Abstract
Taoyuan City, the number of fixed sources of pollution 2,466, which are based on the Environmental Protection Department's "Fixed Air Pollution Source Management Information System". Fixed pollution sources Pollutant emissions statistics included particulate contaminants 2,925 tons, sulfur oxides 5,331 tons, nitrogen oxides 14,937tons, volatile organic compounds (VOCs) 23,536 tons.
The execution of the project was scheduled from 2018/03/24 to 2018/12/31 with a total of 9.3 months. The progress in implementation of each individual work, including the control of VOCs, reducing the number of harmful days caused by O3 and high pollution potential, Monitoring and management of air pollutant emission from large fixed pollution sources. To ensure that the pollution source emissions are handled, in order to improve the air quality of Taoyuan City effectively. All the progress of the work complied with the contract requirements, the abstract of achievements were shown in table 1.4-1.
The key works of the project in this year are including:
(一). The control of volatile organic compounds(VOCs)：
1. There are 251 special manufacturers, the overall reporting and review rate of 100%.
2. Since 100 years with the Environmental Protection Agency industry special project control, in the year of 107, check the 20 gravure printing industry in Taoyuan City. As of 2018/12/23, the manufacturers have planned to improve the source raw materials or control equipment. Including: 18 plants planned to set up combustion-type control equipment, 2 plants planned to use water-base ink, there are 11 manufacturers have completed the setup of combustion-type control equipment and inspection operations, The treatment efficiency and emission concentration can meet the relevant conditions of the gravure printing operation procedure in the “Best Available Control Technology for Fixed Pollution Sources” (emission concentration is not more than 150 ppm or emission reduction rate ≧95%), and the plant is completed and licensed for commissioning. 4 manufacturers have completed setup and permit commissioning phase, 5 manufacturers were continuously improving, it is expected that all improvements will be completed in year 108.
3. For the 275 gas stations in Taoyuan City, 108 stations and 42 stations of gasoline ratio (A/L ratio) supervision and inspection have been completed, and the pass rate is 92.60%. The A/L ratio detection operation of the oil and gas recovery facilities at the gas station has completed 47 initial tests. The overall pass rate of A/L ratio is 86.63%, after the completion, the VOCs have reduced by 33.015 metric tons per year.
4. In the third quarter of 2018, 561,760 device components were declared, As of 107/12/23, a total of 2,185 equipment component inspections were performed, of which 25 points were greater than the leakage control value (>1,000 ppm), and all required repairs were completed according to the regulatory deadlines. A total of 9 points of 10,000 ppm, namely Taoyuan refinery of CPC (2 points), Dayang Plastic Taoyuan Factory (3 points), Sanhuang (1 point) and Lixin (3 points), all declared results were reported to the Environmental Protection Agency for disposition and improvement within a time limit.
5. Pollution control of Taoyuan refinery of CPC Corporation: The 8 burner towers of the Taoyuan refinery of CPC have started the FGRS system recovery process exhaust gas to the fuel gas system and the 3 hydrogen sulfide combustion towers have been completed and have been fully improved to the sulfur plant recovery in May, 103. The statistics used in the period from 107 to December were 0. In addition, the 22 RATA monitoring inspections and 4 inspections are also completed, and comparison of the data between manufacturers' RATA and during the investigation period, the mean value within 72 hrs is not greater or smaller than the 3 times standard deviation, the data quality is good.
(三). Inspection of stationary pollution sources：Discharge pipeline inspection to complete the completion of 24 samples. People complained inspection and testing completed 8 samples.
(四). Fixed source and control equipment monitoring and management operations: According to the announcement of "The first batch of fixed pollution sources for monitoring connection facilities" to 107/12/23, the manufacturer has a total of 75 plants and 82 processes, of which the control line manufacturers have completed a total of 49 plants and 56 processes and 16 sands. For the collection and processing industry, the statistical average monthly effective transmission rate can reach over 97% and the permissible average compliance rate can reach over 95%. The effective transmission rate of the first to third season of each factory in 107 can be consistent with this. The autonomous regulations are 85% regulated. In addition, for the case of poor uploading and frequent overruns, a total of 27 factory inspections were conducted, and 22 improvements were completed and 5 were continuously improved.

These projects extended the investigation in 2017, and remain committed to synchronously combined with advanced instruments for inspection and counseling task to strengthen the abilities of inspection, reduction of 2254.61 tons in total, have achieved the target of 107 years Taoyuan City pollution control with 702 tons on NMHC.
