防制是環境保護工作中重要的一環,其防制的方法及工作確是要多方齊頭並進的,因此,行政院環境保護署將其部分空氣污染防制費之經費用於推動設置以植物淨化空氣的空氣品質淨化區,來改善全國之空氣品質。自推動以來,經環保署核定之空氣品質淨化區共計939處,綠化面積共計約1,772.96公頃、有樹蔭之自行車道長度約293公里。本計畫內容屬持續性工作,主要是對新設及已完成之空氣品質淨化區進行現勘、調查、維護管理追蹤之工作,協助環境保護署有效推動空氣品質淨化區之增建及維護,以改善並提升我國的空氣品質,進而提供全國一優質的生活環境品質。 本計畫已完成相關要點之修訂作業(包括提供「認養甄選評比作業要點之修正,以提高認養意願與執行效益),並進行空氣品質淨化區各項調查現勘、追蹤及認養甄選作業。另定期更新相關資料,同時進行「空氣品質淨化區及環境綠化育苗計畫」網站更新維護工作(以掌控最新執行進度,提升執行效率及管理效能),此外,更對已建置之自行車綠色路網推動平台進行資訊更新、補強及推廣(提供自行車使用者完善、便捷的路網及相關資訊查詢系統)。 在高雄市楠梓國小建立4層樓高之戶外空氣清淨綠牆,經試驗顯示,戶外有設置綠牆之教室內溫度波動較無綠牆教室緩且平均溫度皆較低,維持相對濕度於70%-75%,臭氧、甲醛、CO2濃度大致上低於無設置綠牆之教室;PM2.5與PM10濃度方面可能受風速及風向影響測值變動大,滯塵效果不顯著。建置室內淨化空氣綠牆植栽模組,主動式抽氣綠牆模組之最適抽氣風速為0.6 m•s-1;完成10種常見植物進行吸收甲醛和PM10能力試驗,結果顯示抽氣有利於植物淨污;與市售空氣清淨機相比植栽模組淨化甲醛能力較佳且可減少二氧化碳。應用主動式抽氣綠牆模組可降低受試兩間醫療診所之甲醛濃度。 已協助環保署完成空氣品質淨化區宣導品之製作,並辦理相關綠化宣傳活動10場、「種子教師」研習會7場及提供其他行政協助。

Inventory, management and evaluation of air quality purification area, and demonstration of green wall project.

英文摘要 Air pollution control is an important part of environmental protection for all mankind, the control methods require multiple fronts, therefore, the Environmental Protection Administration (EPA) has used a portion of air pollution control fund to establish the air quality purification area(hereinafter called the Aquapu Area)for tree planting, as the result, to improve the air quality of Taiwan. Since then, EPA has approved a total of 939 Aquapu areas covering an area of about 1,772.96 hectares and the shaded bike trail length of about 293 kilometers. The content of this project is a continuous work to provide the inventory, assessment and monitoring related works of the existing and newly built Aquapu Area in order to assist EPA to establish a quality living environment in Taiwan. This project has also completed (1) the revision of existing guidelines and criteria used as the bases for Aquapu Areas adoption. (2) on-site inventory, monitoring and assessment works. (3) updating related information regularly, updating and maintaining Aquapu Area website and plant nursery website in order to provide the latest status in implementation as well as to improve the performance and management efficiency. (4) updating and replenishing information of existing Green Network of Bicycle Trails website to provide cyclists with a convenient and fast inquiry system. A four-floor vertical green wall was established at Kaohsiung Municipal Nanzih Primary School and its effect on indoor air quality was determined. Results show that the temperatures, and concentration of formaldehyde, carbon dioxide and ozone were consistently lower in the classroom with the green wall than that with bare wall. Relative humidity ranged between 70%-75% in the classroom with green wall. PM2.5 and PM10 concentrations did not differ between the classrooms with or without green wall, probably due to the frequent variation of wind speed and direction. The optimum wind speed for a module of active living wall (ALW) was estimated at 0.6 m•s-1. Results reveal that ALW had consistently higher capacity for reduction in formaldehyde and PM10 on ten common indoor plants. The ALW module designed in this project had higher efficiency in reducing formaldehyde and CO2 than commercial air purifiers. The ALW could also decrease the formaldehyde concentrations in two clinics tested. Our working group have also provided EPA with all required administrative assistance, such as designing and manufacturing promotional materials; holding ten promotional and interpretive activities; seven「seeding teacher」training sessions and other related administrative assistances.
