The main work item of this project is to control volatile organic pollutants in the off-island industrial zone of the County, and diligently supervise the discharge of volatile organic pollutants in the off-island industrial zone, as well as conduct checks, testing and follow-up control of volatile organic pollution sources, and improve the effectiveness of VOCs check, control and emission reduction in the off-island industrial zone, in order to maintain the air quality of the County and reduce the impact on public health. Since the implementation on the bid-closing date (July 17, 2018), the contract requirements, originally planned work items and implementation methods have been followed, and the final report was completed before the implementation deadline (December 31, 2018). The main achievements are summarized as follows:
(1) Legal compliance checks on all gas flares in the off-island industrial zone were conducted. Legal compliance checks were completed for 42 gas flares, and the usage plans of 21 gas flares have been re-submitted for review in 2018.
(2) Legal compliance checks on 51 storage tanks (including fixed-roof and inner floating-roof tanks) were completed. The control equipment of the inner floating-roof storage tanks TB28, TB30 and TB32 of Formosa Chemicals and Fiber (the synthetic phenol plant) and of the inner floating-roof storage tanks T601, T602, and T603 of Formosa Plastics (the acrylonitrile plant) stopped operating during the annual maintenance period, and the alternative treatment method for the exhaust gas in the storage tanks was not adopted. These shortcomings have been reported to the Environmental Protection Bureau.
(3) In 2018, the clearing reports of totally 76 storage tanks of the off-island industrial zone were submitted. 54 of them have declared their air pollution fees. Based on the declaration of air pollution fees, the discharge volume from tank clearing was 4,558.74 kg.
(4) In 2018, the annual maintenance operations of totally 47 processes of the off-island industrial zone were submitted. Based on the air pollution maintenance fees and annual maintenance discharge volume announced by the Environmental Protection Bureau, the discharge volume of VOCs in 2018 was about 8,832.42 kg.
(5) Tests of 5,046 equipment components were executed. Totally 5 components exceeded the leakage control value (10,000ppm) and have been reported. 20 components exceeded the tightened standard (1,000ppm), and all the operators repaired them on the same day; after the confirmation of the Environmental Protection Bureau and the testing company, they met the requirements for completion of repair within 24 hours. In addition, 6 equipment components were unfiled in the No. 3 Light Oil Cracking Plant of the No. 3 Mailiao Plant, and the cases have been reported.
