施工機具空氣污染排放管制計畫

中文摘要 柴油動力作業機具造成的碳和污染物排放,包括:氮氧化物(NOX)、一氧化碳(CO)和懸浮微粒(PM2.5和PM10)等,越來越受到政府和社會大眾的關切,因為這些污染物可能危害人體健康和周遭環境。美國、歐洲及日本等先進國家先後訂定作業機具的空氣污染排放標準。為瞭解非道路使用之作業機具污染物排放特性、建立作業機具排放係數、進行健康風險評估及協助環保署完成相關法制作業,爰委託辦理107年度「施工機具空氣污染排放管制計畫」。 本計畫以動態下等速吸引採樣方法建置施工機具於實際作業中各項污染物(NOX、CO、THC、PM)之運作中的排放係數,實地量測拖堆機、挖土機及鏟裝機共計9場次。粒狀污染物中PM10佔TPM約60~70%之譜,而PM2.5則佔PM10的80~90%,此等數據說明了對現行的施工機具,管制其於施作時之PM2.5污染更顯重要。 本計畫完成三台施工機具之採樣分析作業,共採集6個樣本(含怠速及運轉)。主要出現之重金屬物種為:Zn (1.10-15.55 mg/m3)、Cd (0.0005-0.002 mg/m3)、Cr (0.0005-0.014 mg/m3)及Fe (0.3895-5.9860 mg/m3),三台施工機具實測結果顯示,運轉時施工機具排氣中之重金屬濃度高於怠速時。 致癌風險度模擬結果顯示,在大氣擴散條件較差E、F級條件下,的三台工具機同時運轉時之風險值小於106,並未對周遭居民產生致癌風險。

Construction Machinery Pollution emission control plan for Construction Project

英文摘要 Carbon and pollutant emissions from diesel engine, including NOX, CO, PM2.5 and PM10, are urgent concern to the government and the public because of these contaminants can harm human health as well as the environment. United States, Europe, and Japan have successively set air pollution emission standards for non-road vehicles. Therefore, we are entrusted the implementation of this project in order to realize the pollutant discharge characteristics of non-road vehicles, to establish emission factors, to conduct the health risk assessments, and to assist EPA to complete relevant regulations. This project employs the isokinetic sampling method to measure the emission coefficient of various pollutants (NOx, CO, THC, PM) of tractor, excavator and loader during the operation. Among the particulate pollutants, PM10 accounts for about 60-70% of TPM, while PM2.5 accounts for 80-90% of PM10. These data show that PM2.5 is dominated to the current non-road vehicle. The project completed the sampling and analysis of three construction machines collected from 6 samples (including idle speed and operation). The main heavy metal species are: Zn (1.10-15.55 mg/m3), Cd (0.0005-0.002 mg/ m3), Cr (0.0005-0.014 mg/ m3) and Fe (0.3895-5.9860 mg/ m3). Results show that the concentration of heavy metals in the exhaust of the non-road vehicles is higher during operation than that at idle. Results of the carcinogenic risk assessment showed that under the diffusion conditions E and F, the risk value was less than 106 for the three non-road vehicles running at the same time, which did not cause cancer risk to the surrounding residents.
