屬產業用料需求之事業廢棄物再利用現況調查及管理輔導計畫
| 中文摘要 | 107年10月4日修正「屬產業用料需求之事業廢棄物」限制進口廢紙及熱塑型廢塑膠之業者進口資格及料源型態，本計畫調查105年至108年廢紙、廢塑膠進口情形。在廢紙部分，從105年至108年我國進口廢紙之數量及來源，可看出107年受到中國禁廢令之影響而增加進口量，而107年10月修正公告後確實明顯降低進口數量；在廢塑膠部分，從105年至108年我國進口廢塑膠之數量，可看出107年亦受到中國禁廢令之影響，而於民國107年10月修正公告後確實達到降低進口數量之預期結果。 業者於進口廢紙及廢塑膠後須依「共通性事業廢棄物再利用管理辦法」提送事業廢棄物清理計畫書經所在地環境保護局審查核可後使得從事再利用，並每月連線申報營運紀錄。本計畫進行260家現場訪查輔導，輔導進口業者申請事業廢棄物清理計畫書(再利用檢核)及網路申報作業，經本計畫輔導後，進口廢紙及廢塑膠業者之再利用檢核通過比例及營運紀錄申報比例均明顯提升。 依現場輔導所掌握產業特性，建議針對營運紀錄線上申報新增進口事業廢棄物再利用之離線申報功能；另為防止誤繕而導致申報錯誤，建議鎖定貨品分類號列(C. C. C. Code)及報關單號之申報欄位字元數。對具工廠身分但未具再利用身分者，建議移請縣市環保局查處，以督促業者加快申請；對於已具再利用身分者，建議縣市環保局定期進行線上勾稽作業，提醒業者應按時申報，以提升申報率。 | ||

Project for the Investigation of the Reuse of Industrial Waste Required as Materials for Industrial Use and its Management and Counseling
| 英文摘要 | On October 4, 2018, “industrial waste required as materials for industrial use” was revised to restrict qualifications of paper waste and thermoplastic waste importers and the types of sources for such wastes. This project is an investigation of the import of paper waste and plastic waste from 2016 to 2019. The quantity and source of paper waste imported into Taiwan from 2016 to 2019 indicate an increase in import volume clearly resulting from China’s waste import ban in 2018. After the amended regulations in October 2018, there was a significant drop in import quantity of paper waste in 2019. The quantity of plastic waste imported into Taiwan from 2018 to 2019 was influenced by China’s waste import ban in 2018. After the amended regulations in October 2018, the anticipated decrease in import quantity was achieved in 2019. To reuse industrial waste, businesses have to apply for industrial waste disposal proposal and online declaration of monthly operations record in accordance with the “Management Regulations for Reuse of Common Industrial Waste”. The project involves the on-site visit and counseling of 260 companies. Importers were counseled on the application for reuse inspection and approval, and online declaration. Since the counseling, proportion of plastic waste and paper waste importers who passed the reuse inspection and approval each month and operational record declaration rate both increase obviously. Based on characteristics of the industry learned from on-site counseling, adding offline declaration function of operational records for those who imports industrial waste to reuse is recommended. In order to prevent wrong input in standard classification of commodities of the republic of China (C.C.C. Code) and import custom declaration entry number as declaring, limiting the number of characters of declaration field in declaration system is recommended. For those factories who do not apply for reuse inspection and approval but do imports, transferred to EPB to check and punish to urge those factories to apply for, and make regular check by EPB on declaration system to ensure them declaration on time. | ||
