The project included five major work items, the following described five parts results of the work. First, reviewed industrial waste self-treatment management proposing, and proposed the amendments of the“Industrial Self-Clearance and Treatment Waste Permit Management Regulation (draft)”,combined the regulation of self-treatment and provided review flexibility for thermal treatment. Second, by sampling and testing of sixteen different co-firing ash from the facility boiler, this project could analysis the composition and physical and chemical properties of co-firing ash. Through the test of re-utilization from the co-firing ash to be the alternative of cement material with different ratio, this project provided the feasibility study for the reuse of co-firing ash in cement, according to the results of composition and crystal phase detection, co-firing ash had value in alternative of cement material. Third, the project planned dioxin tracking investigations for five years, and completed twenty-five sampling and analysis works, creating dioxin fingerprints data. Fourth, the cleanup and recycling status of industrial waste that difficult to cleanup, including furnace slag, dust, sludge, and waste solvent were investigated near the four seasons. By tracking the waste of three steel industries, and tracking ten industries which produce sludge and waste solvent, this project has supported the management proposal. Five, for enhancing the ability of industrial waste self-management, this project investigated the established rate of professional technical personnel for Enterprises. In addition, this project assisted the enterprise to develop self-management process and compiled the self-management reference guide for industrial waste. In order to enhance the management mechanism of industrial waste, the evaluation of rationality and completeness for disposal according to the industrial waste disposal plan was continually conducted.
