低價值回收物能源回收專案工作計畫

中文摘要 低價值回收物之燃燒特性成分資料並未完整,故先針對三種類低價值回收物(舊衣、廢塑膠袋及廢容器之塑膠標籤)之基本燃燒特性資料進行文獻資料收集及實驗室分析,結果顯示廢容器塑膠標籤之氯含量較偏高,舊衣之硫及氮含量較偏高,廢塑膠袋及廢容器塑膠標籤之熱值則較舊衣為高。依上述檢測資料,進行規劃低價值回收物製成RDF-5之混合比例,並透過不同比例低價值回收物比例之小批次RDF-5試作,並再次進行燃燒特性分析,以確認製作之RDF-5燃燒特性;最佳混合比例為舊衣40.0%:廢容器塑膠標籤30.0%:廢塑膠袋30.0%,後續製作試燒之RDF-5以此混合比例大量製作,以獲得良好造粒成型及熱值與燃煤盡量接近之燃料。 低價值回收物破碎及造粒廠商為OO公司,並於108年10月初開始生產;三項低價值回收物運送至OO公司後,以人力進行金屬/不適燃物選別,經破碎後再依比例混合進行造粒成型作業,造粒完成後,先行暫存於OO公司。 試燒場域為永OO工業用紙股份有限公司OO廠2號流體化床鍋爐執行5批次試燒作業,試燒試驗計畫配合採樣公司期程,實際試燒時間如下:第I~IV批次試燒時間為11月1日~11月4日執行,第V批次試燒作業時間為11月9日~11月11日執行。OO公司配合永OOOO廠試燒時間,分別於10月31日(1車次)、11月2日(2車次)、11月8日(1車次)、11月9日(2車次)及11月11日(1車次)以斗車載運RDF-5至OO廠,數量共計101.59噸。試燒作業另配合執行環境監測作業,包括空氣污染物排放檢測及飛灰及底渣檢測作業,檢測結果皆合於相關規定。 上述試驗資料顯示低價值回收物(舊衣、廢塑膠袋及廢容器之塑膠標籤)混合製作之RDF-5作為循環式流體化床鍋爐輔助燃料確有可行性,另協助研析推動再利用之相關法制程序,以提供執行低價值回收物作為鍋爐輔助燃料之法源依據。

The working plan of the energy recycling project for low value recycling materials

英文摘要 Acording to the literature data collected by the working team, the combustion characteristics data of low-value recycled materials are not complete. Therefore, the basics of the three types of low-value recycled materials (old clothes, waste plastic bags and plastic labels for waste containers) are basic. The combustion characteristics data were collected from literature data and laboratory analysis. The results showed that the chlorine content of the plastic labels of waste containers was higher, the sulfur and nitrogen content of old clothes were higher, and the calorific values of waste plastic bags and plastic labels of waste containers were higher than that of old clothes. According to the above test data, plan the mixing ratio of low-value recycled materials to make RDF-5, and try out small batches of RDF-5 with different proportions of low-value recycled materials, and perform combustion characteristics analysis again to confirm the produced RDF-5 combustion characteristics. The best mixing ratio is used clothes 40.0%, waste container plastic label 30.0% and waste plastic bag 30.0%. Subsequent production of trial burn RDF-5 will be produced in large quantities at this mixing ratio to obtain good pellets and fuels with calorific values as close as possible to coal combustion. Mechanical equipment was production began in early October. After the granulation is completed, they are temporarily stored in OO Company. The test firing burn is 5 batches of test firing operations performed by YOO Industrial Paper Co., Ltd. OO Plant No. 2 fluidized bed boiler. The trial burn test plan matches the schedule of the sampling and testing company. The actual trial birn schedule is as follows: The trial burn time for the first to fourth batches is performed from November 1 to November 4. The trial burn operation time for the V batch is November 9 to November 11. The test trial burn operation also cooperates with the implementation of environmental monitoring operations, including air pollutant sampling and fly ash and bottom slag sampling. The sample test results are in compliance with relevant regulations. The above test data show that the mixed RDF-5 made from low-value recycled materials (old clothes, plastic bags and plastic labels for waste containers) is feasible as an auxiliary fuel for circulating fluidized bed boilers. Relevant legal procedures to provide legal basis for the implementation of low-value recovered materials as boiler auxiliary fuel.
