107年度「改善應回收廢棄物分類及處理後衍生廢棄物去化」專案工作計畫

中文摘要 台灣各縣市多個焚化廠有延役整改計畫,整體焚化量能不足,環保署預計補助興建、擴充或提升細分類廠,亦有利用工業鍋爐協助處理分類後衍生性廢棄物之需求,以降低焚化量能的壓力。本計畫研議補助地方政府興建細分類廠或提升分選效率之可行性,以減少衍生性廢棄物;並將廢塑膠標籤膜製成RDF並檢測,探討其是否適宜作為燃料,並以流體化床燃燒並檢測空污及廢棄物特性,檢視此去化方式是否造成環境衝擊。實驗結果證明廢塑膠標籤膜製成RDF適合作為燃料,屬於歐盟SRF標準中的優良燃料;以流體化床去化方式確實可行,值得政府作為未來推廣之策略,本計畫建議有些執行細節應予注意,另提出一些法規限制等議題,值得環保署與工業局參考並修正未來政策執行之方向。

Improvement and recycled of derivative wastes after classification and treatment plan, 2018

英文摘要 Several incinerator plants in Taiwan are being renovated. Therefore, the government has the need to subsidize the construction, expansion or upgrading of fine classification plants, and use industrial boilers to treat derivatized waste after classified. This plan proposes to subsidize local governments to build fine classification plants or improve sorting efficiency to reduce derivative waste, and Make waste plastic label RDF and test it to see if it is suitable as fuel, then burn in a circulating fluidized bed boiler, detecting the characteristics of air pollution and waste, and checking whether this method causes environmental impact.The experimental results show that the RDF made from waste plastic label is suitable for use as fuel and belongs to the excellent fuel in EU SRF standard. It is feasible to burn with circulating fluidized bed boiler, which is worthy of government promotion in the future. Some details of the implementation of the test burn and other issues such as regulatory restrictions should be noted, it worth referring to and revising the direction of future policy implementation by EPA and the Industrial Bureau.
